OATH OF OFFICE CEREMONY

DECEMBER 6, 2004

An oath of office ceremony for newly-elected officials was held onMonday, December 6, 2004at9:00 a.m.in the large courtroom of the county courthouse.

Deputy Sheriff Jeff Hubbard called the ceremony to order.Following the call to order, oaths of office (attachments as part of these minutes) were administered for the elected officials as listed below:

OATH OF OFFICE – REGISTER OF DEEDS AND STAFF

The Honorable Rita A. Ashe, Clerk of Superior Court, administered the oath of office to Cindy M. Ownbey, Register of Deeds, and to assistant register of deeds Beth C. Sales, and to deputies D’Ree McCall, Paige Capps and Teresa D. Morton.

OATH OF OFFICE – SOIL AND WATER CONSERVATION DISTRICT

Scott Galloway was sworn in as Soil and Water Conservation District Supervisor by the Honorable Rita A. Ashe.

OATH OF OFFICE – TAX COLLECTOR

The Honorable Rita A. Ashe administered the oath of office toMary Ruth Stamey, Tax Collector.

OATH OF OFFICE –COUNTYCOMMISSIONERS

The oath of office was administered to commissioners Jason R. Chappell, W. David Guice andKelvin Phillipsby the Honorable Rita A. Ashe, presiding.

ELECTION OF OFFICERS FOR BOARD OFCOUNTYCOMMISSIONERS

Following the oaths to the commissioners, Kimberly Conover, Clerk to the Board, convened the Board of Commissioners.Present were CommissionersRay Miller,Jeff Duvall,Jason Chappell, David Guice andKelvin Phillips.

The clerk called for nominations for chairman.

Commissioner Guice nominatedRay Millerto serve another term as chairman of the Board of Commissioners.The motion was seconded by Commissioner Duvall.

The clerk called for other nominations.

There being no other nominations,the clerk called for a vote.The motion carried with a vote of 3 ayes and 2 noes.Ray Millerwas elected chairman of the board of commissioners for 2005.

The clerk turned the floor over to the chairman, who called for nominations for vice chairman.

Commissioner Guice nominatedJeff Duvallto serve as vice chairman.Commissioner Duvall declined the nomination.

Commissioner Duvall moved the nomination of David Guice to serve as vice chairman, seconded by Chairman Miller.

The chairman called for other nominations, but received none.The vote for vice chairman was3 to 2in favor of David Guice as vice chairman for 2005.

INSPECTION AND APPROVAL OF OFFICIAL BONDS

Attorney David Neumann stated that he has inspected the official bonds for sheriff, register of deeds, tax collector, finance director and county manager and they are in order.

Commissioner Guice moved to approve the bonds for the elected officials, seconded by Commissioner Chappell and unanimously carried.

APPOINTMENT OFCOUNTYATTORNEY

Chairman Miller called for nominations for county attorney.

Commissioner Guice nominated and moved the appointment ofDavid C. Neumannto serve as county attorney, seconded by Commissioner Duvall.

There were no other nominations presented, andthe vote wasunanimously carried.

There being no further business,Commissioner Duvall moved to adjourn the meeting, seconded by Commissioner Chappell and unanimously carried.

CLOSING

The Honorable Jeff Hubbard, Deputy Sheriff, closed the ceremony.The meeting adjourned at9:15 a.m.
