Answers to submitted questions are being provided for the above-referenced RFP as indicated below:

ANSWERS TO SUBMITTED QUESTIONS:

1. Can you provide the monthly/yearly payment for utilities for 2006/2007 year-to-date that was paid by the current vendor? Was the $.08 per kilowatt hour rate used for 2006/2007?

A. The electrical rate of $.08 per kilowatt hour was effective for both 2006 and 2007. Monthly electrical charges will be based on the power consumption rating as specified for each vending machine unit. Therefore, previous charges are not applicable as the vending machine units you propose may have different power consumption ratings than the vending machine units currently in place.

2. Who can we contact to obtain a copy of the summary of the current contract covering public & non-public areas within the Detroit Metro & Willow Run Airports?

A. The non-public vending machines in the Wayne County Airport Authority workplaces where not previously part of the Airport Authority’s concession program. Therefore, a Concession Agreement for those locations is not available. However, copies of the current Snack and Beverage Vending Service Concession Agreements for the McNamara Terminal and the Smith/Berry Terminals may be obtained by submitting a written request to the Concessions and Quality Assurance Division. Your contact will be:

Dennis Eaton, Senior Department Manager

Concessions and Quality Assurance

L.C. Smith Terminal Mezzanine

Detroit, MI 48242

3. Would you be able to give us the current commission program and financials that are being received?

A. The vending machine sales for the McNamara Terminal and the Smith/Berry Terminals for years 2004 through 2006 are included in the Sales Figure Chart on page 8 of the RFP. The concession fees paid to the Airport Authority during this period are as follows:

Terminal 2004 2005 2006

McNamara Terminal $66,667 $74,098 $75,000

Smith and Berry Terminals $93,838 $101,262 $102,005

4. Does the WCAA have the sales revenue figures broken out by month or by quarter? This is critical information in designing a monthly minimum commission that is fair for both the WCAA and the vendor.

A. The proposed Monthly Minimum Concession Fee is to be submitted as an annualized amount in your proposal. For accounting and billing purposes, the MMCF must be paid on a monthly basis and that amount will equal one-twelfth of the annualized proposed concession fee. The monthly fee will remain constant throughout the year and will not vary on a monthly basis to reflect seasonality. Therefore, the annual sales totals shown in the chart on page 8 of the RFP should be used to determine your concession fee.

5. What are the current commission rates or financial guarantees in the vending program?

A.  Currently, the following concession fees apply:

McNamara Terminal:

26% Concession Fee $75,000 Minimum Annual Guarantee

Smith/Berry Terminal:

36% Concession Fee $100,000 Minimum Annual Guarantee

6. Is there a specific place we should be checking or looking for the answers or will we be contacted?

A. Any and all Addenda issued by the Airport Authority may be viewed or downloaded from the Michigan Intergovernmental Trade Network, the website is www.mitn.info . A link to this website is available on the Wayne County Airport Authority website www.metroairport.com (select Business Opportunities on the left side of the page).
