Construction of Peja 3 Substation and Associated Transmission System Works
Invitation for Tender
KOSTT - Transmission, System and Market Operator J.S.C., Kosovo, invites sealed bids from eligible bidders for the procurement - on a turnkey basis - of the supply and works for the construction of “400/110 kV Peja 3 Substation and Associated Transmission System Works”, the project. The funding of the project is secured through financial contributions from Kreditanstalt für Wiederaufbau – KfW and contributions from the Kosovo Consolidated Budget (KCB), both administered by KfW. The project is split into two (2) lots, separated into definite and optional works. Bidders shall be obligated to quote for both lots and shall consider the standards and instructions provided for each lot separately. Bidders shall understand that they shall complement their capacities through adequate joint venture arrangements, if required.
Lot 1:One New 400/110 kV Substation and Associated Extension of Two 110 kV Substations
Definite Works:
A - 400 / 110 kV New Peja 3 Substation,
B - 110 kV line Substation Extension,
C - 110kV Peja 1 Substation Extension,
D - 110 Istog Substation extension,
E - SCADA and Telecommunication Systems in Peja 3, Kline, Kosovo B, Pristina 4 and Modification of Load Dispatch Centre.
Optional Works:
G - New 110/10(20) kV Skenderaj Substation,
H - SCADA and Telecommunication Systems in Skenderaj including Extension of Kosovo B, Pristine 4 and Modification of Load Dispatch Centre.
Lot 2:400 kV and 110 kV Transmission Lines
Definite Works:
The definite works shall comprise the looping-in of the new Substation Peja 3 into the existing 400 kV overhead line between Kosovo B Substation and Ribarevina (Montenegro), the 400 kV OHL from the replacement of existing earthwire and stringing of about 43 km of OPGW, between the new Peja 3 Substation to Kosovo B Substation , the looping-in of the 110 kV OHL (1.2 km) Istog - Vallac into 110 kV Peja 3 Substation, the upgrading 110 kV single circuit overhead line No. 1 from Peja 3 to 110 kV Istog Substation over a distance of 6 km by replacement of some towers, and providing 2 (two) OPGW earthwires, the new 110 kV single circuit overhead line from Peja 3 to the existing 110 kV Kline Substation over a distance of 18 km, the upgrading 110 kV single circuit overhead line from Peja 3 to 110 kV Peja 1 Substation over a distance of 25 km by providing new aluminium zirconium conductors ("hot conductors") and one OPGW earthwire, including connection of the line to the 110 kV bays in Peja 3 and Peja 1 Substations.
Optional Works:
The optional works shall comprise the upgrading 110 kV single circuit overhead line from Peja 3 to the 110 kV "loop-in"- connection point of Skenderaj Substation over a distance of 18 km by providing new aluminium zirconium conductors ("hot conductors") and one OPGW earthwire, the provision of one (1) new 110 kV double circuit OHL, of about 5 km, from the loop-in connection point of the Istog - Vallac OHL to the new 110 kV Skenderaj Substation
Bidding will be conducted through the international competitive bidding procedures specified in KfW's “Guidelines for the Procurement of Supply and Work Contracts under Financial Cooperation with Developing Countries”, copy of which may be downloaded from KfW’s internet site.

An obligatory site visit and a pre-bid meeting will be organized and held by the Employer between the 18.06.07 and 22.06.07.
