PREFACE

Welcome to the 2013-2014 school year! As a member of the Phillipsburg High School faculty, it is important that you are familiar with school board regulations, state law, educational philosophy, and general information related to day-to-day procedures at PHS. The information contained in this manual must be read and understood by everyone to ensure consistent implementation of all policies and procedures. Changes or additions to the information in this manual will be issued throughout the school year.

This manual is not a finished product, but a work in progress. Future revisions depend on your thoughtful consideration of ways to improve its efficiency and effectiveness. Please contact a building administrator if you have any questions, concerns or suggestions for improvement of this manual's contents. I look forward to working with each one of you to provide a safe, secure and intellectually challenging environment at PHS during this school year.

EDUCATIONAL PHILOSOPHY AND DISTRICT INFORMATION/POLICIES

VALUES AND BELIEF STATEMENTS

1. Every student must master the essential academic learnings and workplace readiness skills as stated in the New Jersey Core Curriculum Content Standards.

2. Every student must be actively engaged in high quality, knowledge-based work that extends beyond the state core standards and leads to greater understanding of connections across the curriculum.

3. Every student must broaden perspectives by exploring personal interests via elective courses and co-curricular activities.

4. Every student must foster the habits of lifelong learning through the process of inquiry.

5. The school must provide a personalized educational experience.

6. The teacher, as the facilitator of learning, must use a variety of strategies and settings that identify and accommodate individual learning styles, engage students in meaningful work, and assess their progress authentically.

7. The school must integrate technology in all aspects of the curriculum so that students become proficient in the use of emerging information technologies.

8. The faculty and staff as professionals must be continuous learners whose skills are enhanced by quality staff development.

9. The school must support the learning community by providing facilities and equipment necessary to the delivery of the instructional program, student services, and flexible space to enhance student and staff development.

10. The school as a learning community must provide a safe, secure environment which enhances the pursuit of knowledge and promotes the ideals of democratic citizenship and respect for diversity.

11. The learning community must articulate and reinforce clear expectations for high academic achievement and personal responsibility. Parents, as the students’ first teachers, must be essential collaborators in this process.

12. The learning community must participate directly in the decision-making process through a school management team made up of teachers, parents, administrators, and students.

13. The school must be a community resource where citizens can access instruction, technology, facilities and services which will enhance their personal growth and development.

The Learner and Learning

Standard #1: Learner Development

The teacher understands how learners grow and develop, recognizing that patters of learning and development vary individually within and across the cognitive, linguistic, social, emotional, and physical areas, and designs and implements developmentally appropriate and challenging learning experiences.

Standard #2: Learning Differences

The teacher uses understanding of individual differences and diverse cultures and communities to ensure inclusive learning environments that enable each learner to meet high standards.

Standard #3: Learning Environments

The teacher works with others to create environments that support individual and collaborative learning, and that encourage positive social interaction, active engagement in learning, and self motivation.

Content Knowledge

Standard #4: Content Knowledge

The teacher understands the central concepts, tools of inquiry, and structures of the discipline(s) he or she teaches and creates learning experiences that make these aspects of the discipline accessible and meaningful for learners to assure mastery of the content.

Standard #5: Application of Content

The teacher understands how to connect concepts and use differing perspectives to engage learners in critical thinking, creativity, and collaborative problem solving related to authentic local and global issues.

Instructional Practice

Standard #6: Assessment

The teacher understands and uses multiple methods of assessment to engage

learners in their own growth, to monitor learner progress, and to guide the

teacher’s and learner’s decision making.

Standard #7: Planning for Instruction

The teacher plans instruction that supports every student in meeting rigorous

learning goals by drawing upon knowledge of content areas, curriculum, crossdisciplinary

skills, and pedagogy, as well as knowledge of learners and the

community context.

Standard #8: Instructional Strategies

The teacher understands and uses a variety of instructional strategies to

encourage learners to develop deep understanding of content areas and their

connections, and to build skills to apply knowledge in meaningful ways.

Professional Responsibility

Standard #9: Professional Learning and Ethical Practice

The teacher engages in ongoing professional learning and uses evidence to

continually evaluate his/her practice, particularly the effects of his/her choices

and actions on others (learners, families, other professionals, and the

community), and adapts practice to meet the needs of each learner.

Standard #10: Leadership and Collaboration

The teacher seeks appropriate leadership roles and opportunities to take

responsibility for student learning, to collaborate with learners, families,

colleagues, other school professionals, and community members to ensure

learner growth, and to advance the profession.

Statement of Non-Discrimination/Affirmative Action

NONDISCRIMINATION/AFFIRMATIVE ACTION

PURPOSE

The Phillipsburg School District is committed to a positive and productive working and learning environment free from discrimination. Discrimination adversely affects morale and interferes with employees' and students' ability to work and learn.

DEFINITIONS

Gender-based Harassment - Gender-based harassment that include acts of verbal, nonverbal, physical aggression, intimidation, or hostility based on gender, but not involving conduct of a sexual nature, may be a form of sex discrimination if it is sufficiently severe, persistent, or pervasive and directed at individuals because of their gender.

Quid Pro Quo Harassment - When a school employee explicitly or implicitly conditions another school staff member's conditions of employment, or a pupil's participation in an educational program or activity, or bases an educational decision on the pupil's submission to unwelcomed sexual advances, requests for sexual favors or other favors, or other verbal, nonverbal, or physical conduct of a sexual nature. Quid Pro Quo Harassment is equally unlawful whether the staff member or pupil resists and suffers the threatened harm, or submits and thus avoids the threatened harm.

Hostile Environment Sexual Harassment - Sexually harassing conduct (which can include unwelcome sexual advances, requests for sexual favors or other favors, or other verbal, nonverbal, or physical conduct of a sexual nature) by an employee, by another pupil, or by a third party that is sufficiently severe, persistent, or pervasive as to limit a school staff member's ability to participate in a workplace environment or activity or a pupil's ability to participate in or benefit from an educational program or activity, or to create a hostile or abusive workplace or educational environment.

The Board of Education recognizes that an employee's right to freedom from employment discrimination includes the opportunity to work in an environment untainted by sexual harassment. Sexually offensive speech and conduct are wholly inappropriate to the harmonious employment relationships necessary to the operation of the school district and intolerable in a workplace to which the children of this district are exposed.
