1.0Regional Sport Structure
1.1 10 – 19 Years Sport Management
- South West School Sport Management Group is responsible for the conduct of school sport in the region for students in the 10 – 19 years age range.
- The Group meets twice a year in February and November.
- At the February meeting an Executive for South West 10 – 12 Years School Sport is elected consisting of Chair, Deputy Chair and one other. Chair must hold a classified position.
- At the February meeting an Executive of South West 13 – 19 Years School Sport is elected consisting of Chair, Deputy Chair and one other. Chair must be a classified officer.
- The Executives represent 10 – 19 years school sport on the South West School Sport Board.
- The region is divided into seven districts for Management purposes: Balonne, Charleville, Chinchilla, Cunnamulla, Miles, Roma & Tara with each District controlled by a District Management Group.
- All Districts are encouraged to apply to host regional carnivals.
1.210 – 19 Years Sport Participation
- A Regional trial is conducted and a team sent to QSS State Championship in the following sport: Cross Country. Nominations for this regional trial will be by district team nomination. If no district trial is held by the determination of the relevant district committee, then schools may send individual school nominations. Where this occurs District executive to be advised of schools submitting nominations.
- Regional trials are conducted and teams sent to QSS State Championships in the following sports: Swimming [10-12yrs and 13-19yrs]; Track and Field [10-12yrs and 13-19yrs].Nominations for this regional trial will be by district team nomination. If no district trial is held by the determination of the relevant district committee, then schools may send individual school nominations. Where this occurs District executive to be advised of schools submitting nominations.
1.310 – 12 Years Sport Participation
- Participation at regional trials is by district team nomination. If no district trial is held by the determination of the relevant district committee, then schools may send individual school nominations. Where this occurs District executive to be advised of schools submitting nominations.
- Regional Trials are conducted and teams sent to QSS State Championships in the following sports: Boys Girls Cricket, Netball, Boys and Girls Rugby League, Boys and Girls Football, Girls Softball, Tennis, Boys and Girls Touch.
- Individual students participate in Darling Downs trials in: Boys Softball,11/12 Years Aquathlon, Australian Rules and Hockey. Teams participate in Boys and Girls Basketball.
1.413 – 19 Years Sport Participation
- Participation at regional trials is by district team nomination [these may be school or combined school teams]. If no district trial is held by the determination of the relevant district committee, then schools may send individual school nominations. Where this occurs District executive to be advised of schools submitting nominations.
- Regional Trials are conducted and teams sent to QSS State Championships in the following sports: 15 & 19 Years Netball*, 15 & 18 Years Rugby League*, 19 Years Tennis, 15 & 18 Years Boys and Girls Touch. *Note these trials are held in conjunction with the statewide interschool sport competitions.
- Regional trials are conducted and teams sent to Darling Downs trials in: 15 & 18 Years Boys and Girls Basketball, 18 Years Girls Softballand15 & 19 Years Boys & Girls Football.
- Individual students participate in Darling Downs trials in:15 Years Boys AFL, 16 Years Girls AFL, 14/15 Years Boys Cricket, 19 Years Boys Cricket, 15 Years Girls Cricket, 15/19 Years Squash, 19 Years Boys Baseball, 19 Years Boys Softball and 13 – 19 Years Triathlon.
- School teams participate in the Darling Downs trials in Water Polo and Volleyball.
2 Management Group Management Procedures
2.1 Name
2.1.1The name will be ‘South West School Sport Management Group [henceforth referred to as ‘Group’].
2.2 Membership
2.2.1All registered teachers of affiliated state and non-state schools/colleges in the Region (including special schools) are eligible to attend meetings of the ‘Group’ as an observer.
2.2.2Membership of the ‘Group’ shall be:
Voting members:
10 – 12 Years Executive [3].
13 – 19 Years Executive [3].
10 - 19 Years District representatives, two [2] per District [14].
Non-voting members:
Regional School Sport Officer as Executive Officer.
2.3 Vacancies
2.3.1Any member of the ‘Group’ may resign from membership of the ‘Group’ at any time by giving notice, in writing, to the Executive Officer through the body they represent.
2.3.2The ‘Group’ shall have the power at any time to appoint any member of the ‘Group’ to fill any casual vacancy caused by the resignation of an Executive member until the next Annual General meeting.
2.3.3A vacancy caused by the resignation of any other representative shall be filled by the relevant body.
2.4 General Meetings
2.4.1The time, date and venue of any ‘Group’ meeting shall be determined at the previous meeting of the ‘Group’ or as directed by the South West School Sport Board, the Queensland School Sport Council or Department of Education &Training[DET].
2.4.2The business to be transacted at a ‘Group’ meeting shall be listed as an agenda to be distributed to all Group members at least 5 days prior to the date of the meeting. All matters of significance require a notice of motion to allow a representative position to be determined by the constituent bodies.
2.4.3The Chair of either Management Executive shall preside at all meetings of the ‘Group’. If the Chair in turn is unable to attend any meeting, the Chair of the other Management Executive or the Deputy Chair, shall chair the meeting by agreement.
2.4.4At every meeting of the ‘Group’ a number equal to a majority of Group members shall constitute a quorum.
2.4.5If within half an hour from the time appointed for the commencement of a ‘Group’ meeting a quorum is not available, the meeting shall be adjourned to a time and place as the Chair may determine, and if at an adjourned meeting a quorum is not present, the meeting shall lapse.
2.4.6Issues arising at any meeting of the ‘Group’ shall be decided by a majority of votes and, in the case of a tied vote, the motion shall be lost.
2.4.7Persons eligible to vote may vote in person or by proxy. The appointment of a proxy shall be in writing. Voting members may exercise only one vote.
2.4.8The Executive Officer shall document full and accurate minutes of all questions, matters, resolutions and other proceedings of every ‘Group’ meeting and annual general meeting. For the purpose of ensuring the accuracy of the recording of such minutes, the minutes of every Group meeting and annual general meeting shall be signed by the Chair of the next meeting following a resolution verifying their accuracy.
2.5Annual General Meeting
2.5.1Both Executive Chairs shall resign at the Annual General Meeting but may stand for re-election.
2.5.2The 10 - 12 Years and 13 - 19 Years Executives will be elected by the voting members at the AGM and subsequently approved by the Regional Director. The Chair will alternate between the Chair of 10 – 12 Years Sport and the Chair of 13 – 19 Years Sport.
2.5.3The annual general meeting shall be held at a time and place determined by the ‘Group’ subject to the approval of the South West School Sport Board and the Department of Education & Training.
2.5.4The Executive Officer shall convene all annual general meetings of the ‘Group’ by giving at least 14 days notice of such meeting to all constituent groups and members of the ‘Group’.
2.5.5At any annual general meeting of the ‘Group’ a number equal to a majority of Group members shall constitute a quorum.
2.5.6The Chair in turn shall preside at all annual meetings of the ‘Group’. If the Chair in turn is unable to attend any meeting, the Chair of the other Management Executive or the Deputy Chair, shall chair the meeting by agreement.

The receiving of a statement of income and expenditure, and assets and liabilities for the preceding financial year.
The election of the Executive of South West 10 - 12 Years School Sport [Chair, Deputy Chair and one other]. Chair to hold a classified position.
The election of the executive of South West 13 - 19 Years School Sport [Chair, Deputy Chair and one other]. Chair to hold a classified position.
The receiving of nominations from all constituent bodies.
2.5.10The Executive members so elected will represent the ‘Group’ on the South West School Sport Board.
