Sub : Promotion of officers from Junior Management Grade Scale-I to Middle

Management Grade Scale-II, Middle Management Grade Scale-II to Middle

Management Grade Scale-III and MMGS III to SMGS IV.

We are pleased to inform that it has been approved by the Board vide Resolution dated 17/03/2012 to fill up 675 vacancies in MMGS-II by way of promotions from JMGS-I, 400 vacancies in MMGS-III by way of promotions from MMGS-II and to fill up 65 vacancies in SMGS IV by way of promotions from MMGS III.

As per the promotion policy approved by the Board, applications are invited from the officers in JMGS-I, MMGS-II and MMGS III fulfilling the eligibility criteria mentioned hereunder for consideration of Promotion to MMGS II, MMGS III and SMGS IV respectively.

Officers opting for promotion under any of the Tracks / Channels have to necessarily express their willingness in writing in the prescribed on line application form as per their eligibility.

I. PROMOTIONS FROM JMGS-I TO MMGS-II No of Vacancies 675

Date of Written Examination - Will be intimated in due course.

The apportionment of vacancies to be filled is as under:

The quota for the Specialists will be carved from out of the total vacancies declared on year-to-year basis.

Specialist Officers for the above purpose shall include those officers who are directly recruited or converted and presently working as Specialist Officers such as I T Officers, Law Officers, H.R. Officers, O.L. Officers, Security Officer,s Technical Officers, Marketing Officers, Financial Analysts, Economists, etc.

No separate Specialist channel for RDO's. However for the limited purpose of written test, RDO's have the option either to appear for test under general category or specialist category.

1. Normal /Seniority Channel : (Only Interview)

JMGS-I Officers who have expressed their willingness duly submitting prescribed form and completing 5 years of satisfactory service as on 01.04.2012 will be called for interview in the ratio of 1:3.

2. Merit / Fast Track Channel : (Written Test & Interview)

Officers in JMGS-I grade, possessing the eligibility criteria mentioned below may apply duly indicating the channel.

Officers in JMGS-I grade completing 3 years of satisfactory service as on 01.04.2012 are eligible to apply under this channel.

Officers coming under Normal /Seniority Channel, besides Seniority Channel, can also opt for Merit / Fast Track Channel.

II. PROMOTIONS FROM MMGS - II to MMGS - III. No of Vacancies 400

Date of Written Examination - Will be intimated in due course.

The apportionment of vacancies to be filled is as under:

2. Merit / Fast Track Channel: (Written Test & Interview)

Officers in MMGS-II grade, possessing the eligibility criteria mentioned below may apply duly indicating the channel.

Officers who have put in minimum 2 years of satisfactory service(with relaxation of 1 year by Board) in MMGS-II as on 01.04.2012 are eligible to apply under this channel

Officers coming under Normal /Seniority Channel can also opt for Merit /Fast Track Channel.

Guidelines on Promotion from JMGS I to MMGS II and MMGS II to MMGS III:

1. System of the written test:

Written test will be conducted online. The online test will be conducted by an independent outside agency.

2. Test Centers:

The name of the online test centre and venue address will be informed in due course.

3.Pattern of the Online Test:

Written test shall be objective for 100 marks and will be conducted online. The test can be answered either in Hindi or in English.

The test will have two sections:

For General Officers:

Sec A : Law & Practice of Banking - Objective - 70 Questions - 70 marks.

Sec B : Current Financial Awareness - Objective – 30 Questions - 30 marks.

For Specialist Officers:

Sec A : Law & Practice of Banking - Objective - 70 Questions - 70 marks.

Sec B : Professional Knowledge - Objective - 30 Questions - 30 marks.

The time allotted for the written test is composite time of 90 minutes.

4. Minimum marks

The officers who appear for written test should secure a minimum of 40% marks ( 35% marks in case of SC/ST) to be called for interview. The candidates shall be called for interview in the ratio of 1:3 in the descending order of merit basing on the number of vacancies apportioned for Merit /Fast Track channel.

5. There shall be a requirement of minimum 75% marks in APAR for each of the years of service eligible for promotion in case of promotion on merit / fast track channel.

6. There shall be a mandatory requirement of two years continuous service in rural areas for promotion from Scale I to II and a total of three years in rural / semi-urban areas, including the rural service in Scale-I, for promotion from Scale II to III. For the present promotion process i.e. for 2012-13, it has been approved by the Board to provide relaxation in mandatory rural / semi-urban service criteria for both JMGS I to MMGS II and MMGS II to MMGS III. However, the officers on promotion shall be posted to rural / semi-urban branches in case of officers who have not undergone the required rural/semi-urban service.

7. For the seniority channel, officers who have put in more than the aforesaid service in rural / semi-urban areas will get an advantage of further relaxation of 50% weightage in minimum experience for each additional completed year of service while assessing their eligibility.

