Updates from CSO Coalitions – Country Level Activities and Follow-Up Actions

1- Awareness raising on the OPAC and OPSC / 1- Conduct orientation on the OPAC, OPSC and the UPR during the regular meeting of NGO members and Networks / - A one-day training on the UPR and its Reporting was held on December 5, 2012 with NGOCRC’s member organizations.NGOCRC has seek for the support from the UNOHCHR and the Cambodia Human Rights Action Committee who have sufficient knowledge, understanding and experience on the UPR to help NGOCRC with conducting.
- On May 26, NGOCRC conducted a one day training on UPR to children (from Child Advocate Network (CAN), Cambodian Children and Young People Movement for Child Rights (CCYMCR) and Children from Child Rights Country Team) prior to their involvement to the process of developing the UPR Submission on Child Rights in Cambodia to the UNHRC / •NGO members and children have knowledge on the UPR, its recommendations for Cambodia in the first cycle, Concluding Observations of the UN Committee.
•They have capacity to join the process developing the UPR Submission on Child Rights.
2- Sensitization on the OPAC and OPSC during the Consultation Workshop to finalize the Alternative Report on the OPAC and OPSC (NGO members, NGO network and outside our Coalition like ECPAT-Cambodia, Cambodia ACTs, COSECAM, CHABB DAI, Child and Youth Led Networks and Media) / - On Jan 24, 2013, NGOCRC conducted a consultation meeting among NGO members, NGOCRC Secretariat staff and Child Support Team on the 2nddraft of the Alternative Report on the OPAC and OPSC.
- On Feb 20, 2013 another consultation workshop on commenting to the 3rddraft of was conducted among NGO members, children, UN agencies and other relevant key stakeholders.
On May 27-28, 2013 in Phnom Penh NGOCRC conducted 2 days consultation workshop on Alternative Children Report on OPSC on pre-arrangement meeting among Working Group to indentify the methodologies for collecting information/inputs from children during the coming consultation workshop. A TV documentary on children participation in developing the Alternative Children Report on OPSC to the CRC Committee was also developed. / Alternative Reports on UNCRC-OPs which covered inputs from NGO members, children, NGO networks and relevant stakeholders were developed and pending for submission.
Alternative Children Report on OP is developed and pending for the submission.
One TV documentary on children participation to develop the Alternative Report of Children was developed.
3- Share resources and information to decision-makers of NGO members relevant Coalitions
2- Engage in the next UPR Reporting / 4- NGOCRC’s 5 TWGs meet and identify key issues of concerns and recommendations / On May 29, 2013, a one day consultative meeting was conducted among NGO members/the 5 Thematic Working Groups (TWGs) of NGOCRC to identified issues of concerns as preparation to the development of the UPR Submission on Child Rights at NGOCRC Secretariat. / - Numbers of issues of concerns and recommendations were identified to raise in the UPR.
5- Involve with the Cambodian Human Rights Action Committee (CHRAC) in the UPR reporting and take lead on Child Rights section / Consultation workshop on Alternative Report on the UPR was conducted by NGOCRC. NGOCRC’s 5 TWGs, relevant child rights organizations and coalitions and children met and identify key issues of concerns and recommendations as the following: education, health, trafficking and sexual abuse, child labor, alternative care, and juvenile justice. It was submitted to the UN Human Rights Council online on June 24, 2013 which was on time. The Advocacy Paper on Child Rights, which summarized on high priority of issues of concerns and recommendations of the Submission, was also developed to submit to the government, foreign embassies in the country, theEU delegations to Cambodia, Development Partners, national and international organizations for their intervention. / - UPR Submission on Child Rights was developed and submitted to the UNHRC.
- The Advocacy Paper on UPR was also developed and submitted to Embassies, International Development partners, UN agencies in the country, etc.
6- Conduct consultation meeting among NGOCRC members, Networks, relevant coalitions and Child and Youth Led Networks to identify issues of concerns and recommendations / There were few discussions conducted during the year among NGO members (5 TWGs) to identify child related issues of concerns at national and regional levels. Recommendations were also identified to prepare the Joint Statement for the ASEAN People Forum and other advocacy works such as NGO Position Paper. / Issues of concerns and recommendations regarding improving children’s rights implementation were identified and used for advocacy works at national, regional and international levels.
•Development of the UPR Submission on Child Rights to the UNHRC.
•Alternative Report on UNCRC-OPs.
•Development of the report on Access to Justice for Children to the UNHRC through the OHCHR.
•Developing the Joint Statement of the ACSC/APF in Brunei.
7- Conduct dissemination meeting and follow up action on the UPR / 2014 / -

11- Conduct Advocacy forum like TV Talk Show and Radio call in show with participation from CNCC, NGO members and Children / On January 25, 2013, a TV round table discussion on OP3 was conducted on the National Television. There were speakers from relevant institutions including CNCC, NGOCRC, CAN and ECPAT Cambodia. / - Government, law makers, policies makers, children, Civil Society Organizations and the public aware on the advantages of ratification of the OP3-UNCRC. It was put into the discussion among the CNCC, UN agencies, CSOs and children.
On 17-18 September, NGOCRC conducted 2-day training workshop on the third Optional Protocol on a Communications Procedure with 25 children (13 girls)
On 2-3 September, NGOCRC conducted 2-day training workshop on the third Optional Protocol on a Communications Procedure at NGOCRC Secretariat with 40 NGO members. / Both children and NGO members gained knowledge and understanding on the OP3-UNCRC and are able to join the advocacy work to accelerate for the ratification.
-E.g: Children’s representatives and NGO members have concepts to speak during the TV Roundtable discussion.
