During the May 9-10, 2007 State Board of Education meeting, several board members requested information regarding students with disabilities.

The California Special Education Management Information System (CASEMIS) is a student level data system that includes information about students referred for, and/or receiving special education services under the Individuals with Disabilities Education Act (IDEA). CASEMIS data is reported two times per year, based on information contained in the student’s evaluation and/or IEP. According to the December 2006 CASEMIS student census, there were 679,648 students with disabilities enrolled in the 123 California Special Education Local Plan Areas (SELPAs). Of these students, there are 185,239 students with disabilities, aged fourteen to twenty-one years, taking courses which may enable them to receive a high school diploma. There are 26,231 students with disabilities, aged fourteen to twenty-one years, on a certificate of completion track. These students are listed by age below:

The Individuals with Disabilities Education Act (IDEA) requires that each student’s Individual Education Program (IEP) include a statement of how the student will participate in statewide testing programs. The U.S. Department of Education requires that California identify student participation in the statewide testing program using the following categories: without accommodations, with accommodations, with modifications, or in the California Alternate Performance Assessment (CAPA). The California Department of Education collects information about what has been listed in each student’s IEP through the CASEMIS.
