1Opening

1.1Agenda Confirmation

1.2Minutes of Previous Meeting

Minutes of meeting 1st June 2017 SNOMED CT. Jean moved that the minutes be approved. Julie Seconded. Approved.

1.3Free Sub-Set

1.3.1Request for free subset

Actions:

The format of the free subset content is the actual content i.e. concept ids of the concepts to be included. Intensional definitions are not accepted. Detailed format information will be provided by Jane along with a documented process. We could aim for an agreement by September. This would be based upon the July 2017 release. Each release it has to be updated to manage activations and inactivations. This is not a released subset but an agreed set of concepts for HL7 to use for the agreed use case. It is updated 6 monthly.

Format information should be available from Jane within the next Month. It is expected that it will be a tab delimited file of concept IDs only. SNOMED International will produce a PDF document which includes the concept IDs and Descriptions and send it back to us to double check the content and sign off.

Additions are permitted to a defined percentage and the process will be documented.

Actions: Jane will provide the documentation

Actions: Heather to contact Rob Hausam to discuss preparation of the content ‘list’ process.

Actions: Heather to follow up with Rob Hausam for information about the use case to request the content and use case information. This letter is to be checked by HTA then provided to Wayne for further action with SNOMED International.

1.4HL7 International namespace request

HTA to determine method of operation

Heather reminded the group that the use of the namespace has been suggested to be dependent upon the free subset content approach.

Jane indicated the Linda Bird has offered to provide information on how to use a namespace. Julie agreed that she and Heather would be part of that call. Wayne agreed to be on the call as well.

Action: Jane to arrange the call

Action: Heather and Julie to report back to the HTA.

1.5Content Requests

No current requests.

Heather reported that Grahame Grieve has been informed that the nutrition concepts have been promoted and are to be in the next international release of SNOMED CT. Grahame has been asked to report back to the HTA when the FHIR resources have been updated.

1.6Publishing

1.6.1External Terminology Web Page

Vocabulary will add an item under Infrastructure and Assets

The page will include:

- policy on use of external terminologies (simple explanation)

- link to existing HTA policies and guidance

- link to HTA - with short explanation of when to use them

- link to terminology 'owners' and products

Action: Ted to create the page and let Heather know when it is done – not yet done

Action: HG to put some information in the page for review by HTA – Heather asked for material from the group and will provide a first rough for the next call.

1.7Harmonization

Reviewed Harmonization Instruction page

Action: Ted to

  • Link external terminology (point 6 under required data elements) to the new external terminology page
  • Still to be done

1.8Process Guidance to FHIR

  • Rapid prototyping development vs mature quality processes need to be addressed
  • Content issues - identified because we were looking at content and identified problems
  • How to retain speed but improve quality

Julie indicated that she is working through the FHIR terminology code system models and has found some errors in that which differ from core principles and these are being correct.

When this activity, the subset specification process, and the harmonization with the latest version of SNOMED CT is trialed the guidance documentation will be created (progressive notes are to be kept)

1.8.1policy statement on SCT allowed binding strengths in FHIR for clarification (Ted)

Not on this call to report.

1.9Other Business

No other business

Heather will not be able to make the next call. Heather will contact Sandy and check if Rob can make the call. If not the call will be cancelled.
