DRAFT MINUTES of theMEETINGof SILKSTONE PARISH COUNCIL held on Monday 5JUNE 2017 at 6.45pm at Silkstone Sports Pavilion.

In attendance: Barnsley Chronicle reporter, Karen Dennis from Barnsley AGE UK, 1 resident and the Clerk.

PUBLIC QUESTION TIME

A resident reported that Barnsley MBC have cleared the gullies on Cone lane but missed the gully at lamp post 11. The Clerk will inform highways.

A resident reported that there has been vandalism to a wall on Ben Bank road when leaving the village.

It was noted that the dry stone wall on Cone Lane that collapsed following the removal of the large beech tree has not yet been rebuilt. The Clerk will chase the contractor to provide a date for the work.

It was noted that the post box to be re-sited on Moorend lane has still not been completed – Clerk to chase.

Concern regarding removal of a tree with a TPO on ladyroyd by a resident. Clerk to make enquires to Barnsley MBC tree officer.

Footpath from Red Lion to Manor park – branches have been trimmed back by a resident. It was noted that a resident has tipped soil and rubble adjacent to the path on 2 June 17. – Clerk to advise Barnsley MBC footpaths officer.

Gullies on A628 not cleared.

Steps at Manor park previously reported to Barnsley MBC and on the ‘to do list’ of the park rangers have not yet been repaired and are unsafe.

Fly tipping – bedding and clothes dumped at entrance to Conroyd wood, removed by Parish Council handyman.

It was noted that South Yorkshire buildings are holding a family fun day/street party this year but the date has not been advised to the Parish Council to promote. Cllr Meryl Liddell will make contact to find out details so that the event can be promoted.

17-029 APOLOGIES

RESOLVED to accept apologies from Cllr Andrew Browell.

17-030 ADDRESS BY KAREN DENNIS AGE UK BARNSLEY

Karen Dennis addressed Parish Council about the social inclusion project which works with isolated elderly people in the Parish. The project puts residents in touch with local groups and services such as Dial a Ride, Volunteer driver scheme and good neighbour scheme as well as finding local groups that may interest them. Karen has attended Silkstone Common Good Companions group meeting and Silkstone Luncheon Club. She will provide an article for the newsletter.

Penistone winter warmth event on 6 October – Parish Council asked to promote this event along with the Penistone big knit launch.

17-031 DECLARATIONS OF INTEREST

RESOLVED to notedeclarations of interest from Cllr Debra Smith in agenda item 13 relating to the Silkstone Common Ladies Choir and from Cllr Ron Stier in agenda item 13 relating to Silkstone Common Good Companions.

17-032 MINUTES

RESOLVED to approve the minutes of the Silkstone Parish Council meeting held on Monday 8 May17 as a true and accurate record.

17-033 PLANNING APPLICATIONS

RESOLVED to return the following comments on planning applications to Barnsley MBC.

17-034 ANNUAL RETURN 2016-2017

RESOLVED to approve the intermediate review questionnaire. The Clerk will now forward the complete external audit paperwork to the auditor.

17-035 SILKSTONE RECREATION GROUND

a. Drainage works

RESOLVED to note that the drainage works to the football field are complete. The remaining works to the cricket field will be completed at the end of the cricket season.

b. Health & Safety

RESOLVED to note that a car has damaged the dry stone wall in front of the sports pavilion without advising the Council. The Clerk will obtain a quote from a dry stone waller to rebuild the wall and for bollards.

c. Cleaning

RESOLVED to note the issues relating to lack of cleaning of the Pavilion by cricket club and the affect this had on the Harriers. The Clerk was asked to formally apologise and charge the cricket club £20 which will be deducted from the hire charge to the Harriers.

17-036 TRIM TRAIL

RESOLVED to note that streetscape are progressing the sign and repairs to damaged rope.

RESOLVED that annual inspection report quotes will be included on the July agenda.

17-037 HANGING BASKETS

RESOLVED to note that all sponsors have paid for hanging basket signs. The brackets and signs will go up in the next week.

RESOLVED to suspend standing orders to allow resident to join in discussion on wheelie bin stickers.
17-038 WHEELIE BIN STICKERS

RESOLVED to carry out a survey of bins that are out on bin day and which are best visible from the main routes through the villages. 3 stickers per property would be required. The Clerk will provide a further report to the July meeting.

RESOLVED to re-instate standing orders.

17-039 SILKSTONE PARISH SUMMER FAIR 2017

RESOLVED to note that the summer fair will be held on Saturday
2 September 17 at Silkstone Common Recreation Ground between 12noon and 3pm. A meeting will be held between councillors on the working party to provide an update on arrangements for the fair which will be reported at the next Parish Council meeting

17-040 NALC TREE CHARTER
RESOLVED that Silkstone Parish Council will register for the NALC tree charter programme.

17-041 TAX & NI PAYMENTS

RESOLVED that the RFO may progress electronic payments to HM Revenue & Customs for the payment of income tax and national insurance.

17-045 CORRESPONDENCE FOR NOTE

SLCC west yorkshire training day 16 August 17. RESOLVED to book 3 places for Cllrs Meryl Liddell, Debra Smith and the Clerk (or Richard Leech).
The lack of correspondence from the Prime Minister’s office relating to a recent visit in the Parish was raised. The Clerk was asked to write to the Prime Minister’s office expressing the Parish Council’s disappointment that as the first tier of local government representing the village of Silkstone, the Silkstone Parish Council were not invited or even notified of the visit.

17-046 DATE OF NEXT MEETING

The next meeting of Silkstone Parish Council will be held on 10 July 17 at Silkstone Sports Pavilion commencing at 6.45pm.
