POSITION: PROGRAM MANGER
JOB SUMMARY: This position oversees the programs and services provided within the supervised visitation center, ensures that the programs and services are in compliance with funding requirements, and that they represent progressive thinking in the field. Performance of duties reflects the YWCA value that all human beings will be treated with respect and dignity and approached with recognition of their individual importance.
JOB DUTIES AND RESPONSIBILITIES:
Personnel:
· Acts as a positive role model through hard work, fairness, flexibility and commitment to communication.
· Provides proactive supervision and support to those s/he supervises.
· Assures that hiring is done in a legal, consistent, and timely fashion by those s/he supervises.
· Assures that training is properly provided, current, and thoroughly documented for assigned employees and volunteers.
· Assures that employee performance appraisals are completed consistently and on time across all program settings.
· Assures the consistent application of personnel policies, and effectively communicates changes in policies to assigned staff and volunteers.
· Responsible for scheduling intakes and ensures that visits and exchanges are adequately staffed.
· Will be on-call or ensure that another staff member may be reached in case of a scheduling conflict or an emergency.
· Assists in complex personnel situations.
· Participates in serious disciplinary action with the Executive Director and Director of Programs; including terminations of employment.
· Promotes effective use of staff time, including productive program meetings.
· Promotes development of employees as professionals working with people and issues in the program.
· Mediates conflict among staff when they have reached an impasse after following the proper channels.
· Promotes healthy morale through high visibility throughout the ranks of the organization.
· Serves as a focal point and advocate for team building.
Administration:
· Works as a team player.
· Participates in budget preparations and monitoring of expenditures, including overtime.
· Assists the Staff Accountant in preparing cost analyses of services.
· Develops program policies and procedures, and recommends revisions as needed.
· Schedules intakes, visits, and exchanges.
· Ensures participants have a thorough understanding of the program’s policies and procedures.
· Coordinates orientation schedule and ensures all participants attend the required class.
· Participates in grant planning, application, compliance and reporting.
· Participates on management team; works as a team player within YWCA.
· Monitors program systems to maximize efficiency and minimize waste; generates ideas for improvement.
· Attends meetings of the YWCA Board of Directors and its committees as needed.
· Ensures all YWCA regulations and policies are upheld and readily available to staff.
· Alerts Executive Director and Director of Programs; others as appropriate, to areas of concern.
· Represents YWCA in the community. Attends meetings in place of or in coordination with the Director of Programs, the Executive Director and lead project workers.
· Performs other job-related duties as assigned.
Public Relations:
· Projects a positive image of the YWCA, using effective public relations skills.
· Exhibits friendliness toward and consideration of YWCA employees, volunteers, clients and the general public.
· Works with Program Manager on the Advisory, Steering, and Legal committees.
· In general, demonstrates energy and enthusiasm for her/his work.
· Demonstrates competence as an information source about the program and other Missoula programs of similar interest.
· Exhibits an awareness of and ability to deal with diversity among people, including disabilities among clients and/or staff.
.QUALIFICATIONS AND EXPERIENCE:
· High school diploma or GED required
· Bachelor’s degree in human services or related field, or equivalent education/experience required.
· Two years experience in related services, including experience with multi-level supervision required.
· Current Montana driver's license, an acceptable driving record and proof of auto insurance in compliance with Montana State law.
· Must pass a background check designed to protect the interests of women and children served by the YWCA programs.

· Ability to work cooperatively and effectively with other staff, agencies and professionals in the community.
· Ability to communicate effectively with a variety of individuals, including peers, supervisors, those one supervises, customers.
· Ability to generate and implement ideas and solutions.
· Knowledge of management and supervisory practices and techniques.
· Ability to mediate and manage conflict effectively.
· Willingness to take responsibility for his/her part in communication breakdowns and to work toward resolution of resulting problems.
· Ability to successfully offer, accept and act on constructive criticism.
· Knowledge of applicable laws and regulations affecting domestic violence, sexual assault and supervised visitation/exchange.
· Ability to understand and work with complex situations.
· An interest in and respectful attitude toward all people.
· Strong written, verbal, organizational and supervisory skills.
· Willingness and ability to advocate for the YWCA both in-house and in the community.
· Good work habits, including ability to organize and manage time and information.
· Understanding of the social and political complexities of the YWCA’s programs.
JOB RELATIONSHIPS:
· Directly accountable to the Director of Programs.
· Supervises the Supervised Visitation/Exchange Program staff.
· Works closely with the Staff Accountant, and the Office Manager.
· Has frequent contact with YWCA Board and Committees, clients, community agencies, and the Advisory Committee.
LEVEL OF INDEPENDENT DISCRETION, CONSEQUENCE OF ACTIONS: This person, within the parameters of YWCA policies and procedures, exercises a high level of independence in decision making. Significant errors in judgment may endanger the health and safety of the clients and/or staff and may cause serious financial and/or legal repercussions for the YWCA.
SPECIAL CONDITIONS: May be required to alter scheduled hours or days off as necessary. Ability to sit for extended periods of time, stand, walk, bend and lift up to twenty-five pounds. Exposure to difficult situations, emotionally taxing client circumstances and physical aggression, and unpleasant living conditions, may be encountered.
