REGULAR MEETING OF THE LAKE PROVIDENCE PORT COMMISSION

HELD ONNOVEMBER 16, 2016

The Lake Providence Port Commission met in regular session onWednesday, November 16, 2016 at 8:00 a.m. in the Port Commission office at the LakeProvidencePort.

Officers present were Jim Thom, President,andFrancis Lensing,Secretary-Treasurer.Jerry King, Vice President was absent. CommissionersRoger Clementand Wallace Oliver were present.CommissionerPrince Robinson was absent. Kevin McMurraywith Terral RiverService, Wyly Gilfoil, Port Director,and Lee Denny, Deputy Port Director were also present.

On a motion by Mr.Lensing and second by Mr.Oliver, the Commission approved the minutes from the meeting held on17 August, 2016.

The financial report for the period ending31October2016, was approved on a motion by Mr. Clementand seconded by Mr.Lensing.

The bills forNovember, 2016, were approved as presented on a motion by Mr.Oliverand seconded by Mr.Clement.

Mr. Gilfoil presented project reports on construction in progress and in design. Pay estimates7 & 8 for Phase II Railroad Rehab were finallyprocessed and paid (Cumulative $1,764,945.60, Contract $1,980,821.20, Balance Due $304,122.88). Pay Estimate 9is being processed in the amount of $158,913.96 (Cumulative $1,932,223.45, Balance Due $109,232.67). Change Order 2 has been processed with a new contract total of $1,944,844.25. Final Payment was made on the RR Bridges (Cumulative $338,262.00) after the liens were cleared. A couple of contractors have indicated that they still haven’t been paid including a local firm. The Commission approved the project report on a motion by Mr. Oliverand seconded by Mr.Lensing.

In other business,Mr. Denny gave a report on his marketing activities. On a motion by Mr. Lensing and second by Mr. Clement, the Commission approved a legal services agreement with Jim Crigler. The Commission approved the purchase of six locomotives through Federal Property Assistance on a motion by Mr. Clement and second by Mr. Lensing.

The Commission adjourned at 8:37 a.m. on a motion by Mr.Lensingand seconded by Mr.Oliver.
