Duties & Responsibilities
A. Develops, monitors and maintains Company and departmental procedures for the systematic identification, assessment and control of risks during projects, modifications and operations. Reviews procedures and systems and analyses statistics to produce trends of accident analysis. Applies quality control techniques to safety in the workplace to protect the Company’s human resources.B. Provides technical expertise and advice to projects from conception to completion on all aspects relating to safety and loss prevention. Includes directing teams of multi-discipline of professional engineers in hazards identification and risk assessments studies of major/ minor projects, modifications and existing operations. Initiates and advises on HSE related matters to Project managers and participates in the preparation of company quality Health Safety and Environmental (QHSE) plans.
C. Audits and evaluates work methods for optimum performance with regard to overall risk in compliance with Company standards and procedures. Analyses and develops solutions to reduce HSE risk potential to Company resources and facilities. Includes monitoring the status of safety and fire protection systems to ensure the plant systems are functioning correctly. Audits work functions such as movement of stacked material, mooring of ships, lifting of pumps as well as the competency of crane, vehicle and machine operators.
D. Initiates and controls terms of reference and directs independent Project Reviews of projects from feasibility to post-commissioning stages. Includes reviewing tender bids and contractors safety plans for projects to ensure that Client’s safety and loss prevention requirements have been fully addressed, assuming an advisory role by providing guidance to Projects and Operations departments on appropriate commissioning, operating and emergency procedures.
E. Provides technical advice to Senior Operations Management on all aspects of Process Safety Management. Advises on formulation of adequate fire fighting philosophy and techniques consistent with Company’s loss prevention policies and in harmony with environment protection guidelines. Assists in developing and supervising plans to cover major emergencies or disasters, ensuring all contingencies are covered.
F. Plants and participates in the ongoing training and development of assigned national employees. Includes assessing employees training and development needs, directing the preparation of structured development/ familiarization programs, monitoring and reporting on progress and counseling employees as required.
G.Updates the Company Health, Safety and Environment Policy, Procedures, Regulations and objectives as they relate to his area of responsibility. Ensures that work under his control is performed in a safe and environmentally sound manner. Conducts effective accident investigation and follow up. Implements specific Safety Management System Program activities.
H. Carry out other similar or related duties such as regularly deputizing for Head of Technical Safety, maintaining various data and information on a variety of safety issues and produces activity or reports to keep management informed and provides technical advice to Safety and Loss Prevention personnel in the operational areas as required.
