Isaac Situation Report for Activities Conducted on 9/14/2012:
Stolthaven Update- LDEQ Staff:
- Tank Farms
- Product Transfers
- A50-2 (lube oil tank) transfer to D8-8 completed at 10:00AM.
- Plan to transfer leaking Diethanolamine(DEA) tank B50-13 contents to barge which will arrive at 9:00pm tonight. In addition to B50-13, other tanks are possibly leaking according to a presentation given to LDEQ, and other agencies.
- Skimming of oil from Tank Farm A containment into onsite frac tank is ongoing. (49,600 gallons recovered to date)
- Re-Railing of railcars is completed.
- 21 re-railed today; total of 142 re-railed to date.Completed.
- Offsite Drum Recovery and pre-storm onsite drum inventory.
- This will continue to be a high priority.
- Container recovery and recon within previously inaccessible areas within the community is ongoing.
- Sample room cleanup plan to preserve the samples still in development.
- Community sampling
- Additional surface water samples being taken.
- The soil sampling plan is under revision.
- Water, soil, and sediment samples will be obtained by the facility from the ditch adjacent to the site along Hwy 39.
- Community air monitoring continues to show no detects.
- SPCC Plan still in development.
- Professional Engineer is currently surveying containments and an SPCC Plan is being developed, repairs being made to containments as needed

- Methyl Acrylate, Monochlorobenzene, and Formic acid scrubbers online and being monitored.
- All tank farm dikes have been reinforced to an appropriate level at this time. Ongoing reinforcement of walls will be addressed as noticed.
- Styrene Tanks – (Inhibitor concentration and product temperatures are within appropriate/normal operating parameters.)
- Pumping out of Tank Farm B containment into slop tank in Tank Farm E.
- Community water sampling – data expected to be available soon.

- During an attempt to transfer the contents of Tank B50-13 (Diethanolamine, i.e. DEA) to the barge, it was discovered that the tank was empty. Samples are being taken of the contents of the secondary containment and the contents of the two “slop tanks” to determine the concentration of DEA that is currently contained.
- Tank B50-14 (DEA) has been transferred to frac tanks onsite
- Tank B80-3 (DEA) is currently being transferred frac tanks onsite.
- Skimming of oil from Tank Farm A containment into onsite frac tank is ongoing. (55,500 gallons recovered to date)
- Offsite Drum Recovery and pre-storm onsite drum inventory.
- This will continue to be a high priority.
- Container recovery and recon within previously inaccessible areas within the community is ongoing
- Recovered drums are being stored in the containment of the drum storage area.
- Sample room cleanup plan to preserve the samples has been developed and work is expected to begin tomorrow. This will continue to be a high priority.

Samples are being taken of the contents of the secondary containment and the contents of the two “slop tanks” to determine the concentration of DEA that is currently contained.
