JOB DESCRIPTION

Position Title:Homeless Services Operations Coordinator Grade: 11

Core Area:Housing Services Employee Type: FT/Reg

Department:Homeless Services FLSA Status: Exempt

Reports to: Director, Housing Services Core EEO Class: 2

GENERAL SUMMARY: Provides leadership and cooperatively manages the operations, coordination, supervision and success of SNAP's Homeless Services Department.

DUTIES AND RESPONSIBILITIES:

  1. Defines and aligns services within SNAP and with community partners to mitigate the causes and effects of homelessness for individuals and families within Spokane County.
  1. Collaborates with SNAP leadership to set the tone and provide the “big-picture” narrative that creates the context in which services are provided for people of low income.
  1. Assesses, develops and recommends services and programs to meet community needs. Presents new service recommendations to SNAP’s Executive Team. Researches and identifies funding opportunities that support agency and department goals. Prepares grant applications for public and private financial support.
  1. Develops and monitors individual grant and department budgets. Collaborates to coordinate purchasing and expense tracking to ensure spend down and effective use of funds.
  1. Manages contracts and works with team to ensure service delivery effectively meets objectives and is in regulatory and legal compliance. Develops and monitors outputs and outcomes.
  1. Develops, interprets and applies complex policies, procedures and requirements. Collaborates with the Homeless Services Coordinator to ensure staff members understand client eligibility and allowable activities/expenses.
  1. Allocates payroll expenses for Homeless Services staff to appropriate funding sources utilizing SNAP’s computerized data system (CAP-Sys).
  1. Ensures homeless housing units are inspected, leased, and tracked within budget resources. Develops and implements procedures to ensure units are leased, utilized and disposed of efficiently and to the benefit of the program.
  1. Participates in development of tracking systems as needed and coordinates data entry and reporting in conjunction with community partners and SNAP’s information technology staff. Ensures client records are up-to-date and secure and that reports are accurate and on time.
  1. Responds to questions, concerns and grievances expressed by program clients as appropriate.
  1. In conjunction with the Director, the Homeless Services Coordinator and the Human Resources Department, ensures that the appropriate staff structure exists for family development, leasing, and operations of the Homeless Services Department.
  1. Supports the Homeless Services Coordinator in promoting and providing team coaching, mentoring and professional development opportunities for staff. Addresses issues of staff performance as needed.
  1. Acts as a liaison to appropriate community agencies and community leaders. Serves on appropriate community committees as SNAP's representative. Assists team in cultivating and sustaining community partnerships. Coordinates services with other community agencies.
  1. Ensures that the Downtown SNAP Office’s programs, staffing, and communication needs are met. Works with the Homeless Services Coordinator to ensure day-to-day operations run smoothly.
  1. Works with coworkers and volunteers to promote a positive, respectful and productive working environment, while protecting client confidentiality and dignity.
  1. Within the context of the stated principle job duties, serve as an ambassador of SNAP’s mission and values.
  1. Practices and models customer service excellence and helps to grow the customer service culture within the agency.
  2. Performs direct services and other duties as needed or as the situation dictates.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Requirements:

Education and Experience

  • Required: Associates Degree plus five years of experience in homeless housing or closely related government-funded social service programs OR Bachelor’s Degree plus three years of experience as described above, OR Master’s Degree plus one year of experience as described above. Minimum of one year of experience in staff supervision and evaluation.
  • Preferred: Advanced degree and two or more years of experience in staff supervision and evaluation, and two or more years managing and providing services in similar programs

Knowledge, Skills, and Abilities

  • Ability to empathize with and advocate for low-income and vulnerable people, and to maintain confidentiality with personal information
  • Excellent managerial skills, including planning, delegation, and assessment, time management, staff selection, supervision and performance evaluation, and conflict resolution
  • Knowledge and understanding of publicly funded housing services programs and contracts
  • Ability to oversee department budgets including budget forecasting and routine review of financial statements
  • Exceptional interpersonal skills with emphasis on effectively promoting a team environment and working with a diverse population
  • Ability to effectively manage escalated situations which may involve challenging clients and difficult people
  • Ability to work independently, using initiative and judgment to resolve complex problems
  • Demonstrated ability to successfully research, apply for, and receive grant funds from various sources
  • Excellent organizational skills with ability to coordinate workflow for timely completion
  • Ability to speak publically at what may be large gatherings or formal public hearing processes. Strong oral and written communication skills, with emphasis on communicating information in a clear, timely manner
  • Proficient in computer operations, including word processing, spreadsheet, and database applications
  • Valid driver’s license, satisfactory driving record, insurance, and personal vehicle for Agency business (mileage reimbursed)
