Priorities
The Community Coalition meets each month. In the January meeting, priorities were discussed and the following is an outline of recommendations made by the Community Coalition. Action, timelines and strategies will be mapped out in future meetings.
The Coalition felt that to select priorities for future services, the populations of priority need to be addressed first, and then the service needs second and lastly, housing needs in Stevens County.
- Single male/female
The definition of this population in StevensCounty is;
Single persons, adult or youth, staying with non-family members, couch hopping from place to place, staying in parks, and with friends, for short periods of time. This population is generally between 12 and 25 years of age.
- Single male/female----Disabled, drug or alcohol dependent [long term homeless]
The definition of this population in StevensCounty is;
This population maybe an adult or older youth, ages 17 to 59. Long term homeless is, in and out of treatments centers, hospitalized, have many long term homeless periods in the past three years. In many cases, this population is very hard to serve in rural StevensCounty and is turned away from shelters and transitional programs.
- Victims of Domestic Violence
The definition of this population in StevensCounty is;
This population generally is female with an average of two children, living in rural StevensCounty, out of the city limits and in the county. Of the 175 + adult victims last year, as many as 25% have received services in the past 5 years. Over 320 children live without the basic ability to live in safe, decent housing. Many are so poor, they have no ability to “start fresh” without finical help from TANF or very part time jobs consisting of 8 to 20 hours per week.

Priorities
As the Coalition looks at services for each population, past statistics of each population for the past year were reviewed. The following is an example of services each population would require to be successful. [Successful means: not being homeless for at least 3 to 5 years]
Services;
- Single male/female
Services for this population should be, but would not be limited to; Individual support services, a strong case management plan, a safe place to live, employment and training services, G.E.D. and educational services, counseling services, transportation and auto repair services, medical services, rental assistance, food and dietary services.
- Single male/female----Disabled, drug or alcohol dependent [long term homeless]
Services for this population should be, but would not be limited to; Individual support services, a strong case management plan, a safe place to live, employment and training services, G.E.D. and educational services, counseling services, transportation and auto repair services, medical services, rental assistance, food and dietary services.
Additional needs would include, drug, alcohol, mental health counseling, long term case management planning, buy-in process for a stable long term housing and/or transitional housing for at least 24 months.
- Victims of Domestic Violence
Services for this population should be, but would not be limited to; individual and family support services, a strong case management plan to include the family and children, a safe place to live [temporary emergency shelter or safe homes] Domestic Violence and trauma based counseling for the family and children, other support services such as auto repair, gas vouchers, clothing, rental assistance, and child care services. [ Transitional housing for 6 to 12 months.]

Priorities
Housing needs:
Single male/female
Each population requires their own type of housing to meet their needs. Many single persons that are homeless have very little income or receive GA at $ 339.00 a month. With the vast shortage of HUD vouchers, and a two to three year waiting list, emergency shelter services and transitional housing are the only avenues of help. The need for SRO (single room occupancy) units in this community is of the highest priority. The community has very limited low-income one-bedroom units available. At present the emergency shelter’s priority is serving families, and we have two transitional units in the county for single low-very low-income persons serving this population. Specialized safe homes for youth, for shorts periods of time, could be available, but, it does not solve the issues of transitional or permanent housing for younger populations.
Single male/female----Disabled, drug or alcohol dependent [long term homeless]
This population requires long term supportive housing within home services. At this time, only Stevens County Counseling, the county mental health provider has very short-term crisis housing for the mentally ill. The county has one 11-unit section 202-HAP apartment, [Columbia Apartments]. The Columbia units, single one bedroom generally has a long waiting list, and each client must be case managed to remain in the units. SRO (single room occupancy) units will be the highest priority for this population along with strong funding from Supportive Housing Services or the States Trust Fund. Clients/Customers must have counseling services along with dependable housing to succeed.
Victims of Domestic Violence
This population has a strong need for safe homes, emergency shelter, and transitional housing. Rental assistance for a new beginning along with services, which include everything from household furnishings to pots and pans. Strong long-term case management in a safe environment is a must for success. Housing must include supportive services for are at least 6 months and last as long as 12 months. Services for children and adult members of the household should be delivered in the home.

Priorities
List of Services
Persons and families need prevention services such as rental assistance so they may continue living in their own homes. Rental assistance would follow the same basic guidelines as Families with Children, but would include single persons, including Youth.
As with other eligible activities and services, county agencies and providers will develop services and eligibility requirement for the following services:
Rental and furnishing units for homeless
Costs for developing affordable housing, and services
Operating subsidies for transitional or permanent housing
Prevention services as noted above
Temporary services for persons leaving state institutions
Outreach services for homeless
Costs of development, management of planning, census date collection, goals, performance measures, strategies and costs of evaluations process of goals
Rental Vouchers
Acquisition, construction or rehabilitation of housing or units
Support building operations, maintenance costs of housing projects or units eligible to receive housing trust funds
Rental Assistance vouchers for housing projects or units
Operating costs for emergency shelters and licensed overnight youth shelters
Support for the First Time Homebuyer program

Long Term Goals for Housing
Single male/female 18 and older, both first and second priority listed in the Homeless Service Needs section.
Purchase/Rehab a seven unit transitional housing unit with individual independent living apartments. Provide on-site staff for supervision and case management services, including furnishing each unit. Provide services such as; transportation, rental assistance, deposit assistance for first time utility users, G.E.D. services, employment services, job training and placements for 18 to 22 year old.
Single male/female homeless 12 to 17 years old youth.
Purchase/Rehab a Five-bedroom home to license as a Homeless Youth Shelter in StevensCounty. Provide on-site staff for supervision and case management services, including furnishing each unit. Provide services such as; transportation, school completion services including G.E.D., alternative high school program. Employment services, job training for out of school-in school programs. Extensive counseling and family reconciliation services.
Victims of Domestic Violence
Develop a priority system to serve persons and families of violence with transitional housing. Develop as a priority the use of TBRA vouchers and THOR funds for families that are able to move into stable housing. Provide a case management tool, counseling and on-site presence for families of violence.
All populations Very Low-Income
Develop and maintain a strong First Time Home Buyers Program for persons and families to help them move towards home ownership.
Develop single-family housing that will meet the needs of very low-income persons and families in Stevens County.
