RULES AND REGULATIONS
General Information
Section 7 of the Master Deed states that the units shall be used solely for residential purposes and personal use. In this electronic age, a business can be anywhere, but any business that has foot traffic is not allowed to operate within the condominium(s).
There shall not be any disturbing noises or activities, willfully or negligently, which would become an annoyance or disturbance to other residents.
Window dressings, curtains, or blinds must be installed by owners on all windows. Sheets are not acceptable.Windows with broken seals must be replaced which shall be done at the Unit Owner’s expense. Unit Owners required by the Board of Trustees to replace windows must obtain advanced approval from the Board to ensure conformity of appearance and materials.
No Unit Owner, occupant, agents, servants, licensees, or visitors shall bring into the unit any flammable, combustible or explosive fluid, material, chemical or substance except medical supplies, and cleaning fluids as are customary for residential use.
Owners are responsible for submitting a copy of the Rules and Regulations to their tenants. Every resident must sign a statement agreeing to abide by the rules and regulations of the condominium. This statement is on file in the Management Office.
The unit owners are responsible for all fines and fees levied on that unit.
Balconies (Note: Balconies are part of the Common Areas)
Nothing is to be hung or displayed on the outside of the windows or placed on the outer walls or doors of the building. No signs, awnings, canopies, shutters, radios, television antennas, or satellite dishes are to be affixed to or placed upon the exterior walls, doors, roof, or on any window.
Gas-fired grilles are prohibited. A charcoal grill is acceptable but please keep it awayfrom the walls when lighting so as not to blacken the walls. Any person who stores or uses any chemical or gas grill will be reported to the local fire authorities and the unit owner shall be responsible for any fine imposed by fire authorities as well as any Chapel Hill fines.
No balcony shall be enclosed or covered by an awning. Porch furniture and plants are proper items for balconies. Boxes, cartons, bird feeders, old furniture, etc., are prohibited. Balconies are not to be used for storage purposes.
No clothing, sheets, blankets, bathing suits, or similar items shall be hung out of the unit or on the balcony, balcony railing, or exposed on any part of the common area.
All planters should be on the inside of the balcony railing. Windows belong to unit owners. The walls and railings belong to the common areas to insure conformity.
Common Areas
Do not throw or sweep dirt or other substances from the doors, windows, or balconies. Do not leave waste in any common area except where waste baskets, dumpsters or recycling bins have been provided.
There shall be no obstruction of the common areas by items such as doormats, footwear, umbrellas, decorations, etc. Nothing shall be stored in the common area. After 48 hours, newspapers are removed from your doorway.
Nothing which will impair the structural integrity or which will structurally change the building should be done in any unit or common area.
Parking of baby carriages, playpens, tricycles, wagons, toys, benches, or chairs are not permitted on any part of the common area. Bicycles may be stored in the racks provided in the garages at the unit owner’s or occupant’s own risk. Register all bicycles at the Management Office to avoid disposal.
Nothing shall be altered in or removed from the common areas except with consent from the Management.
Construction/Remodeling Policy
Any unit construction must be reported to the Management office at least two weeks prior to the beginning of any scheduled construction or construction deliveries.
Unit Owners must complete an information form and return it to the Management office accompanied by the specified security deposit, no later than one week prior to the beginning of any construction or construction deliveries. It is the unit owner’s responsibility to inform contractors of the rules they must abide by.
The Town of Framingham requires a building permit for any structural alterationincluding but not limited to plumbing and electrical work. This includes cabinets and vanities, but does not include painting and flooring.
The days and hours of operation for all contractors doing work in units is:
Monday through Friday, 8:00 a.m. – 5:00 p.m. Saturday 8:00 a.m. - 1:00 p.m.
No holidays No Sundays
Owners As well as contractors are under the same restrictions except for quiet projects like painting. Sound travels in this building; we ask that you please be considerate with any noisy projects, whether it be done by a contractor or by yourself.
The contractor’s vehicle(s) can be parked in the loading zone next to one of the parking garage ramps for fifteen (15) minutes to bring any materials and/or supplies up to the Unit. Please do not prop the doors open. When finished unloading, the contractor’s vehicle must be moved to the parking area next to Long Term Parking (facing Route 9). Contractor’s vehicles are not be parked next to the building. These are designated spaces for residents and visitors only.
