The Metcalfe County Board of Education met at the Metcalfe County School Board of Education on Tuesday, April 08, 2014 at 6:00 PM for the monthly meeting. The following members were present:

1) Call to Order

Invocation by Donnie Perry. Joey Shive called me meeting to order and led the pledge of allegiance.

2) Recognition

After a short break the meeting resumed.

3) Superintendent Report

BG4 & BG 5 - Metcalfe County Middle School

Dwight Ross will speak to the Board regarding these construction items.

District Facility Plan

Chris Huffman will present the plan to the Board. There are also some members of the Local Planning Committee present, if anyone has questions for them.

SBDC Councils - Primary Center & Intermediate Center

Councils from both schools met on April 7 at the central office for a joint meeting. There was really good discussion. One recommendation and a pretty much unanimous decision from this meeting is to put the schools together now since the new facility plan is calling for a uniting of the two schools to form the Metcalfe County Elementary School

Sealed Bids on Surplus Property (Board Annex)

We have a pending offer on this property. In case this offer falls through we would like to be able to advertise for sealed bids .

Calendar

Chris Huffman will share information regarding the calendar. The final decision was made on Monday, March 31.

Homebound Instruction Waiver

We have been looking for more efficient and effective ways to serve our homebound students. The Board will have to approve this waiver and then it will be sent to KDE for their approval. Dr. Lile has been working with KDE in writing this waiver request. We want to have the option to do what is best for each student. This will be for grades four and up, predominantly middle and high school, and they will receive their work via email, Skype sessions or any number of ways. This will be for students who have the capacity to electronically communicate with the teacher to receive their assignment. If a student does not have electronic access we will work to help get then access. If that is not feasible, we will provide instruction by sending someone to the student's home. We are asking to be able to have this option, right now the regulation reads a person must be in attendance at a student's home for two hours per week.

The rest of the items are pretty must routine. There will also be a closed session before adjourning. No actions are anticipated .

Evaluation Plan

An update was given on the 50/50 Certified Evaluation Committee. The committee has been meeting and working hard to develop a plan. The plan has also been reviewed by consultants as well and will be presented to the Board at the May meeting for approval. Dr. Lile asked Mr. Stephens to speak about the issue regarding student growth, it is not only a local issue, it is a state wide issue as well as for other states. Several hours have been spend looking at what we want the plan to. The state has not given very much guidance in what student growth goals should look like. Dr. Lile stated is sounds simple, but it is anything but that when you get down to it. It's how to put the measure in place and how do you make sure it stands up because in many ways an evaluation instrument can become a legal document.

Child Abuse Awareness Month/Autism Awareness

Everyone is invited to MCPC on April 11th at 9AM for a proclamation signing for Child Abuse Awareness

month. Mayor Garrett and Judge Wilson will be signing the proclamation. April is also Autism Awareness Month.

Ring the Bell

On May 14th we will celebrate Ring the Bell for Literacy. We have approximately 80 students that will be ringing the bell.

The new sign for the middle and high schools is ready to be installed as soon as weather permits.

District Facility Plan

The Local Planning Committee (LPC) has met in a series of meetings to develop a facility plan. After submitting the plan to KDE, it was returned with a few changes made. The LPC met prior to the Board meeting this evening to approve the revised plan with the KDE changes and that is the plan you have in front of you for approval.

Dr. Lile and Dwight Ross spoke with Tim Lucas at KDE, he is the gentleman who made the notations on the plan regarding the changes. Mr. Lucas said it might look like a lot of changes, but it is really not, it is pretty much standard procedure what you see. He said the plan was in order and a solid plan.

Sealed Bids on Surplus Property (Board Annex)

We do have an offer on this property. If this offer does not come through, we are asking to permission to advertise for sealed bids on the property.

School Calendar

The last day of school for students is May 29 and closing day will be May 30th. Graduation has been set for May 29. We will be in school on election day. We will not be in school on Memorial Day. John Caffee asked if the graduation date was set in stone. There are other graduations set for that same date. Principal Kelly Bell stated she thinks more students will walk the line if it is held the last day of student attendance for school. She will talk to the class and see how they feel about the matter.

BG-4 & BG-5

The BG-4s are for Isaac Tatum Construction and Bland Technology on the middle school project. The BG-5 is a new form required to be completed at the end of a construction project and shows the total costs on the project and how the money was funded. This form was prepared by the architect. There was some money left over from the middle school project and this money will be transferred to the primary project.

The normal monthly reports are routine. Two warrants were added today and are included in the folder given to board members at the meeting. Spring break caused a delay in getting the paperwork out earlier this month.

Robin McMurtrey moved to approve the District Facility Plan as presented, including the creation of Metcalfe County Elementary School beginning on July 01, 2014 and the closure of Metcalfe County Primary Center and Intermediate Center effective July 01, 2014, seconded by

Chairman Shive appointed Dwight Ross as Hearing Office for the LPC. Chris Huffman

shared once the Facility Plan has been sent to KDE for approval, the final process is that

we publicize for 14 days to have a public hearing. This allows the public another opportunity come in and review the facility plan which has been approved by the LPC, Board and KDE. A Hearing Officer is has to be someone who has not been involved in the LPC. Dwight fits that criteria and his role would be a recorder of any comments. If there are any comments, they will be shared with the Board at the May board meeting.
