14. General Summary of Function/Purpose of Position
The area engineer is responsible for regulatory oversight of community public water supplies as defined by the Michigan Safe Drinking Water Act (Act 399, P.A. 1976, as amended) for a specified geographic area of the state. The activities consist of, or are related to, evaluation, construction, and surveillance and monitoring of community public water supplies and treatment systems. The area engineer consults with these community public water supplies and with the assistance of the district supervisor or licensed engineer in the district makes decisions concerning engineering design, operation and maintenance of these supplies. In addition, the area engineer is responsible for review, approval and issuance of construction permits for water supply facilities.

Duty 1

General Summary of Duty 1 % of Time 50
Type I (Community Water Supply) Surveillance and Evaluation
Individual tasks related to the duty.
·  Under the supervision of the district supervisor and senior district staff, the area engineer may perform the following functions: surveillance of community water systems; review of monthly operation reports; sanitary surveys and evaluations; compliance recordkeeping, and assists water supply operators in solving operational problems. The area engineer routinely communicates these issues to the water supplier in letters approved by the district supervisor, by telephone conversations, e-mails, and during visits and meetings. In addition, detailed engineering evaluations may be made for water systems experiencing unique and difficult problems.

Duty 2

Construction Plan Review and Approval
Individual tasks related to the duty.
·  The area engineer examines plans and specifications for approval for all water sources, treatment facilities, distribution systems, and water treatment plant waste disposal systems serving the public as required by statute. When all requirements are met, a construction permit is prepared for the signature of the district supervisor and is issued to the supplier of water. There may be instances when the area engineer with the assistance of the district supervisor or Engineering Unit staff would meet with the design engineers and water suppliers to correct deficiencies in the plans. When warranted, the area engineer performs computations or reviews complex plans with the assistance of the supervising district engineer, to confirm the adequacy of the design. Many of the projects require a thorough knowledge of hydraulic network analysis and may involve major water treatment facilities.

·  The area engineer, as a representative of the department, disseminates information to the following individuals or groups: water supply operators, the general public, consulting engineers, local, state, and federal government officials. Topics may include water quality concerns, design considerations, controversial issues, and regulatory functions. This information may be provided to the public or other agencies through telephone conversations, written correspondence, or meetings.

Miscellaneous Activities
The area engineer assists in providing training to community water supplies on regulatory program elements that impact water systems. The area engineer routinely attends ODWMA sponsored training for the SDWA and water system construction and operations. Also, the area engineer, with limited supervision, performs water supply activities such as assisting water supplies when emergencies occur, cross connection control programs, new water system approvals, and other regulatory functions defined by the Michigan Safe Drinking Water Act, Act 399, P.A. 1976, as amended.
16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions.
Most decisions are made with the input of senior staff and the district supervisor. The area engineer coordinates some activities with the environmental quality resource analyst. The district supervisor assists with the more difficult technical or politically sensitive decisions.
17. Describe the types of decisions that require the supervisor’s review.
The following areas would be addressed with the assistance of the district supervisor: compliance monitoring and maximum contaminant level determination; public notices; field visit recommendations; water system evaluation status (satisfactory or deficient); and construction plan approval.

The area engineer may visit a water treatment plant where hazardous chemicals are stored or a construction site where machinery is used.

23. What are the essential functions of this position?
To carry out a comprehensive program of supervision and control over community public water supplies in the district, including classification of water supplies, surveillance, inspection and monitoring, review and approval of plans and specifications for new projects, and the expansion, alteration, or addition to existing systems. Assist local utilities to carry out cross connection programs, prepare contingency plans, and provide reliability planning. Examine and certify water treatment plant and water distribution system operators. Review monthly operation reports summarizing the operation of water treatment plants. Identify and monitor areas of potential ground water pollution impacting public water supplies, and assist local utilities in analyzing alternatives available for dealing with contaminated source facilities.

Reauthorization of the Federal Safe Drinking Water Act has expanded water supply requirements and requires additional activities within the district to assure compliance.
25. What is the function of the work area and how does this position fit into that function?
Area engineer is responsible for completing the tasks outlined in Item 23 in the assigned district as set forth above with general leadership, supervision, guidance and support from district supervisor and section chief.
26. What are the minimum education and experience qualifications needed to perform the essential functions of this position?
EDUCATION:
A Bachelor of Science Degree in Civil/Chemical/Environmental Engineer or equivalent w/ a Master of Science Degree preferred.
EXPERIENCE:
No experience is required for the entry (9) level position, 1 year experience is required for the 10 level, and 2 years of experience are required for the P11 level.
KNOWLEDGE, SKILLS, AND ABILITIES:
The ability to communicate accurately and tactfully with individuals and groups and by letter is essential. The area engineer must be able to meet people and work with them at the technical level and at the lay level. Area engineers must have confidence in their ability, yet recognize limitations in new situations.
