Introduction
The North Dakota Department of Public Instruction is offering Team Nutrition sub-grants to empower North Dakota schools to use Smarter Lunchroom strategies to increase student healthy food choices.
What are Smarter Lunchroom strategies?
Smarter Lunchroom strategies are low cost or no-cost evidence based activities that are simple and easy to implement in school lunchrooms. The strategies are based upon behavior theory that student food choices can be influenced by the way that food is offered. Strategies can be as simple as placing an extra fruit basket by the register or renaming broccoli to “Sparklie Broccoli”.

Once notified of your sub-grant award, implement your outlined Smarter Lunchroom action plan. The sub-grant will be administered on a reimbursement basis, which requires the submission of a Request for Funds form and copies of receipts/invoices for items purchased.
All Smarter Lunchroom sub-grant activities must be completed by March 23, 2018, which includes submission of the sub-grant final report, Request for Funds, and receipts/invoices.
Sub-Grant Requirements/Overview
To be eligible for this sub-grant, Schools must meet the following criteria:
1. The school must be enrolled as a Team Nutrition School. If your school is not enrolled, complete the enrollment at the following Team Nutrition web site: http://teamnutrition.usda.gov/team.html
2. Create a Smarter Lunchroom team. This can include school foodservice personnel, students, administration, faculty, wellness committee members, community members, parents, and any other interested persons. A total of 3-5 committee members works best.

4. Complete Smarter Lunchroom Scorecard, which is available here: www.smarterlunchrooms.org/sites/default/files/documents/SLM-Scorecard2.0_5.pdf
5. Complete this application.
6. Develop an Action Plan and Budget to implement at least 3 Smarter Lunchroom strategies that total between $500-$750. Use the Action Plan and Budget form provided from DPI Child Nutrition.
7. Submit your sub-grant application, action plan/budget, and Smarter Lunchroom Scorecard to DPI for approval by September 29, 2017.
8. Once notified of grant award, implement your Smarter Lunchroom strategies.
9. Submit Request for Funds and receipts for payment by March 23, 2018.
10. Complete and submit Final Report by March 23, 2018.
Allowable expenses that can be included in the budget
Each selected school will receive between $500 and $750 based on their action plan and budget. This amount is expected to cover costs for the implementation of 3 or more sustainable changes in the school cafeteria. The actual items to be purchased will depend on the lunchroom strategies selected by the school. Below are some ideas of Smarter Lunchroom strategies that could be implemented:
· Food for taste testing of new cafeteria recipes and/or offerings.
· Promotional/education supplies such as posters and stickers to promote targeted food items.
· Menu boards or other promotional items to display reimbursable school meals and/or to encourage targeted food items like fruit and vegetable selections.
· Printing of items such as student passports to record fruit/vegetable choices.
· Create a promotional video and other graphic supplies to promote nutritious foods or make menus appealing.
· Display containers or equipment needed to improve appearance, visibility, or convenience of targeted food items.
· Trays, plates or similar cafeteria serving items that assist in managing serving size, appearance, or convenience of targeted food items.
· Time for foodservice or extra staff for completing grant activities.
· Other ideas that are approved by DPI and fit within the Team Nutrition sub-grant guidelines.

AGREEMENT FOR TEAM NUTRITION GRANT
1) The School agrees to:
a. Make available to USDA and the State Agency for examination and audit at any reasonable time and place, all accounts and records pertaining to operations under this program. Records will be retained for a period of three years after completion of the project.
b. Comply with Title VI of the Civil Rights Act of 1964, as amended and all requirements pursuant to the regulations issued by the federal agency administering such programs.
c. Federal funds made available for this project will be used to supplement and not supplant state and local funds available for the educational purposes of participants in this project.
d. Cooperate with the State Agency and/or USDA in such form and containing such information as is necessary to enable the State Agency to perform its duties under the act and regulations.
e. Make fiscal and program reports to the State Agency in such form and containing such information as is necessary to enable the State Agency to perform its duties under the act and regulations.
2) This agreement may be terminated upon ten day notice on the part of either party hereto, and the State Agency may terminate this agreement immediately upon receipt of evidence that the terms and conditions of this agreement have not been fully complied with by the school/school district project director.
