The Board of Beadle County Commissioners met Tuesday February 23, 2016, at 9:00 a.m. pursuant to adjournment of February 9, 2016 with the following members present: Chair Benson, Drake, Marcus and Mattke. Absent was Vice Chair Hansen

Moved by Drake, seconded by Marcus, motion carried to approve the quote from EsEind Inc. as presented by Beadle County Sheriff Doug Solem updating the Security System in the amount of $13,490.00.

Moved by Drake, seconded by Marcus, motion carried to accept the resignation of part time jailor Ben Chase and to approve Beadle County Sheriff Doug Solem to hire Jeff Perry as part time jailor at the rate of $18.81 per hour effective March 1, 2016.

Moved by Marcus, seconded by Mattke, motion carried to approve Beadle County Sheriff Doug Solem and Jail Sergeant Chad Sporrer to attend Sheriff Convention on April 2-22, 2016 in Deadwood SD.

Moved by Marcus, seconded by Mattke, motion carried to abatement request of Huron School District 2-2 to abate the property legally described as Tract 6 of Industrial Park Tracts 3, 4, 5 and 6 of Tract A of Plat of Tract A and B of the SW ¼ of the SW ¼ of Sec. 36, Twp. 111, Rge. 62 Record #11131 from July 20, 2015 to December 31, 2015 as the Huron School District 2-2 bought the property on this date and is a tax exempt entity.

Merl Hanson, Beadle County Highway Superintendent met with the Board and reviewed the supply bids that were opened on Tuesday, February 16, 2016 at 9:00 a.m. (Bid in its entirety on file in the Auditor’s Office)

Moved by Marcus, seconded by Mattke, motion carried to approve the following quotes for 60,000 gallons of #2 Premium Dyed Diesel Fuel delivered over next 12 months with majority delivered to main fuel tanks at Huron shop but also delivering fuel to satellite tanks south of Huron, South of Yale and in Bonilla as needed as presented by Merl Hanson, Beadle County Highway Superintendent with the quote being awarded to North Central as being in the best interest of the County:

Moved by Drake, seconded by Marcus, motion carried to adopt the following resolution:

RESOLUTION 02-03-16

"WILBUR ELLIS"

WHEREAS, Wilbur Ellis Huron, South Dakota, is requesting permission to operate, take off or land an aircraft on any county or township road in Beadle County, for the purpose of servicing said aircraft in preparation for aerial application of chemical or fertilizer materials, and

WHEREAS, Wilbur Eliis has agreed to abide by the safety rules adopted by the Aeronautics Commission which is granted authority by subsections 2 and 3 of Section 70:02:02:08 of South Dakota Administrative Rule under the authority of SDCL 50-2-2.1 and assume all liability when using said roads, and

NOW THEREFORE, BE IT RESOLVED: The Beadle County Commissioners in regular session this 23rd day of February, 2016 by unanimous vote, do hereby grant permission to Wilbur Ellis to use said roads for requested use. Any signage that is removed/damaged will be replaced to county specifications.

WHEREAS, UNANTICIPATED REIMBURSEMENTS WERE RECEIVED FROM THE STATE OF SOUTH DAKOTA FOR STOP/VIOLENCE AGAINST WOMEN ACT GRANT. THE FOLLOWING ITEM WILL BE ADDED TO THE 2016 BUDGET YEAR.

Moved by Marcus seconded by Mattke, motion carried to approve the quote from Barton’s Heating & Cooling to install 2 R95PA085 95% efficiency furnace and 2 Rheem 5 ton air conditioner and lines in the Beadle County Community Health Nurses in the amount of $12,850.00.

Moved by Marcus, seconded by Mattke, motion carried to approve the following travel as requested by Tom Moeding Beadle County Emergency Management Director: March 17, 2016 Regional meeting in Mitchell, SD; April 7, 2016 participate in exercise in Wessington Springs and April 20-212, 2016 Pierre SD to participate in Imat exercise.

The Board held the Annual Township Meeting at 1:30 p.m. with 16 Townships attending
