Restoring Colorado’s Forests: Application for Seedlings

State lands and private landowners impacted by a wildfire or other natural disaster may be eligible to receive seedlings purchased through donations to the Restoring Colorado’s Forests Fund. The Restoring Colorado’s Forests Fund welcomes donations to pay for shrub and tree seedlings supplied by the Colorado State Forest Service nursery. The CSFS administers the Restoring Colorado’s Forests Fund. Through a competitive process, seedlings will be provided to private landowners or state land management agencies impacted by natural disasters in areas that directly affect important watersheds and provide the most public benefit.

ELIGIBILITY:

Applicants may be individual landowners, homeowner associations, groups of landowners or state land management agencies. Planting projects must be (1) on private or state land within Colorado; (2) on property currently, partially or previously forested, and impacted by a natural disaster; (3) on property to which the applicant has legal authority to implement the planting project; and (4) based on CSFS district forester site visit and recommendation for planting site and seedling selection.

APPLICATION INSTRUCTIONS:

1) All blocks are fill-in enabled and character locked. Applicants must fit all information into the allotted character space. Characters include letters, numbers, spaces and punctuation. Applications must meet all requirements to be considered eligible. The Colorado State Forest Service reserves the right to reject any or all applications.

2)  Application guidelines by box number:

Ø  Box 1 – Basic applicant information.

Ø  Box 2 – Basic property information. The legal description should be for the entire property.

Ø  Box 3 – Basic disaster/fire information. Identify the incident (i.e. High Park Fire, Windsor tornado, etc.) name(s) that impacted your forested property and the year the incident occurred. If the property was burned by a wildfire, then address the predominant burn severity for the planting site(s). Contact your local CSFS District for a complimentary site visit and assistance to evaluate burn severity.

Ø  Box 4 – Basic information about participation in landowner assistance programs. Indicate if there is a Forest Stewardship Plan, management plan or other site-specific practice plan for the property or this planting project. Also, indicate if any funding assistance programs have been used to reforest post-disaster, and specify which program and when.

Ø  Box 5 – Briefly describe the planting site and project scope of work. The project scope of work should describe the measures that will provide protection to soil, water quality and quantity, and wildlife habitat; it also should contribute to the net public benefit.

Ø  Box 6 – Identify shrub and tree seedling species requested and respective quantities. Bareroot seedlings should be multiples of 25 and potted stock should be multiples of 30.

Ø  Box 7 – This certifies that a CSFS forester visited the property and provided sound scientifically based recommendations for the planting project; and that the applicant agrees to plant according to those recommendations.

DEADLINES

Send your completed application to your local CSFS District no later than January 18, 2013. CSFS District Offices will rank and prioritize applications, and the ranked applications will be forwarded to the Program Administrator by February 1, 2013. Seedling allocations will be decided mid-February.

RANKING

Applications will be ranked based on the needs of the landscape and what will provide the greatest net public benefit. Planting projects that best convey protection of the soil, water quality/quantity and wildlife habitat will receive priority.. The availability of seedlings will be based on the CSFS Nursery capacity and extent of donations. As seedlings become available from new donations, additional seedling allocations may be possible.

ACCOMPLISHMENT REPORTING:

Seedling recipients must provide digital before and after photos electronically to the Program Administrator at Colorado State Forest Service, 5060 Campus Delivery, Fort Collins, CO 80523.