Electronics/Electrical Equipment
All electronic or electrical equipment of any kind or nature installed or used in each unit shall fully comply with all rules, regulations, equipment or recommendation of the Board of Fire Underwriters and the public authorities having jurisdiction. The unit owner shall be liable for any interference, damage or injury caused by the radio, television, or other electrical equipment in such unit. All lights and electronic equipment should be turned off when not in use to conserve electricity and save money for the Association.
Exercise Room
The Exercise Room is located on the ground floor – Lobby A.
CHILDREN UNDER 16 ARE NOT ALLOWED UNLESS ACCOMPANIED BY A PARENT OR PARENT-SELECTED ADULT RESIDENT WHO IS AT LEAST 21 YEARS OF AGE.
There are rules posted in the room, which stipulate that at the end of your session, all exercise equipment, fans, heaters, room lights, and the television are to be turned off.
Please lock the door and report any machine malfunction to Management.
The Exercise Room is available from 6:00 a.m. to 10:00 p.m.
Fire/Fire Alarms
In the event of smoke due to cooking in the unit, vent the smoke by opening open only the balcony door and windows. Opening the front door to the unit activates the building smoke alarms.
Failure to adhere to this procedure will result in a fee charged to anyone causing such alarms. The cost to you will be whatever the Town of Framingham charges the Association, but not less than that which is specified in the attached fee schedule.
Game Room
The Game Room is located on the ground floor – B. The Game Room is for the use of all residents of the building.
CHILDREN UNDER 16 ARE NOT ALLOWED UNLESS ACCOMPANIED BY A PARENT OR PARENT-SELECTED ADULT RESIDENT WHO IS AT LEAST 21 YEARS OF AGE.
Residents must supply their own playing cards. The billiard balls are available in the Management Office or from the Security Guard when the office is closed. Residents have to supply their own pool sticks, ping pong paddles and pin pong balls.
The Game Room is available for use from 6:00 a.m. to 10:00 p.m.
Laundry Room
Note: Individual washers and dryers are strictly prohibited in Units.
Laundry rooms are located in the A and B lobbies of Chapel Hill West.
Detergents, bleach, and other cleaning agents must be kept in tightly closed containers, especially when being carried through the hallways.
Clean out the dryer filters after your drying cycle is completed.
Residents may place notices on the laundry room bulletin boards only with the approval of Management.
Lock Out And Key Policy
If you are locked out of your unit between 8:00 a.m. and 4:00 p.m. Monday through Friday, excluding holidays, please call the Management office at 508-872-5847. If Management personnel is available you will be assisted. Please note that the office normally closes at 4 pm.
If you are locked out of your unit between4:00 p.m. to 8:00 a.m., Monday through Friday, weekends or holidays, contact a local 24-hours locksmith. You are responsible for the cost.
Security does not have access to the Unit keys.
REMEMBER:
- If you have a deadbolt lock all keys should be given to the
- Management Office.
- It is advisable to give a neighbor a spare key.
Management
Keys entrusted to the Management Office are at the sole risk of the giver. The Management Office and the Board of Trustees shall not be liable for injury, loss or damage of any nature whatever, directly or indirectly, resulting there from or connected thereto.
No unit or occupant shall alter any lock or install a new lock or knocker in any door of a unit without the written consent of the trustees. If access is necessary, Management has the right to gain entry by whatever means necessary in the event of an emergency at the unit owner’s expense. In non-emergencies situations, keys will only be used with permission of the Unit Owner.
Move In/Move Out / Furniture / Appliance Delivery and Removal
The Board of Trustees has experienced and observed damage to common areas and have incurred administrative expenses resulting from changes in occupancy in the various units of this condominium.
Moving and delivery dates must be scheduled with Management. Only one move per day will be scheduled, and only Monday through Friday (excluding holidays) between 8:00 a.m. and 7:00 p.m. The Unit Owner is responsible for complying with the Move In/Move Out regulations and must obtain a copy of the policy from Management prior to the move. The Unit Owner will schedule with Management a time to inspect the moving area before and after the move. The Unit Owner must sign their acceptance of our policies as well as a form detailing the condition of the common area before and after the move. It is the responsibility of the Unit Owner to explain the condominium move in rules to the mover as well as to their tenant.
Failure to abide by the move in/move out times and hours may result in a fine.

Unit Owners or tenants of Unit Owners shall place a deposit withthe Management Office15 days prior to moving in or out of the condominium. See attached fee schedule for amount of deposit. This requirement shall be noted in all certificates issuedpursuant to G.L. c.183 A a (6d), for both the buyer and the seller.
