REGULAR COUNCIL MEETING MINUTES

May 1, 2017 at 6:00 P.M.

Mayor Neil MacArthur called the meeting to order at 6:00 p.m.

Roll Call - Present: Creagan, Dillard, Hamilton, Senior (by phone) and Spurgeon. Absent: None.

The Mayor led those in attendance in the Pledge of Allegiance.

Jason Fraser requested that Item 4C be removed from the agenda. Moved by Spurgeon, seconded by Hamilton to approve the agenda as amended. Ayes: All. Motion carried.

Moved by Senior, seconded by Creagan to approve the consent agenda to include: Minutes of the Regular City Council meeting on April 17, 2017; Minutes of the Centerville Park Board regular meeting on February 20, 2017; Historic Preservation Commission meeting on March 16, 2017; Centerville Municipal Waterworks regular meeting on April 11, 2017 and special meeting on April 25, 2017; Drake Public Library Board of Trustees regular meeting on April 12, 2017 and Friends of Oakland Cemetery meeting on April 19, 2017; Approval of Resolution No. 2017-3505 Amending Resolution No. 2016-3446 Setting Salaries for Appointed Officers & Employees of the City of Centerville, Iowa for the Fiscal Year Commencing July 1, 2016 and ending June 30, 2017 – Downs; Approval of Resolution No. 2017-3506 Setting Time and Date of Public Hearing Regarding Approval of the FY17 Budget Amendment for the City of Centerville; Approval of Mayor’s appointment of Dr. Sokol to the Airport Commission with term ending April 1, 2022; Approval of Beer/Liquor License #LE0001453 for Wal-Mart Store # 1621. Roll Call Vote as Follows – Ayes: Creagan, Dillard, Hamilton, Senior and Spurgeon. Nays: None. Motion carried.

Moved by Creagan, seconded by Spurgeon to approve the bills as presented. Ayes: All. Motion carried.

Reports highlighting the activities of the Police, Fire, Building Official, Animal Control and Mayor were presented.

Cindy Johnston came before the council requesting to use the bandstand in the courtyard from June 29, 2017 to July 2, 2017 for the Iowa 99 County Bible Reading Marathon. Moved by Spurgeon, seconded by Dillard to approve the use of the bandstand in the courtyard for the Iowa 99 County Bible Reading Marathon. Ayes: All. Motion carried.

Moved by Creagan, seconded by Hamilton to approve Change Order No. 8 for the Centerville Municipal Pool. Ayes: All. Motion carried.

Derek Johnson of I&S Group gave an update on the pool and requested approval of Pay Application No. 14 for the Centerville Municipal Pool. After some discussion, it was moved by Creagan to approve the Pay Application No. 14 for the Centerville Municipal Pool. The motion died due to lack of a second. After some additional discussion it was moved by Dillard, seconded by Hamilton to table the approval of Pay Application No. 14 until the next regularly scheduled council meeting on May 15, 2017. Ayes: Dillard, Hamilton, Senior and Spurgeon. Nays: Creagan. Motion carried.

Jason Fraser gave an update on the pool and said that the YMCA has already started booking pool parties.

Jason Fraser discussed the ordinance for fireworks and the council agreed for Jason to move forward with updating the information on fireworks.

Jason Fraser discussed and requested approval of the amended and restated 28E agreement concerning the Centerville Municipal Waterworks and the City of Centerville. Moved by Dillard, seconded by Spurgeon to approve the amended and restated 28E agreement concerning the Centerville Municipal Waterworks and the City of Centerville. Ayes: All. Motion carried.

Jason Fraser gave an update and requested additional funds for the property located at 203 North Haynes. After some discussion, it was moved by Creagan, seconded by Dillard to approve additional funding not to exceed $11,000. Ayes: All. Motion carried.

Mary Wells and Pat McAffee of Main Street Centerville gave an overview on Main Street Centerville – The First Year 2016 and requested approval of additional Community Tourism grant funding for the promotion of the Centerville’s Downtown, Training and Retention of the Volunteers for the Promotion and Business Development for the Sustainability of the Commercial District to ensure our Building Stalk for Future Generations. After some discussion, it was moved by Creagan, seconded by Dillard to approve Community Tourism Grant in the amount of $10,000 to Main Street Centerville with the intent to see if there is any additional funds available later in the year. Ayes: All. Motion carried.

In other business, Steve Fogle had some questions and comments on the derelict housing and buildings in the City.

Moved by Dillard, seconded by Spurgeon to adjourn at 8:00 p.m. until the Regular Meeting the City Council at 6:00 p.m. of May 15, 2017. Ayes: All. Motion carried.
