MINUTES OF A REGULAR MEETING

May 19, 2009

The meeting was called to order at 5:30 p.m. by Mayor Russell L. Cowan.

A roll call was taken which showed council members Lane Yack, Guy Coleman, Robert Yack, Vaun Ryan, and Dave Woolstenhulme, present. Mayor Cowan stated that the meeting was a regularly called meeting and that notice of the time, place and agenda of the meeting had been provided to the local news media and to each member of the governing body.

Others present included City Manager Brad Hancock, City Recorder Carolyn Wilcken, Geoff Liesik, Jean Liddell, Roger Eschler, Justin Johnson, Ryan Morgan, Michael Naumu, Korinne Hullinger, Steve Puro, Michele Catten, Linden Dye, and Shauna Gale.

Opening prayer was given by Recorder Carolyn Wilcken.

MINUTES

A motion was made by Councilman Dave Woolstenhulme to approve the minutes of the meeting of May 5, 2009, as presented. Motion was seconded by Councilman Vaun Ryan. Those voting Aye were Lane Yack, Guy Coleman, Robert Yack, Vaun Ryan, and Dave Woolstenhulme. Motion was carried unanimously.

RV PARK PURCHASE UPDATE

Ryan Morgan and Mike Neumu came before Council to report on their purchase of the RV park. They are asking for an extension of time to make sure Ballard will allow them to continue using the RV park as presently used while they make the required improvements. They are meeting with the Ballard Council later tonight. Ballard also told them they would need to meet with the Ballard Planning and Zoning Board at their next meeting scheduled on June 2nd. Councilman Woolstenhulme stated that he would like to see if an extension is necessary if Ballard can give them the information they need to close.

OUT-OF-CITY WATER CONNECTION REQUEST

Dan Robinson was scheduled to come before Council seeking authorization to purchase an out-of-city water connection located on the Neola Highway. He was not in attendance.

BASIN ARTS COUNCIL

Korinne Hullinger, President of the Basin Arts Council, came before Council to present the Arts Council budget and list of planned events for the 2009-2010 fiscal year. Other Basin Arts Council members present were Michele Catten and Steve Puro. Those in attendance were told that

Roosevelt City has budgeted $20,000 toward the Arts Council from the FY 2009-2010 budget. Basin Arts Council member thanked Council for their generosity and support.

One of the events scheduled is a “Movie in the Park” to be held at the Old Mill Park. The movie will be one night per month for three months during the summer. Council expressed concern that no sanitation facilities are available yet at this park, so Roosevelt City should provide porta potti’s for the public on these nights. After discussion, a motion was made by Councilman Lane Yack to approve paying to provide porta potti’s for the Arts Council events scheduled at the Old Mill Park. Motion seconded by Councilman Vaun Ryan. Those voting Aye were Lane Yack, Guy Coleman, Robert Yack, Vaun Ryan, and Dave Woolstenhulme. Motion carried unanimously.

PUBLIC HEARING – ORDINANCE 2009-359 –

ZONE CHANGE RM-13 TO RPM-13 UBMC

Mayor Cowan stated that this is a public hearing on Ordinance 2009-359, an ordinance amending the Roosevelt City zoning ordinance for property owned by Uintah Basin Medical Center from RM-13 zoning to RPM-13 zoning. After discussion, a motion was made by Councilman Guy Coleman to approve Ordinance 2009-359. Motion seconded by Councilman Dave Woolstenhulme. Those voting Aye were Lane Yack, Guy Coleman, Robert Yack, Vaun Ryan, and Dave Woolstenhulme. Motion carried unanimously.

SHAUNA GALE – GALE’S PARKING CONCERNS

Shauna Gale, owner of Gale’s Office Supply, came before Council expressing concern that the parking in front of her place of business has been made into a turn lane which has eliminated parking in front of her store. It was reported that the current painting was provided through the State of Utah complies with State law and if the city decides to change it, the city becomes liable if an accident occurs. Shauna stated that since the parking has been eliminated, it has adversely affected her business. Council would like to visit the location before making a determination.

TENTATIVE FY 2009-10 BUDGET APPROVAL

Finance Director Justin Johnson presented the Tentative FY 2009-10 Budget for Council review. Council discussed the Parks and Recreation building to be built at Constitution Park. The public hearing for the budget is scheduled for the June 9th meeting.

PURCHASE ORDERS

A motion was made by Councilman Dave Woolstenhulme to approve the following purchase orders. Motion seconded by Councilman Guy Coleman. Those voting Aye were Lane Yack, Guy Coleman, Robert Yack, Vaun Ryan, and Dave Woolstenhulme. Motion carried unanimously.

Lane Yack requested that we ask the pool to keep track of county vs. city residents this year.

Guy Coleman reported that he may need help in transporting flowers from the nursery to the Main Street planters.

Robert Yack didn’t have anything to report.
