A team of officers of Crime Branch led by Inspr. Satya Prakash and consisting of ASI Ramesh, HC Baljit, HC Jitender, Ct. Sunil, Ct. Pradeep, Ct. Amit, Ct. Jagdev and Ct. Jagbir under the supervision of Addl. DCP Joy Tirkey have apprehended a desperate snatcher. One gold chain and a stolen Bajaj Pulsar motorcycle have been recovered from him. 19 cases of snatching and theft of North-West District and Outer District have been worked out.

Information was received by HC Baljit Singh that on 26.01.2011 a criminal involved in snatching would come to Sector – 25, Rohini on a black Bajaj Pulsar Motorcycle. On this information a trap was laid and the criminal was apprehended who was identified as Vikram @ Vicky (29 years) S/O Jagdish R/O M-281 Mangol Puri Delhi. One gold chain was recovered from his possession. The motorcycle was seized which was found to be stolen from the area of Rohini. A case under the appropriate sections of the Law was registered and Vikram @ Vicky was arrested.

Vikram @ Vicky was subjected to intensive interrogation. It was revealed that Vikram @ Vicky is a desperate and notorious Bad Character of PS. Mangolpuri. He has been earlier involved in over 40 cases of snatching, burglary, drug peddling, for possession of illegal firearms and assault on police officers. He was living in the area of Burari, Delhi under an assumed name of Ravi S/O Pardeep R/O Gali No.16 Nehru Gali Chandan Vihar Sant Nagar Burari, Delhi. He operates on motorcycle along with his associates Vinod and Sunny, both r/o Mangolpuri, Delhi. His arrest has led to the working out of 19 cases of snatching of P.S. North Rohini, K.N Katju Marg, Prashant Vihar and Maurya Enclave. Incidentally, his associate Vinod, is also a Bad Character of PS. Mangolpuri.

Concerned police stations have been informed about the arrest of Vikram @ Vicky. Sunny and Vinod are absconding. Efforts are on to apprehend them.

GANG OF INTERSTATE AUTOLIFTERS BUSTED

With the arrest of accused namely Babloo s/o Suraj Pal (35 yrs.) and Raju Gaur s/o Charan Singh (41 yrs.), officials of PS Pul Prahlad Pur has unearthed a gang of interstate autolifters and 10 stolen M/cycles were recovered. They were indulged in selling two wheelers to villagers on petty cash.

INCIDENT

On 28.01.2011, ASI Dilbag Singh, HC Veer Singh and other staff were on vehicle checking duty at Hero Honda Showroom, M.B. Road, New Delhi. The staff was checking bikers coming from Mehrauli side. At about 2:45 PM informer informed that a blue color Bajaj Pulsar with defective number plate will come from Mehrauli side, which could be a stolen vehicle. On receipt of the above information, a team was constituted comprising of ASI Dilbag Singh, HC Shrawan, HC Naeem, HC Praveer, HC Manoj, Ct. Praveen, Ct. Prashant and Ct. Manoj all of PS Pul Prahlad Pur under the close supervision of Insp. Harish Kukreti, Station House Officer, PS Pul Prahlad Pur. At about 3 PM a Motor Cycle having the similar specification coming from Mehrauli side was signalled to stop, but the occupant of the vehicle alongwith the pillion rider tried to escape the check, on which barricades were placed and both the Motorcyclist were forced to stop. They were identified as Babloo and Raju Gaur (as mentioned above). These M/cyclist were directed to produce the documents in respect of the vehicle, which they were driving. None of the duo could produce any of the document to the police party. On checking the record of the said motor cycle on ZIPNET it was found to be stolen vide FIR No. 760/09 under Section 379 of Indian Penal Code, 1860 PS Kotwali Rural, Bulandsehar (UP). Accordingly, case vide FIR No. 19 dated 28.01.2011 u/s 411/34 IPC has been registered at PS Pul Prahlad Pur and both the accused have been arrested.

