WENDOVER CITY COUNCIL MEETING

1. CALL MEETING TO ORDER.

Mayor Mike Crawford called regular meeting to order at 6:30.p.m.

2. ROLL CALL.

Citizenry: Brenda Little, Esmeralda Martinez, Radine Murphy, Devan Croasmun, Ryan Clauson, Kortney Gutierrez.

3. PLEDGE OF ALLEGIANCE: Lead by Glenn Wadsworth.

4. APPROVE OR AMEND THE REGULAR CITY COUNCIL MEETING MINUTES OF OCTOBER 01, 2015.

Motion made by Councilmember Dennis Sweat, seconded by Councilmember Gordon Stewart to approve the regular City Council Meeting minutes of October 15, 2015. All in favor, motion passed.

5. RELIEF OF BUSINESS LICENSE PENALTY AND MATTERS RELATED THERETO. ESMERALDA MARTINEZ. DISCUSSION/DECISION.

Motion made by Councilmember Dennis Sweat, seconded by Councilmember Mandolin Hunt to waive penalty fee based on a first time offense. All in favor, motion passed.

6. AMEND CAPITAL INVESTMENT PLAN AND MATTERS RELATED THERETO. DISCUSSION/DECISION.

Councilmember Karen Shepherd suggested paint for Community Center, storage shed at Community Center, increase size of fire station, North Vista road improvements. It was suggested for Councilmember’s to provide a list of items and submit them to City Administrator to list for Council to prioritize.

7. WAIVE RENTAL AND CLEANING FEES ON COMMUNITY CENTER, SATURDAY, OCTOBER 24, 2015 FOR FABRIC FESTIVAL. DISCUSSION/DECISION.

Motion made by Councilmember Steven Wallace, Seconded by Councilmember Mandolin Hunt to waive the cleaning fee and rental fees on Community Center for Saturday, October 24, 2015 for a Fabric Festival. All in favor, motion passed. Councilmember Dennis Sweat stated he would be responsible for all clean-up of the building.

8. MAYOR MIKE CRAWFORD UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO.

Updated council on Mariah leaving. There were fourteen applicants for the clerk/recorder position. Mayor Crawford appointed Devan Keller as the Clerk/Recorder. Motion made by Councilmember Karen Shepherd, seconded by Councilmember Steven Wallace to support Mayor Crawford’s appointment of Devan Keller. Motion passed.

Relocation of the Shop Utility building was discussed. Glenn to proceed with a bid package to move existing Utility building and determine a cost to construct a new building.

Discussion with respect to Carrillo Brothers station robbery, Beehive garage break-in, someone testing door knobs, and Ms. Shupes house break-in. Question posed asking if a police officer was in town. Communications was had between Mayor Crawford and Sheriff Wimmer with respect to the break-ins. Councilmember Steven Wallace suggested looking into paying only for police coverage when on site.

9. CITY ADMINISTRATOR GLENN WADSWORTH UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO.

John Sharp of UDOT suggested the City and UDOT to partnership on installation of sidewalk, curb and gutter along the north side of Wendover Boulevard west of Bonneville Way. City of Wendover suggested providing $5,000.00 to the project. UDOT to provide agreement.

No updates on street light inventory provided by Wells Rural Electric.

UDOT completed inventory of street lights along Wendover Boulevard with replacement of lights to begin next week.

10. UNFINISHED BUSINESS:

None

11. CITY ATTORNEY: JOEL LINARES AND MATTERS RELATED THERETO. DISCUSSION/DECISION.

A) UPDATE ON CITY OF WENDOVER CODE BOOK AND MATTERS RELATED THERETO.

No update.

B) UPDATE ON PARTISAN VERSUS BIPARTISAN ELECTIONS.

No update.

12. NEW BUSINESS:

Animal license to be sent to dog owners.

WREC free dinner on Monday, October 19, 2015. Individuals who have not register to vote may register at the dinner to vote.

Wednesday, October 21, 2015, and Monday, November 2, 2015 Prevention of Underage Drinking meetings.

Saturday, October 24, 2015 is Gear-Up electric car event to be held at Enola Gay hanger on air base.

13. COMMENTS FROM AUDIENCE:

Question was asked about sending out notices to citizens to clean-up the weeds in their yards.
