Resolution for the Future Designation of Anthony Hall as the Graduate Student Lounge

WHEREAS A significant campus need exists for a supportive and inclusive communal graduate student study and social space, as demonstrated by: (i) previous GA action item debates; (ii) the GA resolution passed in the spring of 2014; (iii) Save Stephens petition and campaign in spring-summer 2014; (iv) recognition by Graduate Division in providing a temporary space for 2015; and
WHEREAS The Graduate Student Lounge (GSL) in its successive incarnations in Stephens Hall and Hearst Annex has served both of these needs vitally, if not fully, as demonstrated by: (i) large and increasing student attendance, (ii) increased student awareness and accessibility of the GSL, (iii) the sense of community and cooperation fostered among GSL users; and
WHEREAS Elements necessary to the GSL’s successful fulfillment of those needs include: (i) amenities such as hot drinks to allow for extended research time and comfortable socializing; (ii) a staff of monitors to regulate access, climate, and amenities; (iii) a mixture of quiet study space and social community building space; (iv) an ADA accessible space centrally located on campus; and
WHEREAS Furniture for Anthony Hall to replace existing GA furniture after the GA’s move to New Eshelman Hall has been selected and paid for, and will be delivered to Anthony Hall on June 1, 2015;
WHEREAS
WHEREAS The pre-selected furniture reflects the primary use of Anthony Hall as a lounge and study space;
WHEREAS The Graduate Student Lounge in Hearst Annex will be discontinued by December 31, 2015;
RESOLVED That upon the occupation of New Eshelman Hall by the GA’s administration, Anthony Hall shall be designated as the Graduate Student Lounge; and
RESOLVED That the purpose of the GSL will be to provide reliable, productive workspace and safe and inclusive social space for all UC Berkeley graduate students; and
RESOLVED
RESOLVED That the GA will form a committee to steer the transition of Anthony Hall into the Graduate Student Lounge; this committee will consist of 2-4 members, and will include the Internal Vice President; and
RESOLVED That regular hours for student use of Anthony Hall in line with the historical use of previous GSLsof the GSL will be Mondays through Fridays between 9am and 7pm during regular academic sessions, and Mondays through Fridays between 9am and 5pm during summer sessions; anddetermined by the steering committee; and
RESOLVED That the GSL will divided into four sections: main room, kitchen and fireplace area, conference room, and patio; and
RESOLVED That the GA will designate funds to create appropriate divisions between the three interior sections of Anthony Hall; and
RESOLVED That the steering committee will design and determine funding to add GA will designate funds to create appropriate non-permanent divisions between the three interior sections of Anthony Hall; and
RESOLVED That the kitchen and fireplace area will be designated as social space; and
RESOLVED That the conference room will be designated as work and study space, but will remain reservable at designated hours; and
RESOLVED That the patio will be designated as social space but will remain reservable at designated hours; andThat the steering committee will determine usage policies for each section of Anthony Hall addressing, at minimum: hours of availability for student use and hours of availability for reservation, which sections will be designated as primarily study spaces and which will be designated as social spaces; and
RESOLVED That reservations for the entirety of Anthony Hall will be limited to outside of regular hours of student use, with exceptions provided at the discretion of the Graduate Assembly Internal Vice President; and
RESOLVED That reservations for individual sections of Anthony Hall will be the conference room and patio during regular hours of student use will be made by reference to the Internal Vice President, who will allow reservations only to the degree that they do not jeopardize the reliable use of Anthony Hall as the GSLdisturb regular student usage; and
RESOLVED
RESOLVED That reservations proposed by GA projects will be given priority over reservations proposed by outside parties; and
RESOLVED That a staff of monitors will be hired by the Graduate Assembly at a rate or yearly stipend to be determined by the steering committee to staff the GSL at hours to be determined by the steering committeethe rate of at least 9.00 an hour between the hours of 9am to 7pm, Monday-Friday, during regular academic sessions, and 9am to 5pm, Monday to Friday during summer sessions; and
RESOLVED That said staff will be required to receive sensitivity training to ensure that Anthony Hall remains a non-discriminatory, multicultural, safe, and inclusive space; and
RESOLVED That the stated duties of the staff will include the following: supplying hot drinks, ensuring the GSL’s general cleanliness and comfort; ensuring no lounge users are unduly disruptive; and managing Anthony Hall space reservations; and
RESOLVED
RESOLVED That the steering committee will determine the budget required to transition Anthony Hall to the GSL, and the budget required to maintain the GSL for future years; and
RESOLVED
RESOLVED That the steering committee will petition the Graduate Division to continue funding of the GSL or otherwise determine a source of funds for the GSL’s establishment in Anthony Hall and its maintenance; and
RESOLVED That the GA will form a committee to steer the transition of Anthony Hall into the Graduate Student Lounge; this committee will consist of 2-4 members, and will include the Internal Vice President; and
RESOLVED That the Executive Board will maintain these requirements in an 'Anthony Hall Policy' document, where changes to this policy must be approved by the Delegate Assembly.
