Job Title: Head of Inclusion and Clinical Services

Reporting to: Director of Inclusion and Clinical Services

Context

The TCES Group of Schools is a leading and highly successful provider (within the Independent Non-Maintained Sector) of education in London and the South East for children and young people whose education is impacted by their underlying Social, Emotional and Mental Health (SEMH) needs, or those with an Autistic Spectrum Condition. Two of our schools are rated by Ofsted as ‘Outstanding’.

We are an expanding private company, a Social Enterprise with an innovative approach to re-engaging pupils who have found themselves unable to thrive in mainstream and specialist settings. Our balanced five-part curriculum is founded on a socio-educational model which has at its forefront multi-agency partnerships and personalised solutions to meet the diverse needs of our pupils. We offer a specialist curriculum designed to meet the educational, therapeutic and emotional needs of pupils with highly complex and often co-morbid needs.

Key Objectives of post

  • To provide expertise, advice and guidance to the Business Development Team on referrals where there is a degree of complexity in day school placements and input into any referral to Create Services
  • To be accountable for and positively promote the well-being and health functioning aspects of the TCES Group charter for all staff within the organization.

3Professional duties/tasks in achieving objectives

Supervision and management

  • To provide expert oversight, support and advice to the Senior Leadership Teams of the schools and Create on the assessment and provision of mental health and social care services both internally and externally to the school community.
  • To take overall operational responsibility for the schools Inclusion Services reporting to the Director of Inclusion and Clinical Services. To lead the recruitment, induction, supervision, appraisal and performance of all staff within the Inclusion services.
  • To ensure that the Inclusion services work in partnership with the Head teacher and Senior Leadership team to implement the key features of the TCES Group Operational Charter. The postholder will take particular responsibility for representation, individual and group support, behavior support and aspects of the organization of the school day.
  • To developand manage the framework within which formal and informal supervision takes place. This includes day to day supervision of all Inclusion staff; conducting team and group supervision meetings and undertaking individual supervision sessions at a minimum frequency as required by the CEO.
  • To oversee the induction; supervision, probationary reviews and annual appraisals for all inclusion staff within agreed company guidelines and ensure all staff within schools are provided with a clear and detailed induction by the schools and Create.
  • To identify the professional needs of staff and establish processes and procedures for addressing those needs in consultation with the HR department
  • To coordinate the design, development and delivery of all CPD on safeguarding, mental health, family liaison and social care aspects of the school and Create provision.
  • To work under the leadership and guidance of the CEO and in close collaboration with business development, finance, HR and other central services
  • A key requirement of the role will be to develop strategic objectives for the service area, ensure that they are met, and that meaningful and detailed management information is generated to demonstrate that they are being met.
  • To jointly supervise the Inclusion Managers with the Head Teacher

