MINUTES

of the meeting held on Tuesday 10th September 2013

at the Village Hall, Boston Spa at 7.30p.m.

1.  Present: Geoff Shaw (Chair), David Thomson, Keith Jackson, Jill Jackson, Sandy Goodall, Chris Newsome, Warren Meads, Mark Yeadon, Brian Charlton

2.  Apologies for absence: Helen Ingle, Jeff Newton, William Sparling, Rachel Carnell.

3.  Minutes and matters arising

·  Sandy Goodall asked that the minutes of 13th August record under item 8 iii Topic Group Updates Environment & Infrastructure the concerns he expressed with the proposed loss of parking. This arose during the discussion on Shared Space.

·  The Minutes of the Meeting held on 13th August 2013 will be amended to reflect the concerns raised by Sandy, and will be circulated.

4. Construction of Neighbourhood Plan - Framework and Contents

·  A meeting was agreed for Tuesday 17th September 4.00pm to 6.00pm to discuss the framework; timescale; objectives; and outcomes.

·  An outline planning roadmap prepared by Will Sparling has already been circulated.

5. Objectives

·  For the July meeting Keith Jackson had circulated a paper setting out the Objectives for each Topic Group. Keith suggested each Topic Group now refined their objectives so that they can be signed off by the Steering Group and fed into the Plan.

·  It was suggested the SG members should look at the various examples of Plans available to inform the ongoing discussions around the final design to be used for Boston Spa.

6. Village Profiling

·  David Thomson had asked Val Gausden, a former Chairman of the Parish Council, to write an introduction to the Community Profile covering the history and development of the village up the present time. This could be supplemented by the CA Management plan and the heritage list produced by the Boston Spa Archaeology and Heritage Group

7. Report on resident engagement

·  Chris Newsome outlined the Community Involvement (Ci) Evidence Base. He proposed 3 main parts: A summary in the Plan setting out the aims, consultation, outcomes, and how these fit to shape the plan; an appendix recording the stages of the Ci, responses; outreach; events; gathering views; an archive of documents, preferably held electronically.

·  The Ci Evidence Base will be an important part of the Plan and Chris asked for any outstanding notes and comment forms from events to be passed to him.

·  Chris will provide more detail on the Ci report and identify the help he will need in pulling all of the information together.

·  David Thomson asked each Topic Group leader to check the archive of Meeting Minutes etc on the website to ensure that all relevant Minutes and records were shown. Any that were missing should be forwarded for addition to the archive.

8. Protection of Buildings, Sites and Views

·  A meeting had been held earlier in the day with the newly formed sub group. Paul Hunt has agreed to lead the group and will also join the Steering Group. Two new members - David Anderson and Earl Williams have joined the group.

·  There are a number of existing reports to draw on, and Malcolm Barnes, chair of the Boston Spa Archaeology and Heritage Group is happy to assist. The Archaeology Group has recently produced an excellent report that will be adopted by the West Yorkshire Archaeology Advisory Service and used to better inform responses to planning issues.

9. Topic Group Updates

i) Housing & Development

·  Sandy Goodall circulated the Objectives prior to the meeting.

·  Amanda Brown & John Beeson are continuing to look at the impact of the proposed Thorp Arch Estate development on Boston Spa with a view to making representations to the developers for funding to mitigate against any detrimental impact.

ii) Community & Wellbeing

·  Brian Charlton reported that the last meeting was held in July. A further meeting will be held on 2nd October.

iii) Environment & Infrastructure

·  The meeting with Leeds CC Highways to discuss the initial potential proposals for creating a village ‘centre’ and traffic issues took place, and was very helpful. The outcome will be reported on at the next TG meeting.

·  Jeff Newton is going to lead the sub-group looking at traffic issues.

·  Jill Jackson reported back on the Whitby Open Day she and others attended to hear about the Hydro Power Scheme they had developed. The day was interesting and constructive, and Jill has spoken to Councillor Susan Williams who is looking at the potential for a Hydro Power Scheme for Boston Spa.

·  Jill and Keith Jackson have also visited the village of Tattenhall to see how their Neighbourhood Plan has been implemented. It seems to have worked well. The village has also made use of notice boards to publicise Vision Statements and outcomes on community consultations.

iv) Business & Employment

·  Keith Jackson is continuing with his analysis of traffic flow information and he will report into the Traffic sub-group and the SG.

·  There was a discussion about improving the cycle way links from Wetherby to Boston Spa, taking in Grange Park which is used by a number of local Sports Clubs. The Traffic Plan will include cycle ways and there is a further meeting planned to discuss traffic issues on 17th September.

v) Communications

·  Covered under agenda item 8.

10. Neighbourhood Planning Event – Huddersfield 3rd October

·  Keith Jackson has volunteering to give the presentation on “Neighbourhood Engagement”. Will Sparling and Jill Jackson will also attend.

11. Development at Grove Road – Miller Homes

·  The NPSG has submitted objections to the proposed development. Clifford Parish Council willalso submit objections.

·  Brian Charlton has had discussions with the Chair of the Trustees and the Chief Executive at Martin House and has received assurances that they will be submitting objections. Brian has also requested a copy of the planning documents for Martin House from Leeds CC to see what was said at that time about the adjoining land.

12. Finance

·  Report circulated showing spending to the end of August. First payment from Leeds CC has been paid to the Parish Council.

13. AOB

·  On behalf of the Parish Council, David Thomson asked if the Group would like to have a four page insert in the 2014 Annual Parish Newsletter. The Group said yes, and the Clerk to the Parish Council will liaise with Chris Newsome on the timetable for publication and delivery.
