SUBJECT: / 2004-05 Title III Accountability Results
The 2004-05 Title III Accountability Reports were publicly released on
September 15, 2005. These reports contain information regarding the status of each local educational agency (LEA) on the three annual measurable achievement objectives (AMAOs) required of English learners (EL) under Title III of the No Child Left Behind (NCLB) Act of 2001. The Accountability Reports can be accessed through the California Department of Education (CDE) Web site at
AMAO1 shows the percentage of ELs meeting their annual growth targets on the California English Language Development Test (CELDT). Over 85 percent of Title III LEAs met AMAO 1 in 2004-05. AMAO 2 calculates the percent of ELs attaining English language proficiency on the annual CELDT in 2004. The percent of Title III LEAs that met AMAO 2 increased to nearly 84 percent in 2004-05
The third AMAO relates to the EL subgroup meeting the same academic standards in English/language arts and mathematics that are required of all students. The percent of LEAs that met the federal Adequate Yearly Progress (AYP) targets for the EL subgroup has declined from 2003-04 to 2004-05. This decrease is due to the large jump in the AYP academic targets for all students in 2005 and is reflected in overall AYP results.

Note. A total of 839 LEAs were served by Title III in 2003-04 and 867 LEAs in 2004-05.
LEAs that do not meet one or more of the three AMAOs in any year must:
- Inform the parents of all ELs that the LEA has not met the AMAOs, and provide this notification not later than 30 days after the AMAOs are publicly released (NCLB Section 3302[b]). A sample parent notification letter in English and Spanish is posted on the CDE Web site at .
LEAs that do not meet one or more of the three AMAOs for two consecutive years must also:
- Write a Title III LEA Improvement Plan Addendum in consultation with the CDE (NCLB Section 3122[b][2][3]).
If an LEA is currently identified as a Program Improvement (PI) district and has submitted an LEA Addendum for PI Districts to the CDE, the LEA Addendum should be reviewed by the LEA to see if it adequately addresses the failure to meet the Title III AMAOs. If the Title III AMAOs are adequately addressed in the LEA Addendum, the existing Addendum can be submitted for the Title III LEA Improvement Plan Addendum. However, LEAs are encouraged to review their LEA Plan to ensure that it adequately addresses the needs of the ELs in the LEA and the failure to meet Title III AMAOs.
A total of 168 LEAs did not meet the AMAOs for 2 consecutive years. (Appendix A contains a list of the 168 LEAs.) The Language Policy and Leadership Office of the CDE will provide technical assistance to these LEAs in analyzing the factors that prevented them from meeting the AMAO targets and in preparing the Title III LEA Improvement Plan Addendum. An additional 232 districts did not meet one or more of the three AMAOs for one year (2004-05).
