PLANNING COMMITTEE REPORT BY JOHN DALPHIN:

TOWN OF BELLMONT-PLANNING COMMITTEE

JUNE 2017 REPORT

THE PLANNING COMMITTEE HAS HAD TWO MEETINGS SINCE ITS LAST REPORT: MID-MAY AND JUNE 9, 2017. DISCUSSION HAS FOCUSED ON THE 2017 QUESTIONNAIRE AND ITS ANALYSIS' THE NEXT COMMITTEE MEETING WILL BE FRIDAY , JULY 14 AT NOON AT BELLY'S RESTURANT.

"NORTH" VS. "SOUTH" CHARTS

38 RESPONSES IS ABOUT A 10% RESPONCE RATE FOR THE " NORTH"

54 RESPONSES IS ABOUT A 30% RESPONCE RATE FOR THE "SOUTH"

A. THERE APPEARS TO BE STRONGER SUPPORT FOR NEW TOWN REGULATION OF TRASH

SITUATIONS FROM THE "SOUTH" THAN FROM THE "NORTH" (BOTH SHOW STRONG

SUPPORT FOR SOME OF THE MINIMAL POSSIBLE REGULATIONS). NEITHER GROUP SEEMS TO

THINK THE TOWN SHOULD DO NOTHING (6% SOUTH, 11% NORTH)

B. LARGE-ITEM PICK-UP APPEARS TO HAVE A GREATER NEED IN THE SOUTH THAN IN THE NORTH

FURTHERMORE, SUGGESTED TIMES FOR PICK-UP REFLECT THE GREATER NUMBER OF SUMMER

RESIDENCES IN THE SOUTH: SUMMER MONTHS FOR THE SOUTH, SPRING FOR THE NORTH.

C. TOWN CLEAN-UP DAY HAS STRONGER SUPPORT FROM THE NORTH THAN THE SOUTH

ALTHOUGH BOTH GROUPS ARE IN FLAVOR OF THE ACTIVITY. SUGGESTED SEASONS ARE THE

SAME AS THOSE FOR LARGE-ITEM PICK-UP.

D. IN ORDER TO OPTIMIZE THE USE OF TOWN RESOURCES, IT MAY BE APPROPOIATE TO HAVE

DIFFERENT DAYS FOR EITHER OF THESE ACTIVITIES ACROSS THE TWO TOWN SECTIONS:NORTH,

SOUTH.

D. 0 THIS CATEGORY, PRESENTED FIRST IN THE REPORT, IS COMMENTS WRITTEN ABOUT

ANY OTHER ITEM THAN THE THREE ABOVE. (14 COMMENTS)

WHEN AN INDIVIDUAL MADE MULTIPLE COMMENTS, THEY WERE BROKEN APART TO CREATE MORE THAN ONE ENTRY.

THREE SPONTANEOUS COMMENTS ARE ABOUT THE NEED FOR CELL PHONE SERVICE IN THE NORTH.

TWO INDIVIDUALS PRESENTED SPECIFIC RECOMMENDATIONS, VOLUNTEERED SOME ACTION IN SUPPORT OF THOSE RECOMMENDATIONS, AND SIGNED THEIR NAMES.

ALSO NEED A PLANNING COMMITTEEE MEMBER FROM THE NORTH END.

JERICHO RISE: A PHONE CONFERENCE IS SCHEDULED AT 4 PM TOMORROW WITH OUR ATTORNEY CJ MADONNA, JERICHO RISE'S ATTORNEY JIM MUSCATO, CHATEUGAY 'S DON BILOW & BELLMONT REGARDING THE PROJECT'S SOUND LEVELS AND HOW JERICHO RISE PLANS TO ADDRESS THEM. I HAVE RECIEVED THE CURRENT MONTHLY COMPLAINT LOG.

SOFTWARE THAT THE COUNTY IS USING AND HOPEFULLY AT A REASONABLE COST FOR

LICENSE.

C. THE COUNTY-WIDE SHARED SERVICES PROPERTY TAX SAVINGS PLAN STATE MANDATES

DISCUSSIONS ARE CONTINUING AND CAUSING A LOT OF EXTRA WORK TO CREATE A

WORKABLE MEASURE OF EXTENSIONS OF EXISTING SHARED SERVICES AND FINDING NEW WAYS TO SUGGEST IMPLEMENTING EITHER CONSOLIDATING SERVICES OR POSSIBLY CREATING NEW

REPLACEMENT SERVICES THAT COULD EVENTUALLY ELIMINATE SOME EXISTING SERVICES AND

POSSIBLY POSITIONS. A MEETING SCHEDULE OF THE SHARED SERVICES PANEL IS PROVIDED.

INSURANCE: EXCELLUS HAS REQUESTED A 0.4% PREMIUM INCREASE. I EXPECT THERE WILL BE MANY FEATURE CHANGES IN THE CONTRACT"SIMPLY BLUE PLUS SILVER 4."

HIGHWAY: BLACKTOPPING DONE/ MOWING/HAULING GRAVEL AND YEAR OF UNION CONTRACT RENEWAL.

FOOD PANTRY: THANKS FOR ALL THE HELP THIS MONTH.

WE ARE WORKING WITH BEARDSLEY ASSOC. AS THEY SEARCH FOR ENGINERS TO ADDRESS THE MT. VIEW DAM AND THE NEED FOR IMMEDIATE ATTENTION TO SLOW THE EROSION AND PIPING THAT SEEMS TO BE ACCELERATING ON BOTH ENDS AS WELL AS UNDER THE DAM.