MODUS OPERANDI

During interrogation accused Babloo disclosed that earlier he used to work as Tailor at his native place Bulandsehar and in bid to earn good money, he came to Delhi in the year 2003, but as his desires could not be fulfilled, he returned back to his native place in the year 2005. Accused Raju Gaur disclosed that he used to do farming but as he could not earn profitable amount he too left farming. Both the accused met each other in one of the Jail located at Uttar Pradesh, wherein the duo narrated each other about their ambitions of earning quick bucks. Accused Babloo advised his counterpart that two wheelers are in demand in their village, which could fetch them good money. Hence, the duo planned to steal two wheelers from different parts of Uttar Pradesh. Accused persons started stealing two wheelers and selling them for ` 5,000/- to ` 10,000/-. Accused used to give motor cycle to the prospective buyer for a sum of ` 5,000/-, if the buyer agrees to purchase the vehicle without any document and sell the stolen vehicle for ` 5,000/- to ` 10,000/- to those buyers who demanded for documents. Accused persons came to know that stealing vehicles from Delhi, can fetch them more money, so they came to Delhi to have recee of the area, from where they can easily steal the vehicle.

INVESTIGATION

During investigation both the occupants of the stolen vehicle were arrested after sustained interrogation they disclosed having stolen about 15 vehicles from different part of Uttar Pradesh. Further some they disclosed that their counterpart Vedpal S/o Mahender Pal R/o Sahipur Kalan, PS Kotwali (Rural), Bulandsehar also used to steal motor cycles from Uttar Pradesh and sell the same to accused for ` 4,000/- to ` 5,000/- for disposal.

PHOTOGRAPH LEADS TO THE ARREST OF A DESPERATE SNATCHER INVOLVED IN BAG LIFTING : BOOTY RECOVERED

With the arrest of Gunjan@ Vishal, aged 20 years s/o Shiv Mohan r/o C-79/1,2 Near Munni Ram Akhara, Aram Bagh, Pahar Ganj, Delhi, Central District police has solved a case of Bag Lifting taking assistance from the pictures clicked from a digital camera. The accused is a desperate snatcher and earlier also arrested by the police of PS Mandir Marg in a snatching case.

INCIDENT

On 27.01.11 at 11.30 PM, one Sh. Om Prakash r/o 747 Prem Nagar, Nabi Karim, Delhi reported that he had come to attend the Reception Ceremony of his relative at Ambedkar Bhawan, Aram Bagh, Delhi. The mother of the bridegroom had placed a white colour bag containing cash and envelopes (containing money) on a chair and all the family members went up the stage for a group photo. In the meantime a boy came there and took away the bag. A case vide FIR 04/11 u/s 380/411 IPC was registered at PS West Pahar Ganj and the investigation was taken up.

A team comprising of SI Rakesh Kumar, HC Kailash and Ct. Manoj under the supervision of Inspr. Bijender Singh, SHO/West Pahar Ganj was immediately constituted under the overall supervision of Sh. Raja Ram, ACP/Pahar Ganj Sub-division.

INVESTIGATION

There was a gathering of around 600-700 people came to attend the reception ceremony of marriage and it was very difficult to check and question each & every guest, hence, it was thought appropriate to immediately examine the still/video images captured by the photographer. After minute examination of the same, the team in assistance with the complainant zeroed in on a person in one of the pictures. Thereafter, a massive search for said suspect was launched. This photograph was identified by the Beat Head Constable Kailash as that of one Gunjan @ Vishal r/o C-79/1,2 Near Munni Ram Akhara, Aram Bagh, Pahar Ganj, Delhi, a ruffian and a desperate snatcher of the area. Accordingly, a raid was conducted at his Jhuggi and he was arrested and the stolen bag was recovered from his possession which contained Rs.20,871/- at the time of recovery.


INTERROGATION

The accused was subjected to sustained interrogation during which, he confessed that he used to lift bags containing cash and valuables in the marriage parties since guests usually come from different places and do not prefer to report the matter to police. He also disclosed about snatching away the purse and mobile phones and was also arrested on one such occasion by Mandir Marg Police in a snatching case. His modus operandi is to enter in marriage parties and lift the bags/purses lying unattended. He generally used to target the belongings/valuables carried by ladies.

