Council Meeting – July 17, 2014

Mayor Thomas L. Hardesty called the regular meeting to orderwith the following council members present:Bobby Andriot, Mike Zoeller, Donna Eaton,Jon Swindler, and Frank Page. Absent: Shane Suttor

City Employees Present: Chris Miller, Willard Tucker, Jon Blank, Danny Goodwin, Brad Haymond, Thomas Brummer, Cameron Canan, and Inez Harris.

City Attorney: Steven Gregory

Invocation: Linda Allewalt

All present pledged allegiance to the flag.

Minutes/July 3, 2014

Councilmember Pagemoved to approve the minutes of the July 3, 2014 meetingas read by council members prior to the meeting.Seconded by Councilmember Zoeller.

All voted “aye” and motion carried.

Bids – Command Vehicle

Fire Chief Tucker informed council two bids were received for a four wheel drive command vehicle. Shelbyville Chrysler $24,553 and Obrien Ford $27,429. The committee recommended accepting the bid from Shelbyville Chrysler in the amount of $24,553.

They will use existing equipment from the old command vehicle on the new vehicle.

Councilmember Eaton moved to accept the bid from Shelbyville Chrysler in the amount of $24,553. Seconded by Councilmember Swindler.

All voted “aye” and motion carried.

Bids – Fire Apparatus

Fire Chief Willard Tucker informed council of the bids for the new fire apparatus truck. Bids received were Ferrara Fire Apparatus in the amount of $400,000 and Pierce in the amount of $418,433. The bids were studied by the fire committee and their recommendation was the Ferrara. We will be trading in a 20 year old apparatus. We will use the equipment from that

truck. It will take 180 days to deliver the vehicle from Holden, Louisiana. Capt. Haymond and crew will monitor the building of the truck. Sgt. Miller and Jon Blank will go over the truck before we take delivery. The truck will pump 1,500 gallons of water per minute.

Councilmember Page moved to accept the bid from Ferrara Fire Apparatus in the amount of $400,000. Seconded by Councilmember Eaton.

All voted “aye” and motion carried.

Public Comments

Linda Allewalt thanked council for allowing her the opportunity to say a secular prayer. She would like the resolution to be removed. She thinks it is discriminatory.

Bobby Hudson came to say thanks for working with him. The distillery is $115 million project bringing in new jobs, along with Sunoco, Pegasus, and Rut & Strut. Tourism is going to be big here.

Scott Harper, lives in Hi-Point Apartments and he offered a parable as an invocation.

Richard Lane, 834 Henry Clay Street, had no intention of speaking but he is tired of tiresome rhetoric at council meeting. Please pull religion out of government meetings and do what you were elected to do.

Department Reports

Police Chief Danny Goodwin reported working with the National Guard for training in our schools. The Police and Fire Departments and Mayor participated with the Cub Scouts at Clear Creek Park. Today, we had a competition with the Fire Department in Corn Hole for the radio station. It ended in a tie. We are preparing for the 2014 Horse Show and Car Cruise. We applied for a COPS Grant. If granted, it would fund an officer’s salary for 3 years. Calls for service are 1,233 for the month of June through dispatch. Year-to-date is 6,709 calls for service. Congratulations to Chief Tucker on his retirement.

Fire Chief Willard Tucker reported a lot of their work is going digital. Data has been added to iPads such as GIS mapping, inspections, and other information. This information will be at the fingertips of employees and will be fully implemented this month.

Mayor’s Report

Mayor Hardesty thanked all those who came out for the Chief’s reception. We wish him a successful retirement. The History Center will sponsor a presentation on the Rosenwald Schools on Saturday morning at 9:00 a.m. Sixth Street Live will have a concert Saturday night. There will be a retirement party for Janet Morris at the EMS building on June 21st. The Shelbyville Horse Show is July 31st through August 2, 2014. Condolences to Bob Andriot in the loss of his mother, Ms. Lillian.

Councilmember Zoeller moved to go into closed session at 7:00 p.m. to discuss economic development. Seconded by Councilmember Andriot.

All voted “aye” and motion carried.

Councilmember Swindler moved to end the closed session at 7:28 p.m. Seconded by Councilmember Page.

All voted “aye” and motion carried.
