Checklist of Key Deliverables for General Building Contractors

The following is a checklist of key deliverables required from the General Building Contractor under Australian Standard contracts AS2124―1992 and AS4300―1995.

Construction

Formal instrument of agreement executed and returned

Notice of commencement of works – 7 days prior to Superintendent – 14 days prior to owner and occupants of adjoining properties

Schedule of proposed subcontractors for Superintendent approval, updated throughout contract

Dilapidation Record to record condition of existing buildings provided before site establishment or the commencement of any work, endorsed by the owners and occupants of adjoining properties or their representatives where applicable.

Notification of Contractor’s Site Representative received

Written confirmation of payment of CITB levy prior to commencement of work on site.

Construction program submitted within 14 days after possession of the site.

Inspection and test plan consistent with the construction program including particulars of test stages and procedures to be submitted.

WHS Management Plan provided on commencement of the project

Quality Plan specific to the contract prepared, implemented and submitted to the Superintendent within 28 days of the Date of Acceptance of Tender.

DPTI waste Management Plan submitted before commencement on site for projects over $4m

Provision of Security – Bank Guarantee.

Workforce Participation for all contracts over $150,000 – Formal Declaration of intent to meet targets; OR

Workforce Participation Tier 1: Workforce & Skills Development Plan no later than 10 business days after acceptance of tender, but before commencing work on site; OR

Workforce Participation Tier 2: Workforce & Skills Development Strategy no later than 15 business days after acceptance of tender, but before commencing work on site.

Progress claims with revised program identifying changes and estimated % completed for each item of work

Statutory Declaration declaring all subcontractors have been paid everything due is provided no earlier than 14 days after the submission of the Progress Claim but before payment is made.

At each site meeting submit the digital progress photographs taken within 7 days before the site meeting. Identify project, date, time, location and orientation.

Record of minutes of site meetings within 5 working days of meeting

Tier 1 & 2 - Workforce & Skills Development Interim Report no later than 10 business days after the end of each quarter.

Industry Participation Report for tailored plan within 6 months of commencement and every 6 months thereafter; OR

Industry Participation Report for standard plan within 12 months of commencement and every 12 months thereafter

Spare parts listed in the appropriate work sections have been provided

Schedule of tools, portable instruments and spare parts submitted

Maintenance Manual and SAMIS information submitted

14 days’ notice of anticipated date for practical completion given

A request in writing for the Superintendent to issue a Certificate of Practical Completion provided

Practical Completion

Operations Manual provided for Practical Completion (includes Written Statement)

Record Drawings provided

Waste Management Report showing actual quantities generated received

Defects Liability Period

Tier 1 & 2 - Workforce & Skills Development Final Report no later than 20 business days after the date of Practical Completion.

Termite inspection reports specified within the warranty to ensure the warranty is retained.

Final Completion

Final statement with no monies outstanding or final progress claim.
