Position Title: Communications & Public Outreach Trainer
Area of Specialization: Communications, media, or related field. Training and curriculum design, participatory and interactive teaching methods, and methods for measuring effectiveness. Designing and implementing awareness campaigns is an advantage.
Duty Station: Kabul. Some travel to the provinces is required.
The International Development Law Organization (IDLO) is an inter-governmental development organization with headquarters in Rome and program offices in Kabul and several other provinces in Afghanistan. IDLO provides training, technical assistance, and research in developing countries, countries in transition, and countries emerging from armed conflict. IDLO began working in Afghanistan in 2002 and has become a leading partner of the Afghan government, donor countries and international agencies to achieve the common goal of strengthening the rule of law. Afghanistan has been an IDLO Member Country since 2012.
Job Summary
Reporting the Communications Advisor and under the direction of the Chief of Party (COP) for IDLO’s Supporting Access to Justice in Afghanistan (SAJA) program, the successful candidate will support training and outreach efforts with SAJA program partners at Women’s Protection Centers, Departmentsof Women’s Affairs, legal aid providers, Ministry of Justice, and the Elimination of Violence Against Women (EVAW) units in the Attorney General’s Office (AGO).
Duties and Responsibilities: Under the direct supervision of the Communications Advisor, and under the overall supervision of the COP, the Communications & Public Outreach Trainer will do the following:
  • Help develop comprehensive, professional training programs in communications, working with the media, community collaboration, intergovernmental relations, and developing and implementing public awareness campaigns, to inform and advocate for legal rights of citizens and access to services for women victims of violence. The target training group includes relevant staff of Departments of Women’s Affairs, EVAW Units, Women’s Protection Centers, and Ministry of Justice.
  • Effectively lead the development of training programs and materials for the training initiatives. The training must be participatory and should include lectures with audio-visual materials, group discussions, demonstrations, practice sessions with feedback, and role-play as appropriate among other methods.
  • Design and deliver the training bearing in mind that the target groups comprise adult learners, and therefore ensuring the training programs are active, relevant, and draw on the experience of the adult learners.
  • Work with outside trainers who are engaged to develop and deliver training modules, and assist them in developing and delivering the trainings.
  • Be responsible for frequently checking student comprehension and understanding throughout the training.
  • Together with Monitoring and Evaluation staff conduct evaluations to determine effectiveness of all trainings initiatives.
  • Actively participate in pre- and post-training assessments to determine the extent to which the trainees apply the knowledge gained into their daily work.
  • Explore and identify opportunities and gaps to further strengthen the capacities of trainees through periodic follow-up training. Develop training and mentoring plans for specific periods – monthly, quarterly, annually – with a view to enabling a continuing learning process for the trainees.
  • Strengthen the training capabilities of Departments of Women’s Affairs, as needed.
  • Be responsible for all administrative requirements related to the training activities.
  • Contribute to regular weekly, quarterly and annual reports to the donor.
  • Document project results and impacts in various forms, including media stories, lessons learned, case studies, client satisfaction, etc.
  • Perform other duties as assigned.
Qualifications
  • Bachelor’s Degree in communications, media, or other related field.
  • At least 5 years of experience in a related job with increasing responsibility.
  • Proven experience in building capacity relating to communications, working with the mass media, and multi media campaigns is essential.
  • Proven experience in the design and creation of learning content is a must, and preferably in relation to communications and social marketing.
  • Good knowledge of training and curriculum design, participatory and interactive teaching methods, and methods for measuring effectiveness.
  • Understanding of how adults learn and experience with advising and coaching adults.
  • Knowledge of rule of law issues to include legal aid, women’s rights and issues surrounding violence against women would be desirable.
  • Experience in the development and implementation of public outreach materials and initiatives is an advantage, including use of radio, TV, print, social media and websites for education, information, awareness raising, and empowerment.
  • Good speaking skills and ability to communicate information effectively.
  • Strong social skills to deal with a diverse mix of personalities and still accomplish training goals.
  • Be innovative and forward looking.
  • Proven ability to prioritize and plan effectively, take initiative, and solve problems.
  • Knowledge of Dari and Pashto is essential.
  • Excellent written and spoken English language skills, including report writing.
