BACKGROUND
Orissa has a high prevalence of malnutrition among children and women. According to National Family Health Survey (NFHS)-3 data, 45 % of children under five year are stunted (too short for their age indicating chronic malnutrition) while 20% are wasted (too thin for their height indicating acute malnutrition). Taking into account both chronic and acute malnutrition, 40 % of children under five year are underweight
The cyclone Phailin, made landfall on 9th October near Gopalpur triggered huge destruction of shelter and livelihood, caused heavy rainfall into central India, subsequently caused flooding in Ganjam, Puri, Mayurbhanj, Bhadrak and Balasoredistricts and the displacement of 171,083 people. According to Odisha State Government report on Phailin, 171 Blocks were affected in the state and 2,164GPs, 18,374 villages, with 13,235,981 people were affected. In total 21 casualties have been reported to date as aresult of the cyclone and 23 due to the subsequent flooding. 983,642 people were evacuated due to the cyclone, 171,083 peoplewere evacuated due to the flooding and 31,062 cattle were evacuated.
Following the Phailin cyclone in the region of ODISHA‘s State, a consortium's intervention funded by ECHOwas set up with participation of ActionAid, ADRA,Christian Aid, Oxfam and Plan. The response targets cyclone and floods affected peoples in 14 Development Blocks of 4 districts of Odisha (30,195 households or 181,170 persons) with mainly food security, shelter and WASH activities.
ACF upon requests of partners, and in the frame of the Consortium intervention, will undertake2 SMART surveys within the two most affected districts (exact location still needs to be defined).The objective of these 2 studies isto determine the baseline prevalence of acute malnutrition and mortality in these two districts.
METHODOLOGY
These 2 studies will employ quantitative research instruments to estimate the prevalence of acute malnutrition, chronic malnutrition and other core indicators (IYCF and maternal caring practices, health, WaSH, FSL) as deemed necessary. The surveys will be developed using the SMART methodology and the Indicators guidelines for Nutritional Causal Analysis[1].
Anthropometric indicators will be generated using ENA or Epi/ENA software. Survey methodologies should be validated by Health and Nutrition HoD or HQ nutritionist prior to data collection.
The SMART survey manager will be assisted by one dedicated ACF staff trained on SMART methodology (during March 2014 SMART survey training in Delhi). This person will become a SMART survey referent for ACF India mission and will be carrying out SMART survey by herself in the future.
Mission 1:Preparation, organisation, and implementation of the Integrated SMART survey
The Survey Manager is responsible for:
Ensure adequate information regarding geography, population and general situation are collected.
Ensure the survey methodologies are in line with the SMART methodology and is validated by Health and Nutrition HoD (Delhi) and HQ Nutrition Advisor
Ensure questionnaires are elaborated/updated and agreed on.
Ensure timeframe, planning, training plan, and necessary material are adequate and available.
Ensure recruitment of survey teams is done in time in collaboration with HRteam.
Ensure training of survey teams (including pre-post tests, standardization test and pre-survey) are adequate and using the relevant smartmethodology.org website modules
Create the schedule and agenda of the teams for the data collection
Ensure data collection is done following the schedule and reorient the survey collection if needed
Mission2: Collect field data for correction and analysis (using ENA-SMART software)
The Survey Manageris responsible for:
To define cluster for the survey using ENA software
Ensure data collection is done following the schedule and reorient the survey data collection if needed
To check the quality of the data entered in the software and double check the data base daily if possible
To run appropriate analysis on the collected nutrition data.
To compare current data with those of previous nutrition surveys if possible.
Prepare data and formulate conclusions on nutrition situation to be included in preliminary and final reports
Mission 3: Analyze and interpret data from all sectors of survey and other sources if relevant
The Survey Manager is responsible for:
Define a short questionnaire related to FSL, WaSH and IYCF as relevant and after discussion with the Health and Nutrition Head of Department., including inputs from HQ pool advisors
Run appropriate analysis on FSL, WaSH and IYCF data, where possible identify relationships with nutrition data
To collect secondary information about FS, WaSH, health and care practices (internal from other ACF departments / external from relevant partners) where relevant for the analysis.
Interpret findings to formulate conclusions to be included in final report
Mission 4:Write the integrated SMARTsurvey preliminary and final reports and present to stakeholders
The Survey Manageris responsible for:
- To write 2 preliminary report with summary of methodology, survey results and recommendations within 2 weeks of data collection.
- To write 2 final reports, including methodology, results, analysis of results, conclusion and recommendations in terms of program implementation taking into account the human rights situation, the context, and the transversal approach adopted for the program implementation.
- To complete final reports including feedback from HoD Nutrition and HQ advisors
- If time allows, prepare a presentation of survey results and present to partners.
Mission 5:Coach one ACF staff for her first SMART survey in the view of having this person becomingSMART survey manager for ACF India in the future.
The survey manager is responsible for:
- Participation of the ACF staff in each step of the SMART survey (preparation, organisation, implementation, data collection and analysis)
- Supervision, monitoring ofher work and advising her
- Giving feedback at the end of the SMART survey, with recommendations for validation as SMART survey manager.

QUALIFICATIONS AND EXPERIENCE REQUIRED
The successful candidate will:
•Have a university degree or the equivalent, with advanced education in nutrition, with a specific competency in humanitariean and development contexts.
•Have significant experience in undertaking nutrition surveys (design and methodologies, staff recruitment and training, field supervision and data analysis/write up).
•Be familiar with the SMART survey methodology and ENA, Epi/ENA or Epi Info software.
•Be fluent in English with excellent writing and presentation skills
- Familiarity with the Indian context is an asset