8. How to apply online for the Promotion process.

The officers in JMGS-I & MMGS II grades fulfilling the eligibility criteria are required to submit their application through on line. The online application will be opened on 22/03/2012. The link for applying online and guidelines for submitting application online will be made available in our Intranet portal from this date. The steps to access online application is given in annexure-I. After submission of online application, a printout of the same should be forwarded to Head office through proper channel.

9. All eligible officers should submit their applications duly following the above procedure only.

10. Officers eligible to be considered for promotion under Seniority Track Channel can also opt for Merit /Fast Track, but not vice versa in case of promotions from JMGS-I to MMGS-II and MMGS-II to MMGS-III .

11. Consequent to the amendment made on 28.08.2006 in Regulation 5 of ABOSR 1982, an officer who refuses to accept promotion when offered shall stand to forfeit movement to next higher scale as also stagnation increment provided for at the top of the scale and he will not be entitled to Professional Qualification Pay also. Apart from the above, the officer will be debarred from participating in the next promotion process or for a period of one year from the date of non acceptance of promotion, whichever is earlier.

12. Failure to report at the new place of posting by the specified date would amount to forfeiture of promotion, duly attracting Regulation 5 of ABOSR 1982, as stated in point 11 above. Further, the officer will be debarred from participating in the next two promotion processes or for a period of two years from the date of forfeiture, whichever is earlier.

III. PROMOTIONS FROM MMGS - III to SMGS - IV. No of Vacancies 65

Date of Written Examination - Will be intimated in due course.

There is only one channel for promotions from MMGS III to SMGS IV.

Merit Channel - (Written Test & Interview)

Officers in MMGS-III grade, possessing the eligibility criteria mentioned below may apply for the promotion.

Officers who have put in minimum 3 years of satisfactory service in MMGS-III as on 01.04.2012 are eligible to apply for promotion.

Officers who are directly recruited or converted and presently working as Specialist Officers such as I T Officers, Law Officers, H.R. Officers, O.L. Officers, Security Officers, Technical Officers, Marketing Officers, Financial Analysts, Economists, Rural Development Officers etc., have the option either to appear for test under general category or specialist category.

Guidelines on Promotions for MMGS III to SMGS IV:

1. System of the written test:

Written test will be conducted online. The online test will be conducted by an independent outside agency.

6. The eligible officers should submit their applications duly following the above procedure only.

General guidelines for promotion from JMGS I to MMGS II, MMGS II to MMGS III and MMGS III to SMGS IV:

1. The call letters to the eligible candidates will be sent by e-mail. On receipt of call letters, the candidates should down load the same, and affix his/her latest passport size photograph at the space provided and get it attested by the Manager/Officer-in-charge and produce the same at the examination centre. In case of non-receipt of call letters to appear for the written test even 3 days before the date of examination, the officers may contact the HR Department, Head Office.

2. The educational qualifications acquired by the officers as on 01.04.2012 only shall be considered for assigning weightages. Copies of the qualification certificates attested by the Branch Manager / In-charge officers are to be annexed to the printout of the application in case there are additional qualifications other than the qualifications appearing in the seniority list of officers as on 01/04/2011 in AB Portal.

3. The officers are to note that mere application for the online test does not confer any right to be called for online test for considering promotion.

4. Canvassing in any form will be a disqualification.

5.Instructions to Branch Managers / Officers-in-charge

Hard copy of applications received from the candidates should be thoroughly verified and attested in the space provided for. The applications should be forwarded directly to the “Assistant General Manager, HR Department, Head Office, Dr. Pattabhi Bhavan, Saifabad, Hyderabad -500 004" super scribing the envelope “PROMOTIONS FROM JMGS-I TO MMGS-II / MMGS-II TO MMGS-III / MMGS III to SMGS IV so as to reach on or before 04.04.2012.

6. Coaching classes for officers belonging to SC/ST/OBC categories:

Officers who are found eligible to appear for written test and belonging to SC/ST/OBC categories will be called for Pre-promotion Training classes as per the existing guidelines. The dates and venues for the Pre-promotion training classes will be intimated separately. In case of OBCs, copy of caste certificate, duly attested by the Branch Manager, should be submitted along with the application form for availing the facility even if they had attended pre-promotion training last year. Otherwise, they will not be considered for attending training classes.

7. The cut off / specified date in the above promotion processes i.e., for arriving at minimum service eligibility criteria, for arriving at number of years worked as Branch Managers for arriving at out of state service period, and APAR marks etc., is 01.04.2012.

This communication should be circulated amongst the officers working in the branch / office and their initials be obtained in acknowledgement. A copy may also be displayed on the notice board.
