West Rudham Parish Council Meeting held on Wednesday 20 May 2015 at the Dukes HeadWest Rudham at 7.30 p.m.

Minutes

Councillors present: Mr R. Badnall, Mr A. Carr, Mrs V. Dominy, Mrs J. Fleming, Mr J. Ringer.

1.Fire exits were pointed out by the Chairman.

5.Minutes of the Parish Council Meeting held on Wednesday 11 March 2015 were approved, signed and dated.

6.Matters arising from the previous minutes

  • Mower – Cllr Fleming reported that the mower was un-suitable for her needs as it has no grass box and discharges to the side. It was therefore agreed that her donation will be returned. The mower will still be stored by her.
  • Cllr Ringer proposed a vote of thanks to Cllr Dominy and Mr J.Dominy for their efforts in village litter collection.
  • Cllr Ringer explained the meeting procedure for the new councillors.

7.Cllr Ringer welcomed Cllrs Badnall and Carr as new Parish Councillors.

8.Insurance - Came and Company were approved as insurance providers.

9.Pond opposite Rudham Court – cleaning out silt by Borough Council.

  • An on site meeting had taken place in April between Cllr Dominy, Mr J Marchant and the Borough Council Head of Highways, which resulted in the Borough Council scooping out the pond and fixing the problem.

10.Knot Weed – The Knot Weed on the common has been successfully treated and no further action is required.

11.Reflector – Quarterly magazine distribution by the Parish Council was considered, but it was felt that it was not a suitable vehicle to publish council matters as it would be seen to be promoting one particular religion. Cllr Carr will approach East Rudham Parish Council to investigate the possibility of inserting our information into their newsletter.

12.Planning Applications

  • A Planning Application for the replacement of the existing monopole, antennas and dish with new ones in Washpit Drove, West Rudham was considered and there were no objections.

13.Monthly Police Newsletter – possible distribution to councillors. No Newsletter had been received

14. Allotments - The vacant plot has now been let and is being prepared for future sowing.

15.Vice-Chairman’s report – Nothing to report

  1. Receive items for the next agenda
  • Details of what’s expected from a Parish Councillor are to be sent to Cllr Ringer for a list of bullet points to be prepared.
  • Circulation of details of who to contact re Fly tipping, Dog Fouling etc

Please inform the Clerk of any additional items by 30 June 2015.

17.Finance Report:

Cllr Dominy reconciled the bank statements to the finance report and confirmed their accuracy.

The finance report had been circulated with the agenda; there were no queries or concerns. The clerk reported that there was £1,251.49 in the Business Saver Account and £5,226.86 in the Community Account.

Clerks & Councils Direct

  • John Marchant had written advising that Jenny Shoebridge wished to thank the parish council for their endorsement of John Marchant’s nomination for her to receive a Mayor’s Civic Award, which she did on 1st April. He reminded the council that the speed camera which had been in the village’s custody had been handed back about 3 years ago, but that there is a new scheme whereby the village could invest in a permanent flashing speed indicator sign. He also passed on his best wishes for the new council and chairman.
  • Penny Duffey had written to express her thanks to Trevor and Richard for mowing in Pockthorpe and doing extra work in the churchyard, plus keeping the footpath across Massingham Road clear. She also thanked John Marchant for his many ears as Chairman
