MUNICIPAL MANAGER

(5 YEARS FIXED TERM CONTRACT
Salary: In Terms of the Government Gazette No. 40118 of 4 July 2016
Minimum package R852 706,00 – Midpoint R947 451,00 – Maximum
R 1041,196.00 pa. (all inclusive) Plus performance bonus

Essential requirements

  • Bachelor’s Degree in Public Administration, Law, Social/Political Science or relevant qualification obtained from a recognized tertiary institution.
  • A minimum of five year experience at senior management level preferably in Local Government.
  • Be fluent in English and Isizulu.
  • Must have a valid driver’s licence.
  • Successful institutional transformation within the public sector or private sector.
  • Computer literacy is a must

Additional Requirements:

  • Should have a Municipal Finance Management Programme Certificate or be able start studying towards the achievement of the certificate within 18 months of appointment ( as per Government Gazette No 40593 of 03 February 2017)
  • Extensive experience in financial management, strategic planning and implementation.

Key Responsibilities:

  • Transformation and management of an economic, effective, efficient and accountable administration
  • The implementation of the Municipality’s Integrated Development Plan and Monitoring thereof.
  • Draft and implementation of the Municipality’s Performance Management Systems.
  • Facilitate the participation of the local communities in the affairs of the Municipality.
  • Develop an economical sustainable development and performance driven administration through strategic leadership, allocating and optimizing financial, human and other resources.
  • Ensure the development and implementation of strategies that will have a measurable impact on organizational productivity and finance performance.
  • Ensure adherence to generally accepted municipal accounting and administrative practices and procedures and relevant legislations.
  • Implementation of the national and provincial policies and programmes applicable to local government.
  • Render advisory support services to the Municipality’s political structures and officials, manage communication between them, administer and exercise their decisions and thereby provide support to Council.
  • Acceptance of overall responsibility, as Chief Accounting Officer for all the components of the Municipality.
  • Advocate municipal programmes through representation at intergovernmental relation forums.
  • Ensure that income and expenditure control management systems prevents fraud and allow accurate reporting.
  • Ensure compilation of annual financial statements and application of budgetary control measures.
  • Manage appointments, training, discipline and effective utilization of personnel.
  • Ensure administrative development and implementation of the municipality’s by-laws.
  • Promote sound labour relations and compliance with all applicable labour laws.
  • Put measures and controls that fights fraud, corruption and other acts of dishonesty.
  • Provide financial directions and advice to all Directors and for projects and programmes of interest of the Municipality.
  • In-depth understanding and practical display of knowledge application and alignment of the NDP,PGDS, and IDP.

Knowledge, skills and competency:

  • Understand and display of practical application of local government legislations.
  • Extensive exposure and involvement in the institutional transformation, re-engineering and change management.
  • In-depth understanding of practical application and promotion of Batho Pele principles as well as KZN Citizen Charter.
  • Understand Amakhosi and traditional communities’ protocol.
  • In-depth knowledge and application of performance management systems.
