SYSTEM ANALYST
SUMMARY STATEMENT
The System Analyst is responsible to analyze science, engineering, business, and other data processing problems to implement and improve computer systems. The responsibility includes analyzing user requirements, procedures, and problems to automate or improve existing systems and review computer system capabilities, workflow, and scheduling limitations. They may also analyze or recommend commercially available software.
The System Analyst will consult with users to identify current operating procedures and to clarify program objectives. They are also responsible to discuss the operating procedureswith third party subject-matter expert consultants. Other than that, they must have a working knowledge of relational databases, web and client-server concepts, and be able to rely on experience and judgment to plan and accomplish goals.

MAJOR RESPONSIBILITIES/DUTIES
- Expand or modify system to serve new purposes or improve work flow.
- Test, maintain, and monitor computer programs and systems, including coordinating the installation of computer programs and systems.
- Develop, document and revise system design procedures, test procedures, and quality standards.
- Provide staff and users with assistance solving computer related problems, such as malfunctions and program problems.
- Review and analyze computer printouts and performance indicators to locate code problems, and correct errors by correcting codes.
- Consult with management to ensure agreement on system principles.
- Confer with clients regarding the nature of the information processing or computation needs a computer program is to address.
- Read manuals, periodicals, and technical reports to learn how to develop programs that meet staff and user requirements.
- Coordinate and link the computer systems within an organization to increase compatibility and so information can be shared.
- Determine computer software or hardware needed to set up or alter system.
- Determine how a system should work and how changes in conditions, operations, and the environment will affect outcomes.
REQUIREMENTS/ QUALIFICATIONS
- Degree in Computer Science
- Excellent oral, written, analytical and technical skills.
- Excellent in a variety of computer applications.
- Possess critical thinking
- Strong leadership and team-oriented skills.
- Able to handle complex problems.
- Excellent programming skills.
- Able to do system evaluation effectively for improvement.
PERFORMANCE CRITERIA
The performance criteria shall include factors related to the tasks set out in the position description,annual major objectives, and special assignments. Work output will be measured in outcomes andpositive results, not hours spent.