Assessment, engagement, attendance and review

  • To lead on the assessment, engagement, attendance and review of all pupils in the TCES Group providing baseline datasets on behavioural, emotional, social and psychological development and wellbeing. To provide expert knowledge and assessment for individual pupils with complex needs. To provide templates for and monitor the behaviour plans and risk assessments. To lead on the attendance and review process for all pupils in the school through support for the Inclusion Managers and Senior Leadership Groups.
  • To work collaboratively with the School and Create teaching staff to ensure that all pupils’ assessment and education reports, including reviews, are completed termly and that these are discussed with pupils and sent to Local Authorities/parents/carers upon completion.
  • To supervise the work of the Inclusion teams in processing referrals within clear timescales, in regular liaison with the Business Development Manager and with clear expectations about projected outcomes. To ensure prompt and active communication with referrers so that all appropriate information pertaining to prospective referrals are passed to BDT. To contribute as requested to elements of the marketing plan relating to Education Authority contacts
  • To design and develop referral and assessment criteria, systems and comprehensive multiagency information gathering, processing and dissemination systems. To coordinate systems and personnel that elicit and record detailed comprehensive multiagency assessment information providing a comprehensive and coordinated plan to meet the education and support needs of each pupil referred to the TCES Group.
  • To manage the development of assessment, engagement and treatment pathways for all pupils with complex needs referred to the schools and to coordinate the comprehensive needs and risk assessment underpinning the planning for admission within agreed timescales
  • To chair the weekly Pupil Placement Panel in partnership with the Executive Head teacher and CEO providing expert professional opinion on the education and support plans to meet the needs of all pupils.
  • To supervise the collation and presentation of pupil attendance statistics across the schools and Create, and to manage family and carer liaison and the development and delivery of pupil attendance focus plans.
  • To be responsible for managing partnership arrangements with key stakeholders (parents/carers, professionals, other service providers) particularly with commissioning agencies and referrers. To ensure that all partners (parents/carers, professionals, other service providers) are provided with regular reports (termly) and attendance data (weekly) on their respective pupils.
  • To work closely with the Executive Head Teacher and Head teachers in developing and implementing systems toprovide clear evidence of pupil progress, accreditation and outcomes for pupils, parents, commissioners and all monitoring organisations i.e. Ofsted and Local Authorities and internal Quality Assurance visits.
  • To contribute to the design, development, planning and implementation of service proposals under the direction of the CEO.
  • To liaise with the CEO to ensure that business and finance systems implemented, monitored and reviewed and operationally effective.
  • To take strategic and operational responsibility for developing effective internal and external multiagency partnership models and systems. To ensure that parents/carers and pupils are empowered to take increasing individual and systemic responsibility for the development of each pupil placed in the school. To monitor and review the systems for partnership work with parents/carers, service providers, Local Authorities,CAMHS and YOT professionals, advisors andall other key stakeholders.
  • To develop a strategic plan for the development of vocational qualifications, experience and programmes of study and to supervise the coordinated delivery of all vocational learning plans for pupils on roll.
  • To design, implement, monitor and review systems for collation of qualitative and quantitative feedback from pupils, parents/carers, local authorities and other stakeholders on the service (eg testimonials, survey information)

Inclusion and integration

  • To lead and supervise the delivery of high quality teaching, learning and specialised support plans for those pupils with additional and/or complex needs within the inclusion and refocus classrooms in the schools. This will include managerial responsibility for buildings, staffing and resources provided for the inclusion and refocus pupils in physically separate buildings or locations.
  • To chair the weekly pupil placement paneldiscussions for pupils with additional or complex needs and to provide expert knowledge and assessment for individual pupils with complex needs.
  • To ensure that expert professional advice is made available to the schools through the commissioning of expert resources, design of systems for additional professional provision and the dissemination of specific plans
  • To ensure that all Integration plans (SIEF and SIP) are in place, regularly reviewed (at least termly) and linked closely to budgets
  • To devise systems and supervise staff to provide specific reintegration and refocus pathway plans for pupils referred to the school who are unable to maintain behaviour for learning with their peers and require additional resources to enable learning to be achieved.
  • To ensure the provision of a quality physical environment in all public areas of the school buildings with particular reference to the entrance and reception displays and staff and pupil council noticeboards.
  • To ensure the preparation and presentation of the daily duty roster and daily timetable for all pupils, staff and visitors and to ensure these documents are displayed in the reception areas of the school buildings as open information for the school communities.
  • To provide expert advice and support for colleagues in the application and development of good classroom and behaviour management strategies, emphasising both group and individual responsibility
  • Maintain and disseminate a commitment to safe practice in self and others

Pupil Voice and Representation

  • To devise systems to implement, supervise record, monitorand review provision of regular, planned, individual keyworking meetings for each pupil placed in the schools and Create.
  • To ensure the provision of regular group process meetings in nurture, inclusion, refocus and all other classroom settings in the schools, ensuring these meetings are planned, supervised, recorded, monitored and reviewed.
  • To ensure that the school council functions effectively as a representative voice for all pupils in the school. The inclusion manager will be responsible for facilitating, recording and supporting the school council including holding budgetary responsibility for all school council expenditure.
  • To develop systems for the recording, investigation, resolution and reporting of all compliments and complaints systems developed in the schools and Create.
  • To promote the spiritual, moral, social and cultural development of all pupils through effective advocacy, care and support with particular reference to the principles of empowerment and the need to educate all pupils regarding both their rights and responsibilities.
  • To lead on the provision of staff training and supervision to ensure that all aspects of pupil representation listed above are provided in the schools according to the operational policies of the company.
  • To lead and support the development of family liaison and family support and intervention services for all the schools taking account of evidence based research and expert clinical knowledge and understanding.

