Meeting 76 – Teleconference – 20 January 2014 - 1600 CET, 1500 UK, 1500 GMT, 1000 US EDT, and 0700 US Pacific Time - for maximum 60 minutes.

Objective

The aim of this call is to further plan the next steps that we need to take based on the requirements of the various stakeholders, and to confirm the shape of the roadmap.

3.  PLCSlib development and coordination (TOG)

·  To receive report from Change Control Board

v  Few issues had been raised or processed since publication of the CS.

v  Discussion had focussed on the proposed roadmap and the strategy for ensuring convergence with other BOM approaches in STEP.

·  To promote the adoption of PLCSlib/PSM within ISO

v  An informative copy of the specification to has been provided to ISO for harmonisation purposes, and OASIS have been requested to permit the formal submission of the document for harvesting.

4.  Next steps

The TC members were asked to highlight their implementation strategies in the context of the proposed roadmap:

·  No major release before the end of 2014, subject to coordination with ISO developments – AP242ed2 in mid-2016?

·  Bug fixes could be released against the existing document

·  Additional templates and reference data could be added, provided that they had no impact on the published spec

·  Documentation of mapping from PSM to underlying STEP model

Members responded:

·  Franz Meier noted that EADS was implementing DEXes 1 and 3 based on DEXlib to support scheduled maintenance. The door remained open for a proven PLCSlib/PSM solution, standardised under ISO to ensure compatibility with other STEP solutions.

·  Will Boland reported that BAES Maritime was developing a data warehousing platform based on PLCSlib for operation from July onwards. Stability was a priority for deployment.

·  Leif Gyllstrom noted that arrangements had been made for CCB representatives to participate in the next DMEWG meeting on 4-6 February in Madrid, with a TC meeting on 6-7 February (Action 74/1). It would be helpful if both Eurostep and actual implementors such as BAE Systems Maritime and the French MoD could attend.

·  Tor Arne Irgens reported that NDLO was building a number of interfaces to SAP using PLCSlib. He also noted that Norway was acting as the custodian of NATO STANAG 4661, and that new rules required STANAGs to reference explicit versions of standards. STANAG 4661 had therefore been updated to reference ISO 10303-239e2 and the OASIS PLCS Committee Specification. The updated draft had been circulated for approval under silence procedure.

·  Rob Bodington reported that Eurostep was currently supporting both DEXlib and PLCSlib environments in multiple custoemrs, and would like to migrate into a single structure as soon as possible.

It was therefore concluded that each of these scenarios could be accommodated in the roadmap, with stability for the published documents and a planned migration to a PLCSlib environment that was integrated with other STEP BO Models, based on a single set of STEP modules.

Members also expressed interest in setting up exchange testing for software tools in both implementation environments.

The next stage in the OASIS process would be to progress towards an OASIS Standard, which would require a Special Majority ballot, and three statements of use of the published Committee Specification as defined in the OASIS TC Process:

"Statement of Use", with respect to a Committee Specification, is a written statement that a party has successfully used or implemented that specification in accordance with all or some of its conformance clauses specified in Section 2.18, identifying those clauses that apply, and stating whether its use included the interoperation of multiple independent implementations. The Statement of Use must be made to a specific version of the Committee Specification and must include the Specification's approval date. The party may be an OASIS Member or a non-member. In case of a non-member, the Statement of Use must be submitted on the TC comment-list. A TC may require a Statement of Use to include hyperlinks to documents, files or demonstration transcripts that enable TC members to evaluate the implementation or usage. A Statement of Use submitted to the TC must be approved by TC resolution as an acceptable Statement of Use with respect to the Committee Specification. A party can only issue one Statement of Use for a given specification. When issued by an OASIS Organizational Member, a Statement of Use must be endorsed by the Organizational Member's Primary Representative.

Action 74/2: Members to provide statements of use for the Committee Specification, in accordance with OASIS rules

It was noted that each statement would need to be approved by the TC. It was also discussed as to whether it was most effective to progress the Specification to a full OASIS standard, or to harvest within ISO or both.

5.  Available resources

It was agreed that the requirements for the preparation of the next edition would need to be carefully assessed and appropriate resources sought.

6.  Liaison issues

·  Other OASIS TCs

v  It was noted that the proposed new Open Systems Life Cycle (OSLC) TC would have adjacent and possibly overlapping interests. See http://www.oasis-open.org/committees/oslc-core/ Franz Meier was invited to discuss with the Airbus expert on the TC.

Action 76/2: Franz Meier to explore possible synergies and scope conflicts with OSLC.

7.  Future meeting schedule, hosts

v  The next meeting would be held at Airbus Military in Madrid on 6-7 February 2014

v  It was also proposed that the Change Control Board be held every two weeks rather than weekly, unless further meetings were required.
