State Referee Committee Meeting

Draft Minutes of 3/13/2012

Present: Dan Rooney, Jesus Zornoza,Ken Essex, Tom Mattera, Dean Myshrall,Jim Brown and John Collins

Absent: Kathy Zolad and Ken Brown

Guests:Tim Brennan, Marc Glass, Judy Whelan, Glen Randmer, and Stan Kupinski

Jesus Zornoza, acting as chair in the absence of Kathy Zolad, started the meeting at 6:30PM.

The minutes of the 12/13/11meeting were approved unanimously.

The financial report was accepted.

SYRA Ken Essex stated that all CJSA State Cup games will be assigned on the Central Assign system. Ken or his designee will assign all the matches. Ken will proved instructions to the cup committee as to the protocol to be followed.

The following referees have accepted assignment to the President’s Cup in New Hampshire May 25-26:

Matt Kulowski

Roberto Maimone

Zach Taback

The following referees have accepted assignment to the Region I league Finals in Deleware May 12-13:

Alexis Highsmith

Matt Maloney

SDA John Collins announced that there will be Fitness training March 24 in Rocky Hill. At 8:30 am there is a mock National Fitness test and afterwards a state fitness test.

John and Rick Eddy are working with CPTV to televise a few CT Soccer League Games.

John Collins made a motion to pay for one assessment for National Referees/National Referee Candidates. Jim Brown seconded the motion. The motion passed unanimously.

Dean Myshrall, SAC announced that the online portion of the assignor course will be launched by mid -April. There are two central assign user clinics. Many improvements have been implemented in Central Assign. Currently all assignments are sent via e-mail, they are working on adding text message notification.

Jim Brown SDI announced that Stan Kupinski and Jesus Zornoza will be attending the US Soccer meeting. Jim will be taking a leave of absence at the end of May. Tim Brennan will be acting SDI during the leave of absence. All planning of recertification and certification will be complete before he leaves.

Jim Brown made a motion to open the online portion of the entry level clinic on July 1 and recertification on August 1. Both programs will now end on 11/30, with a late registration at double the cost for recertification only until 12/7. The motion was seconded by John Collins. Passed unanimously.

Jim Brown has also asked the board to approve the appointment of the following 3 Assistant Referee Administrators with a $400 stipend twice a year:

Joe Maimone

Carole Allers

The motion was seconded by Dean Myshrall. The motion passed with one abstention.

Dan Rooney, CSSA President, stated that Andy Weiss has begun assigning the upcoming USASA Region I National Cup games. USASAis also about to reappoint the USASA Referee Committee. All USASA games are assigned via US Soccer Game Officials. CSSA is looking to affiliate with a coed Stamford league. Dan also stated that all 14 CSSA adult leagues are using Central Assign, going back to spring 2011

Jesus Zornoza has announced we will hold the Referee Academy at the Avon Memorial Day tournament. Matt Mercier will be in charge of the Academy. The tournament is Saturday and Sunday only.

Jesus made a motion to start a simple facebook page for information only. Jim Brown seconded the motion. The motion passed unanimously.

CSRP was approached by PA West to buy the use of our CT referee system (application only, not data). The purchase is on hold however CSRP is proceeding to register to legally register the system.

The amendments to the laws of the game have been approved and are posted by US Soccer.

The CSRP Awards dinner has been moved to the fall CT cup weekend. For the spring State cup weekend we will be bringing in Don Wilbur of South Carolina as the guest for the pre-cup referee clinic.

Jesus made a motion to approve the policy manual as presented. Jim Brown seconded the motion. During the discussion Tom Mattera asked for an amendment to the motion to remove policy 201, 301 and 401.Jesus accepted the amendment to remove policy 201, 301 and 401. The motion was seconded by Dean Myshrall. The amended policy passed unanimously.

For the good of the game John Collins announced that Stan Kupinski has been named the New England Referee Assignor for US Soccer.

The meeting was adjourned at 8:15 pm.

The next SRC meeting will be June 19, 2012 at 7:00 PM.