RECOVERIES

1.  Bag containing cash Rs.20,871/- and gift envelops.

Gunjan@ Vishal s/o Shiv Mohan r/o C-79/1,2 Near Munni Ram Akhara, Aram Bagh, Pahar Ganj, Delhi is 20 years old and is illiterate. He is a bag lifter for which he wears good clothes and attends marriage functions where no one can guess from his attire that he is a jhuggi dweller. He was earlier also arrested in a case of snatching of PS Mandir Marg.

GANG OF AUTOLIFTERS BUSTED : 3 ARRESTED

5 STOLEN MOTORCYCLES RECOVERED : 4 CASES OF MV THEFT SOLVED


With the arrest of (1) Rajnish @ Rajjan, aged 21 years s/o Bhim Pal
r/o Vill. Lathor, Distt. Bulandshahar, UP; (2) Sandeep Kumar, aged 20
years s/o Jagbir Singh r/o Vill. Sahrala, Distt. Palwal, Haryana and
(3) Chander Pal @ Guru @ Chander, aged 29 years s/o Om Parkash Singh
r/o Vill. Rahish Pur, Ghaziabad, UP, the Central District staff has
busted a gang of auto-lifters and recovered five stolen motorcycles
from their possession.


TEAM & INCIDENT

In view of the increasing incidents of Motor Vehicle Thefts in the
area of Central District, a team consisting of SI Rahul Kumar, HC
Shailesh Kumar, HC Pardeep Kumar and Ct. Ajay Kumar was formed under
the supervision of Inspr. Vimal Kishor, SHO/Karol Bagh. On 26.01.11,
the team was performing vehicle checking near Southern Hotel, Arya
Samaj Road. At about 5:15 PM, two young boys were seen coming on a
motorcycle from Link Road roundabout. The motorcyclists were stopped
by the police team at the barricades installed for checking. The
pillion rider got down and started running, however, both of them were
overpowered by the police team. On being questioned about the
ownership and documents of the motorcycle, they failed to give any
satisfactory reply and could not produce any document. This raised
suspicion. On further verification, it was learnt that the motorcycle
had been stolen from the area of PS Kavi Nagar, Ghaziabad, UP. Both
the accused were arrested under the relevant provisions of law and the
motorcycle was taken into possession.

INTERROGATION
The identity of the arrested persons was disclosed as (1) Rajnish @
Rajjan r/o Bulandshahar, UP and (2) Sandeep Kumar r/o Palwal, Haryana.
They were subjected to sustained interrogation during which they
disclosed that they used to work for one Chander Pal @ Guru r/o
Ghaziabad, UP who is involved in a number of MV thefts. They used to
steal the vehicles with the help of a master key. They had stolen
this motorcycle from the area of Kavi Nagar, and on the day of
incident, they were going to Karol Bagh on the said stolen motorcycle.
Since, Karol Bagh is a big market area and large number of
motorcycles remain parked on the roads, they wanted to commit the
theft but before they could do so, they were apprehended by the alert
police staff.

Accused Chander Pal @ Guru was also apprehended and another motorcycle
stolen from the area of Kavi Nagar was recovered from his possession.
He was also arrested and subjected to sustained interrogation during
which he admitted having committed a number of vehicle thefts in Delhi
and NCR. He disclosed that he used to keep the stolen vehicles in
parking lots and thereafter these stolen vehicles were taken from the
parking lots and disposed off as per demand/requirement. He used to
give Rs. 3500/4000 for each bike to his accomplices for supplying the
stolen motorcycles from parking places to the customers in the rural
areas of UP.


At his instance, another three motorcycles were also recovered which
were stolen from the areas of PS Karol Bagh, Prasad Nagar and Sihani
Gate (Ghaziabad). Further investigation is in progress.