Behaviour support

  • To provide behaviour support consultation and management to pastoral and teaching teams within our schools for both individuals and groups encountering challenges in the classroom or in community education settings.
  • To ensure all school and Create staff report incidents, restrictive physical interventions, accidents, child protection concerns and near misses in a timely fashion as per company policies to their head teachers and to the designated company safeguarding manager and HR.
  • To undertake specialised training in behaviour support, communication skills and restrictive physical interventions.
  • To provide additional advice, liaison, support, monitoring, review and specialised knowledge on the management of physical interventions and significant incidents within the schools.
  • To develop systems to ensure that all safeguarding incident and RPI, HR and health and safety reports are collated, analysed, reviewed and reported and that effective action plans are deployed as a result of these reviews that minimise risk of harm to pupils, staff and visitors.
  • In partnership with the CEO to ensure that the rewards and sanctions scheme for the schools function effectively and efficiently and promote good order and discipline throughout the school community.
  • To devise and develop planned programmes of work in mediation and restorative justice in order to facilitate the healthy functioning of the school community.
  • To lead on the effective implementation of the schools anti-bullying policy and procedure and to support the learning and development outcomes that arise for both individuals and groups in the daily life of the school.
  • To work with the CEO to develop systems that ensure problems/issues are investigated, remedial action taken and lessons learnt for those involved and for the wider company
  • To ensure all pupils are helped to understand our complaints procedure and their rights to remain free from harm

Safety, wellbeing and advice

  • To provide expert consultation to Head teachers and the senior leadership teams of the individual schools within the TCES Group on all aspects of safeguarding and child protection policy and procedures for pupils within our schools and Create.
  • To hold specific strategic and operational management responsibility for all safeguarding issues across the TCES schools, ensuring the protection of all pupils from harm and the promotion of awareness of safety issues within the school communities.
  • To develop recording, monitoring and reviewing systems for all internal and external safeguarding/child protection and health and safety concerns across the schools and Create.
  • To lead on the provision of all training in safeguarding and child protection matters across the TCES Group and to design and deliver training programmes and CPD activities in these areas across the schools and Create.
  • To design and develop systems for the expert risk assessment of pupils ensuring a range of risk assessments are undertaken for every pupil covering the following areas: individual risk assessments, educational activity risk assessments and venue risk assessments and ensure staff and pupils are suitably matched to minimize levels of risk
  • To maintain awareness of and commitment to the Health and Safety needs of all those with whom you have contact in your work, including first and foremost the students, and to ensure that all staff read and sign all related Health and Safety information in their Induction Packs
  • To ensure the welfare of staff, pupils, parents/carers through the maintenance of good personal and professional boundaries and appropriate conduct at all times
  • To supervise and co-ordinate the provision of all counselling, wellbeing or other psychological services within the school including accessing the provision of expert professional advice or assessment. This may include education psychology, speech, language and communication therapy, clinical psychology, psychotherapy, psychiatry, social work or other professional support.
  • To lead on the commissioning and management of all counseling and wellbeing services provided in the schools and to develop systems for the management and safe operaton of all counseling and therapy provision within the TCES Group.
  • To hold a delegated budget for provision of a range of professional advice and services according to the special educational or other needs of the pupils placed in the schools.
  • To provide and promote wellbeing and creative arts therapies either through partnership organisations or through commissioning from delegated budgets.
  • To provide additional support for pupils with complex needs as delegated through the plans devised
  • To lead the development and delivery of a variety of well-being services to pupils in the TCES Group including specialist assessment services; counselling and psychotherapy services; creative arts therapies, adventure therapy.

4Supervision and Guidance

A monthly meeting will be held with the CEO to provide support, guidance and professional supervision and to discuss and implement strategy. Attendance at regular staff meetings is compulsory. It will be expected that you will maintain a commitment to attend these meetings regularly and that you will utilize the time to reflect on and strive to develop your personal and professional development and effective working practice. It will also be expected that you will be willing to undertake any training as identified and agreed with the CEO.

  • To keep up to date with key evidence-based practice, legislation, policies and issues driving change in the mental health and social care sectors. To lead on the provision of expert advice drawn from these fields to the Inclusion service, Head teachers and the board of the company
  • To maintain a commitment to working with diversity and to undertake all work practice in an anti-oppressive and anti-discriminatory way.
  • To show reliability and commitment to the work, recognizing the need to be punctual, to work within the agreed timescales and to have a commitment to good and appropriate endings.
