REGULAR MEETING

The Fairbank City Council met in regular session on Monday, March 11, 2012. Mayor Welsh called the meeting to order at 6:00 P.M. with the Pledge of Allegiance. Members present: Vorwald, Woods, Erickson and Sullivan. Absent: Mangrich. Also present: Heather Prendergast, City Attorney; Dave Ryan, Public Works Director and Marlene Strempke, City Clerk.

Motion by Woods, second by Sullivan to amend the agenda to include Water Main on Grove Street. Roll call vote—Ayes: Woods, Sullivan, Erickson and Vorwald. Nays: None.

Motion by Sullivan, second by Erickson to approve the agenda as amended. Roll call vote—Ayes: Sullivan, Erickson, Woods and Vorwald. Nays: None.

Motion by Vorwald, second by Erickson to approve the minutes of the February 25th regular meeting. Roll call vote—Ayes: Vorwald, Erickson, Woods and Sullivan. Nays: None.

Motion by Sullivan, second by Woods to approve the Treasurer’s Report. Receipts for February were: General, $7,815.54; Special Revenue, $90,725.79; TIF, $1,707.94; Capital Projects, $29.78; Permanent Funds, $14.63 and Proprietary, $143,634.36. Disbursements were: General, $75,406.84; Special Revenue, $10,352.20; TIF, $18,040.00 and Proprietary, $121,089.63. Balance on hand at close of business on February 28, 2013 was $2,314,236.48. Roll call vote—Ayes: Sullivan, Woods, Vorwald and Erickson. Nays: None.

Motion by Woods, second by Sullivan to open the public hearing on the FY2013 budget amendment. Roll call vote—Ayes: Woods, Sullivan, Erickson and Vorwald. Nays: None. No comments written or oral were received.

Motion by Vorwald, second by Woods to close the public hearing. Roll call vote—Ayes: Vorwald, Woods, Erickson and Sullivan. Nays: None.

Motion by Erickson, second by Vorwald to approve RESOLUTION 2013-04 – A RESOLUTION AMENDING THE CURRENT BUDGET FOR THE FISCAL YEAR ENDING JUNE 30, 2013. Roll call vote—Ayes: Erickson, Vorwald, Sullivan and Woods. Nays: None.

Blane Benham of Black Hawk Waste Disposal was present to talk about a new contract for garbage and recycling pick up. The new contract will contain a five percent increase with a new rate of $10.78 per household with an effective date of July 1, 2013. Official approval of the contract will be as an ordinance amendment at a future meeting.

Motion by Sullivan, second by Woods to hire Shawn Davis dba Davis Lawn Service for the city’s spraying needs for the coming season. Roll call vote—Sullivan, Woods, Vorwald and Erickson. Nays: None.

The city web site was tabled until the March 25th meeting.

Motion by Sullivan, second by Erickson to set a cost of $25.00 for any reproduction CD requested from the city. Roll call vote—Ayes: Sullivan, Erickson, Woods and Vorwald. Nays: None.

Jon Biederman from TeKippe Engineering brought cost estimates for the Grove Street Water Main Project, gave an update on the sanitary sewer improvements and Knoll Ridge Fourth Addition. He will continue working on the projects and will be back at the next council meeting.
