Supporting People Programme - Summary of Services and Contracts
Introduction
This paper sets out the current position with regard to the Supporting People (SP) Steady State Contracts and SLAs. Identifying budgetary commitments associated with existing and planned contracts.
With a few exceptions all services have/will have a Steady State Contract with an expiry date of 31st March 2011, with a two year extension option.
Background
The SP programme was launched in 2003 bringing together a number of disparate funding streams into a single stream, paid as a specific ring fenced grant targeted on housing related support (HRS) for vulnerable people.
Services that delivered HRS and secured funding became part of the SP programme and subject to an Interim Contract and associated monitoring and reviewing processes.
During the initial four years all services were reviewed for strategic relevance, value for money and quality. These reviews resulted in a number of contract values being renegotiated and some services being remodeled or terminated.
All current services are continually monitored with regards to their performance and the majority have had a second review focusing on quality.
In 2009/10 the SP Grant is a named non-ringfenced grant. It is the Department of Communities and Local Government‘s (DCLG) intention to include the SP Grant in the Area Based Grant from 2010/11 thereby removing the ring fence and allowing local authorities greater flexibility in how to effectively use resources locally.
It was agreed that grant allocations received as part of the Area Based Grant would be top sliced in their first year by 5%, second year by 7.5% and third year by 10%.
The implications for the SP Grant next year and beyond are therefore subject to two factors (i) confirmation that the grant will be allocated as part of the Area Based Grant and then (ii) how the local top slicing arrangements will apply.
The SP programme and the housing support it delivers is a preventative programme aimed at assisting people to live at home rather than access high-cost care, health or treatment services. It also contributes to savings within the criminal justice system by supporting people who are at risk of offending. Research by Cap Gemini on behalf of DCLG and the Treasury as part of the Comprehensive Spending Review process has shown that the £1.7bn national cost of the Supporting People programme saves the national social care, health and criminal justice budgets £4.4bn. For Blackpool this translates to the £6.58m Supporting People budget saving other services around £17m.
Financial Position
In 2009/10 it has been assumed that the SP Grant allocation of £6,821k will be paid through the Area Based Grant and therefore subject to the Authority’s top slicing procedure. This means that if 7.5% of the grant is reallocated to other priorities the amount available to fund supporting people commitments is £6,310k. In 2010/11, the full grant allocation is again £6,821k, however, if a 10% top slice is applied the amount of grant available will be £6,139k and this will result in a funding shortfall if expenditure commitments are not reduced. Current Contracted Services
The following tables provide an overview of current service provision with 2009/10 contract values. Services in bold italic are due to be decommissioned and their funding will be used to for two new generic floating support services provided by Barnardo's and Creative Support. These services will provideapproximately 107 unitsof floating support provision and will be available to all client groups (with the exception of high level mental health, offenders and alcohol /drug users) and will offer savings to the overall SP budget.

Conclusion
The majority of current service provision withinBlackpool was inherited at the inception of the SP programme. Since that point the SP strategy helped shape the development of a number of new services. The review programme and performance monitoring have resulted in a number of services being decommissioned. Although all current services were assessed as being strategically relevant at time of review, or prior to commissioning, there is a need to ensure that future provision continues to best meet the needs of the town. A strategic approach to commission services is required to ensure developments take into account of the LAA priorities and changes in the lifting of the grant restrictions.
When the SP grant is paid into the Area Based Grant and is subjected to top slicing there will be a shortfall if spending commitments are not reduced in 2010/11.
NB. All Steady State Contracts have a termination clause giving no less than six months notice.
