Minutes of DWR Community Council Meeting held on

Tuesday 27 January 2015 in Rudry Parish Hall at 7.30pm

Present: Cllrs. Lynda Lee, Carlton James, Margaret Jones, Kev Stanworth, Chris Allender, Terry Hall, Guy Bowden and the Clerk Sally Chick. Also, Darren Williams from GAVO Holiday Scheme Co Ordinator , Philip Jones, Beth Alderman, and Ray Davies.

Ray Davies spoke about what he felt he could offer as a potential Councillor. He then left the meeting.

Darren informed Council of his role and how he may be able to assist with funding advice and ideas relating to Draethen Playground. Beth & Philip to find out number of young people likely to use the Playground. Sally to meet with Darren on 16 February to discuss further. Darren left the meeting.

34. Local Neighbourhood Police

The Police were not in attendance at the meeting and not report has been received from them.

35. Minutes of July Meeting

The Minutes of the November Meeting were taken as read and accepted as a true record.

36. Chairman’s Report

Chairman informed Council that he had recently attended a concert held at the Village Hall and all agreed how lucky we are to have such a great facility in our Community.

The Community Voice Project is going well. Following a meeting with CCBC a traffic survey is to be carried out at strategic points around the villages. This will involve a team of volunteers with assistance from CCBC. Volunteers will be given training prior to the survey.

The door to door engagement is almost complete and the next stage will be the traffic survey which is to be held in April.

Councillors discussed the vacant position on Council. It was agreed that as Ray had attended this meeting it was only fair that Julie be invited to the next meeting. In the meantime Sally to make enquiries as to whether we could have 10 Councillors instead of 9.

37. Clerks Report

CCBC need to be notified if we require any change in our Precept. It was agreed a £2000 increase to be requested in order that we had a larger sum to assist community groups with grant applications.

CCBC have confirmed that the Village Greens are not registered as such. Sally to look into procedure for registration.

Grant Applications received from :

Rudry Riding Club - More information now received from the Club. Council felt that they were unable to contribute such a large amount of money and have therefore decided to cover the cost of the Hall hire and also the cost of the Risk Assessment – a total of £125. Suggested they sign up to Community Voice Project as there may be assistance available for training.

38. Councillors Reports

Draethen – Margaret reported that the Draethen Group had had a meeting. They asked that thanks be given to Sian for her work.

There have been strong objections locally to the suggestion of the Ironbridge Footpath changing course. There would be access issues as the suggested route is slippery, has steps and a gravel surface in areas.

Waterloo – Nothing has happened regarding the report to CCBC about a static caravan on a site in the Village. Sally to ask CCBC for an update on situation.

A report of someone shooting from the bridge over the river was made to the 101 Police Line.

Rudry – Flooding on road near the Maenlwydd to be reported to CCBC.

Off road bikes are once again becoming a problem on the common. The forestry are aware of the issue. Sally to inform Police.
