The problem of international terrorism
According to the Penguin Dictionary of International Relations, terrorism is “the use of violence on a systematic basis to achieve political objectives”. But there is no agreed definition as to its character, motive or mode of operations.
What about methods terrorists commonly used there are hijacking, hostage taking, bombings, indiscriminate shooting, assassinations and mass murders.
Terrorism today has become one of the most pressing global problems, and is serious destabilizing factor both in individual countries and in the entire world.
What can undertake The International Community?
-The campaign must be carried not only against terrorist organizations worldwide, but also against the causes (reasons) of this greatest evil. What feeds (supplies) terrorism, is conductive to its spreading? …………;
-International community must oppose to government backing of terrorism in any form. At the same time some UN member states should not be once and for all written off as a rogue states within the IC regardless of changes in their policies or simply because of their suspected links to terrorists;
-There is a critical need to struggle against financing of the IT…………………………………………………………………………………………………………………………………………………………………
One of the most discountering trends in the development of contemporary terrorism is the sophisticated technical level of the equipment of the most dangerous terrorist groups, which is only possible when terrorists have reliable and well concealed sources of financing. Actively financed terrorist organizations are acquiring additional new opportunities for access to state of the art technologies. The link between terrorism and nuclear weapons continues to be a plausible nightmare scenario. And it is noteworthy that there is increased awareness now of the danger of the terrorism which might use WMDs and the need to unite efforts to combat this movement.
According to the statement of E. Primakov to the UN General Assembly the campaign against terrorism must be conducted in whatever form. Today success in this struggle can only be achieved by all states uniting their efforts to counteract this greatest evil.
