FY 2016-2017

MISSION

To improve public vocational rehabilitation (VR) services delivered by the Bureau of Services for Blind Persons (BSBP) and Michigan Rehabilitation Services (MRS).

VISION

BSBP and MRS will provide VR services in manners that are respectful, equitable and effective in achieving meaningful employment outcomes for people with disabilities.

VALUES

The members of the MCRS believe in the worth and dignity of each individual; and that:

  • the right to choice is realized by access to full information;
  • work opportunities open doors to individual independence and participation in community life;
  • a focus on an individual’s assets and strengths leads to employment success;
  • person-centered goals, service plans and delivery systems lead to individual employment success;
  • shared roles and responsibilities improve satisfaction with the rehabilitation process and outcomes; and that
  • collaborative partnerships with federal, state, local agencies and business entities are critical for VR system effectiveness.

PRINCIPLES

The members of the MCRS believe that all people receiving public VR services have the right to:

  • be treated with worth and dignity;
  • be fully informed of their rights and responsibilities in the rehabilitation process;
  • be provided the opportunity to practice informed choice;
  • enter into a partnership with a qualified VR counselor, creating a mutually agreed upon individual plan for employment;
  • achieve meaningful employment goals; and
  • live independently and fully participate in their communities.

MCRS STRATEGIC PLAN

FY 2016-2017

GOAL 1: Ensure the successful completion of the MCRS' federal regulatory mandates regarding the Bureau of Services for Blind Persons (BSBP) and Michigan Rehabilitation Services (MRS) Service Systems.

Advisory Work Teams: Regulatory Guidance

Strategy 1 - Collaborate with the Bureau of Services for Blind Persons (BSBP) and Michigan Rehabilitation Services (MRS)(the ‘Bureaus’) to design and implement effective Customer Satisfaction Survey processes.

Strategy 2 - Collaborate with BSBP and MRS to design and implement an effective Triennial Comprehensive Statewide Needs Assessment process.

Strategy 3 - Collaborate with BSBP and MRS to establish the annual State Plan processes, review amended attachments from both Bureaus, and prepare the MCRS Attachment 4.2(c) for both State Plans with recommendations.

Strategy 4 - Contribute to the working relationships between the Bureaus, the Statewide Independent Living Council, and Centers for Independent Living within the state.

Strategy 5 - Review redacted BSBP and MRS hearings reports and advise the Bureaus as needed; collaborate with DSUs regarding the selection of impartial hearing officers.

Strategy 6 - Prepare and submit an annual report to the Governor and the Commissioner of Rehabilitation Services Administration on the status of the public vocational rehabilitation programs operated within Michigan.

Strategy 7 – Oversee implementation of Executive Order 2015-15 as related to Employment First in Michigan.

GOAL 2: Promote continuous improvement of the customer experience and quality of services provided through the BSBP and MRS Service Systems.

Advisory Work Team: Customer Experience

Strategy 1 - Review and analyze BSBP and MRS service system data documenting the quality of service delivery, employment outcomes, satisfaction, and advise the Bureausas needed.

Strategy 2 - Review and analyze BSBP and MRS Customer Satisfaction Survey findings documenting the quality of service delivery, employment outcomes, satisfaction, and advise the Bureausas needed.

Strategy 3 - Review and analyze BSBP and MRS services to transition-aged youth documenting the quality of service delivery, employment outcomes, satisfaction, and advise the Bureausas needed.
