DIGITAL BY DEFAULT CHECKLIST

The Government of South Australia recognises that digital technology is critical to modernising and transforming our public services.

This technical checklist has been prepared to assist and support service designers in demonstrating how they have given due consideration to their commitments under the Premier’s Digital by Default Declaration. Example artefacts may include those listed under each criterion.

The Declaration commits the government to proactively transforming its services, using digital technology. New or reformed government services will be digital by default.

Digital services are required to: þ / ý

·  be available online, mobile-ready, easy to use and accessible 

Plans or specifications for multiple channels, plans, specifications or screenshots for features and screens showing scaling for different devices, user experience and user interface testing with customers, completed WCAG checklist.

·  be designed with our customers (see User Centred Design Toolkit) 

Stakeholder map, customer engagement through interviews, user stories, co-design workshop outcomes, empathy wall, journey mapping, service map, user experience map, user interface/product testing with customers.

·  offer value for money 

Compliance with Treasurer’s Instructions, business case for effective service improvement, positive cost-benefit ratio and/or net benefit, savings/efficiencies.

·  where appropriate, make data openly available in support of the government’s Declaration of Open Data. 

Data classification and treatment as part of planning and design, data sharing process and schedule (such as automated release via application programming interfaces (APIs) or similar).

Agency plans and business cases should consider:

·  transitioning existing services and paper-based processes to digital

·  developing new services in partnership with those affected from a digital by default perspective

·  ensuring their workforce is skilled in the use of digital technologies

·  developing digital strategies to achieve this and report publicly on progress.

·  giving consideration to those who cannot access digital services and provide
appropriate alternatives.

In addition, agencies should also give appropriate considerations to security
requirements

Information security risk assessment, data classification and treatment as part of planning and design, planning for operations and service delivery in line with the Information Management Security Framework, business continuity planning.
