Minutes of the meeting of High & Low Worsall Parish Council held in Worsall Village Hall on Thursday 19th November 2015.

Present Cllr Alderson(Chair), Cllrs Rubin, Saunders, Evans, Bainbridge, Robinson, Dist Cllr Watson, Cty Cllr Barker, 2 Police Officers, 2 Members of Public and Clerk.

Minutes The minutes of the previous meeting were taken as read, Cllr Evans proposed approval, Cllr Robinson seconded, unanimously approved and signed.

The Chair proposed a change to the agenda. The Police Officers were asked to give their report as the first item allowing them to then leave the meeting.

Police Report PC Mike Smith confirmed the reported 0 crimes was for High and Low Worsall only. The Officers confirmed that suspicious activity during the day should be reported using 101, but at night to ring 999. The Chair thanked both Officers for attending the PC meeting.

Matters arising from the minutes of the previous meeting

Procedure at Meetings It was agreed , following some discussion, that an explanation of the rules for members of the public wishing to speak at PC meetings should be given at the beginning of the meeting. The minutes of the previous meeting will continue to be signed at the next available meeting, both Cty Cllr Barker and Dist Cllr Watson agreed that this was normal practice.

Overgrown Hedges within the Village The hedges on Village Road and Church Lane had both been attended to but it was agreed to monitor the situation in the growing season.

Health & Safety at Work etc Act 1974 Freestanding Goal Frames Cllr Bainbridge reported that there continues to be discussion by the Village Society as to the preferred size of the replacement goal posts. The Clerk reported that there would be no increase to the premium by the PC’s insurers.

Fly Tipping Worsall Bank Cllr Robinson reported the CCTV camera was now in situ and no further fly tipping had occurred since signage had been put up. Fly tipping does not appear on the reported crimes list as it does not hit the criteria, it is dealt with by the Local Authority and not the Police.

Firework Display November 5thCllr Bainbridge reported that the evening went very well but that the volume of traffic and parking may be a problem in the future. The PC asked the Clerk to write to Gill Bainbridge thanking her for her continued hard work in organising the event.

Gulleys Village Road The full gulleys had been reported twice. Cty Cllr Barker suggested the Clerk contact NYCC Highways Thirsk direct.

Hambleton Parish Liaison Meeting Cllr Saunders will follow up any matters of interest to the PC and will attend the following meeting.

Direct Magazine Circulated.

Mini Recycling Centre Hambleton DC will remove the mini recycling centre from the Ship Car Park in March next year, an extra bin will be delivered to each household to encourage further recycling of cardboard and some types of plastic packaging. The black and green bins will continue as will the blue bag for paper.

Highway Sponsorship NYCC For information.

Reduction in Bus Subsidy For information.

Ship Service Station, Mr & Mrs Neasham Restriction removal – approved.

Financial Matters

Grass Cutting Bill It was agreed to pay the last bill of the season for £96.00.

Parish Precept – Arrangements for the Financial Year 2016/17 Cllr Evans will provide a budget forecast for the coming financial year at the December meeting.

Bank Statement £4,097.25.

Salt Bins Cllr Robinson reported he had checked the Manor Close and Worsal Bank bins and they both had salt in them.
