1. 2. General Business
2.1 Terms of Reference (ToR) /
- Agreed that the role of the TFSC will include overseeing the development of the TFSS and assisting with decision making regarding the TFSF.
- It was determined that a focus on children in the school setting was too narrow. Agreed to widen it to settings which include children and their families who do not attend school and children in the 0-4 year age bracket.
- Agreed to emphasise the importance of building on existing initiatives.
- Incorporate suggested changes into ToR and endorse at next meeting.
- Noted that focus of ToR was around local food supply and access and did not include broaderissues relating to food production, including how to manage agricultural decline and or renewal.
- Canvas this issue in the development of the TFSS.
- Noted that the definition of food security does not encompass emergency food relief. However the two areas are closely aligned.
- Explore opportunities to increase connectiveness in ongoing work of TFSC.
- Agreed to use the ToR as a basis for developing a Communications Plan for the TFSF.
- Email draft Communications Plan to TFSC members.
2.2 Declaration of conflict of Interest /
- Noted that most TFSC members work with organisations that either receive or provide grants related to food security.
- TFSC members to advise secretariat prior to each meeting in the event of a conflict of interest (monetary or other).
- Include as standing agenda item.
2.3 Tasmanian Food Security Fund (TFSF) /
- Noted that a TFSF of $1 million has been established to support investment in food security as outlined in A Social Inclusion Strategy for Tasmania.
- Noted the need for more data on the status of food security in Tasmania.
- Noted that SIU are investigating procurement models for the disbursement of the $500 000 of the TFSF which has been allocated to the 2009-10 financial year and $500 000 allocated to the 2010-11 financial year.
- Agreed that the TFSF needs to prioritise projects/ initiatives thatimprove food security for disadvantaged groups and invest in long term strategies to improve food security.
- Agreed a grant process may not be possible for the 2009-10 allocation due to the short time frame.
- Discussed draft criteria for the disbursement of the TFSF.
- TFSC to hold an out of session workshop to further refine the priority areas for TFSF and workshop the preferred model(s) for disbursing the TFSF.