After the move is completed and it is determined that no damage has been caused to the common area or fines assessed, the deposit will be returned. If damage is caused to the Common area, the cost will be deducted from the deposit. If the deposit is not adequate to cover the damage, the unit owner will be billed accordingly. Each owner of a tenant occupied unit will be required to fund the deposit each time there is a change in occupancy.
Failure to submit said deposit with the Management Office may result in a fine plus any damage which occurs during the move.
Unit Owners are responsible for any damage to entryways, lobbies, elevators, hallways, carpeting or doorjambs. Owners are charged for the disposal of materials that are not left in the proper areas. The mover must remove all packing materials and not leave them in our dumpsters.
Furniture, appliances, and large packages are to be brought in by the ramp doors only. These items are subject to the same time and date restrictions as the Move in/Move out rules.
Under no circumstances are large items to be moved / delivered through the front doors in the lobby!
Only one elevator may be used during the move. In order to reduce the inconvenience to our residents, please do not hold or start loading the elevator until you have a full load. When unloading the elevator, please empty the elevator before moving the items out of the building or into the unit. If the resident is using a moving company, the moving company must coordinate the move with the management office. This includes the elevator padding and where the trucks can be parked. No exterior doors can be left open during the move.
All boxes and related moving materials (after your mover has left) need to be collapsed and placed neatly in the rubbish and recycling areas as regulated by the Town of Framingham.
If moving a large piece of furniture, appliance or package, the resident must schedule the delivery with the Management. No deposit is required; however, if the rules are not adhered to, the fines and cost of damage will be charged to the Unit Owner. Submit all deposits to the on-site management office.
Parking/Traffic
Traffic must keep to the extreme right of the ramp upon entering and exiting. Traffic must follow the arrows and lines painted upon the driveway and parking lot. Turning left as you approach the entrance of the property is strictly prohibited.
Resident parking stickers will be issued when you fill out your information form. We need to know who is parking here for security reasons. All Unit Owners, their tenants, guests, employees, or other agents must obey all rules, regulations, and policies, including posted signs, regarding parking and driving on Chapel Hill West Condominium property. Above and beyond the rules and regulations set forth below, the Trustees may adopt certain parking policies from time to time. These policies will become effective for each responsible party upon their receipt of notification.
Vehicles may not be “stored” on the outside property. Any vehicle that is not moved for a period of seven (7) days or more is subject to fines if it has not been parked in the designated Long Term Parking area or in the garages.
Park oversized commercial vehicles in the designated Commercial Vehicle Parking area at the end of the parking lot. The Board of Trustees retains the final right to determine which vehicles are commercial vehicles and allowed to park with permission.
The paved areas are for parking of registered vehicles only. The storage of trailers, unlicensed vehicles, and boats is prohibited.
Parking is not permitted in the fire lanes or in the rear of the building. Only cars with handicapped plates and other visible appropriate permits can park in handicapped spaces. Illegally parked vehicles andvehicles with expired registration will be towed from the parking lot at the Owner’s expense.
Only Head-in parking against the building is permitted. Head-in parking is required in all other parking spaces from April 1 to November 1. This does not include garage spaces.
The side entrance ramps in the garages are for loading and unloading, with a posted time limit. There are three areas designated for ten (10) minutes drop off, loading or unloading. The areas are on both sides of the “B” Lobby and the EAST side of the “A” Lobby. Please pay attention to the 10 minutes time limit so as not to inconvenience your neighbors, the right side of the “A” lobby has private garages and temporary parking or stopping is not allowed there.
Pets
There are no pets allowed in the building.
Rental Application Process
A unit owner prior to completing a rental agreement must submit a completed Chapel Hill West rental application form and provide it and a processing fee to the management office.
The unit owner must provide a set of Chapel Hill West Rules and Regulations to the prospective tenant and get a signed acknowledgement certifying that the tenant(s) understand the rules and regulations and will abide by them.
The unit owner must understand that executing any rental agreement without completing an application and receiving approval will be subjected to legal action to the maximumextentallowed by the state condominium statutes.
Swimming Pool Rules and Regulations
The following rules and regulations have been promulgated for the safety of all residents. The use of the swimming pool is a privilege, which may be revoked at the discretion of the Management for failure to observe the rules and regulations as outline below.
