University Budget Commission RCM Budget Model Recommendations

Spring 2016, UBC was tasked by Faculty Senate to review and provided suggestions regarding the new RCM budget model and UBC’s role.
UBC structure and charge
To keep the UBC structure and function as described in the current faculty bylaws for the 2016/17 (shadowing period) and in future years.UBC will provide support to the new budget advisory committee as appropriate.
UBC recommends the addition of one University Staff representative and two Academic Staff representatives (preferably one from Category A and one from Category B, but not required).
UBC will be charged with developing selection criteria, recruitment, and appoint faculty BAC members
Membership for the Budget Advisory Committee
UBC will appoint 3 members (one from each College) with staggered terms to the new Budget Advisory Committee (BAC). There shall also be one ex-officio from the University Budget Commission (UBC).
Membership for the Differed Maintenance and Space Management Committee
Campus Planning Commission will develop selection criteria, recruit, and appoint faculty members to the Differed Maintenance and Space Management Committee
How the members will be appointed to the Budget Advisory Committee
Faculty/staff will apply for membership.
In this system, the applicants Budget Advisory Committee would be required to have significant budget experience which could include a completed term on UBC. In this format, current members of UBC could apply for membership on the Budget Advisory Committee as well as faculty with UBC experience that are not currently serving on that commission.
These UBC nominees will be presented to Faculty Senate for approval to provide an even tighter alignment to governance.
How the members will be appointed to the Central Unit Allocations Committee
Each of the College budget committees will appoint a representative to the new Central Unit Allocations Committee. Keeping the committees connected and informed.
Eligibility requirements
There has to be a limited eligibility of some sort. Therefore, anyone serving on UBC and the Budget Advisory Committee would not be eligible to serve on APC, UUCC, etc. This could be an issue for one's academic service record.
