2.Theschemeplanofsubdivisionmustshowaspecifiedbuildingareaforeverysiteonwhichadwellingisanticipated.Thespecifiedbuildingareamustmeetthefollowingstandards:

d.Wheretheruralresidentialsitecontainssignificantnativebushover1haincontiguousareaoraSEAorawetlandover200m2incontiguousareathesubdivisionconsentmustincludeaconditionorconditionsprovidingfortheeffectiveandpermanentlegalandphysicalprotectionofthatnativebush,includingapermanentfence(minimumsevenwirepostandbattenfence)capableofpreventingbrowsingorotherdamagebyfarmedanimals.Thefencemustbeerectedandmaintainedaroundtheperimeteroftheareaofnativebushorwetlandtobeprotected.

c.Eachgroupofclusteredruralresidentialsitesmustshareaccessfromaroad.

a.SubdivisionofMaorilandmustbeimplementedinamannerthatisconsistentwiththerelevantresourceconsentgrantedfordwellingsonMaoriland.

b.Theapplicantmustbelongtothesamehapuasthetrusteesoftheassociatedmarae.

c.AccesstoanyruralresidentialsitemustbeovertheremainderoftheparentsiteofMaoriland,andtheowneroftheruralresidentialsitemustmaintainasufficientownershipinterest/sharesintheparentsitetoenablecontinuedlegalaccessacrosstheparentsitetoitsboundarywithalegalroad.

4.2Assessmentcriteria

Thecouncilwillconsidertherelevantassessmentcriteriabelowforrestricteddiscretionaryactivitiesintheprecinct.

1.Ruralcharacter

a.Subdivisionshouldoccurwithoutcreatingadverseeffects,includingcumulativeeffects,ontheruralcharacteranticipatedwithintheprecinct.

2.Earthworks

a.Thesiteorsitesshouldbelocatedsothattheydonotrequiresubstantialearthworksorlandmodificationtoobtainaccessortomakeanareasuitableforbuildingon.

3.Visualamenity

a.Whenviewedfromanyroad,publiclandorthesea,thespecifiedbuildingareamustenableallstructurestobeentirelybeloweither:

i.

thelandform

anyexistingnativetreesscreeningthebuildingsite.

b.Thespecifiedbuildingareamustavoidadverselyaffectingmaturenativeforestthatisclearlyvisiblefrompublicroads,publiclandorthesea.

c.Exteriorlighting,includinganystreetlighting,shouldbeprovidedsoitisnotprominent,particularlyagainstadarkbackground,whenviewedfrompubliclandandthesea.

d.Thesiteshouldbescreenedorthebuildingssitedsothattheamenityvaluesofadjoiningsitesarenotdiminishedbyeffectssuchasareductioninprivacy,theglarefromvehiclelightsornoisefromcarparksandserviceareas.

4.Access

a.Thephysicallocationoftheaccesspointorpoints,andtheirphysicalcharacteristicssuchaswidthandsurfacetreatment,shouldnotadverselyaffectthesafeandefficientoperationofthesurroundingroadnetwork.

b.Accessandservicingshouldoccurwithminimalearthworksandlandformmodificationsothatadverseeffectsonthevisualenvironmentdonotoccurorareminimal.

5.Parking

a.Sufficientparkingshouldbeprovidedtomeettheexpectednumberofvehiclesusingthesite.

6.Landscaping

a.Landscapeplantingorfencingandopenspaceshouldbeprovidedtoenhancetheamenityvaluesoftheareaandmitigatetheeffectsofbuildings,carparksandserviceareas.

7.Servicing

a.Themethodanddesignofwatersupply,sewagedisposalandsitedrainageshouldensurethatnoadverseeffectsontheenvironment(includingthesurroundinglandandwaters)result.

8.Layoutandscale

a.Thelayout,characterandscaleofthesubdivisionordevelopmentshould:
